
A legislative proposal aimed at implementing the Agreement establishing the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) is scheduled to be introduced to Parliament when the House of Assembly reconvenes on Tuesday, October 14, 2025.
Following Dominica’s recent signing of the ECCIRA agreement last month, this move marks a significant milestone in strengthening the credibility, transparency, and long-term viability of Citizenship by Investment (CBI) programs throughout the Caribbean region, as outlined in a statement from the Office of the Prime Minister.
In addition to this, word from the OPM is that Parliament will consider a bill to create the much-anticipated Sperm Whale Reserve and establish a management framework for it. This initiative builds on the government’s 2023 decision to designate a protected marine zone along Dominica’s western coastline, an area known for hosting one of the few remaining resident populations of sperm whales globally. According to the release, the proposed legislation will outline comprehensive management strategies for the reserve, including specific navigation protocols and monitoring systems designed to encourage responsible utilization and conservation efforts within the protected zone.
Furthermore, lawmakers will review proposed amendments to several key pieces of legislation, including the Financial Services Unit Act, the Suppression of the Financing of Terrorism Act, and the Money Laundering Act. These updates aim to bolster the country’s financial regulatory framework and anti-money laundering measures.
During the session, Prime Minister Honourable Roosevelt Skerrit will table a motion requesting approval to bestow the nation’s highest honor, the Dominica Award of Honour (D.A.H.), upon the late Prime Ministers Roosevelt ‘Rosie’ Douglas and Pierre Charles. This recognition is intended to honor their significant contributions to the development and progress of Dominica, said the OPM.
The proceedings are scheduled to be broadcast live starting at 10:00 a.m. via the Government Information Service (GIS) and the Dominica Broadcasting Corporation (DBS Radio), allowing the public to follow the parliamentary activities in real time.
The United Workers Party continue to tell the PEOPLE Skerrit selling passport under the CBI programme.If that is true,then the people know UWP was also selling under their Reengineered citizenship programme between 1995 and 2000.UWP used money from their programme to build houses for the people of Layou and SOLD it to them.The DLP used money from their programme built houses all over the island and gave them to thousands of the people FREE.Another foolish and stupid thing is,the diaspora is voting a government and leave the people to suffer.Why would the diaspora do that and then work hard to send,money,clothes,food,cars,TV’s and stereo etc to their people in Dominica?The people living in the diaspora have compared the reign of UWP and the reign of the present and found the UWP to be massively corrupt.The majority of diasporans have told their people,DO NOT VOTE UWP.The Dominican people know who is who and will never vote people who have spent all their young days working in foreign.
