
Forty-year flagship Caribbean Development Bank project, the Basic Needs Trust Fund (BNTF)– a grant jointly funded by the CDB and the Government of Dominica–has seen a total of nine programs, with several projects, completed in Dominica, to date.
Minister for Community Development Gretta Roberts provided updates while addressing a press conference this week.
Presently, there are six projects ongoing islandwide, and the terminal disbursement date for these projects is September 30, 2025, Roberts stated.
“From inception to now, in Dominica, we have completed nine programs under BNTF and we are into our 10th program currently in progress,” she said. “For BNTF 10, the Central Development Bank approved an amount of Eastern Caribbean dollars, six million five hundred and seventy-two thousand, two hundred and thirty-three dollars for the implementation of the projects that we have on stream.”
According to Roberts, for these projects, CDB gives a grant contribution of 95 percent of the total cost and the Government of Dominica provides a counterpart amount of 5 percent.
“So for BNTF 10 the government has to provide a total of 328,612 dollars and in addition pay the VAT on the total allocation,” she explained.
Roberts did not provide a comprehensive list of the projects that have been completed.
However the minister clued in the public about the ongoing projects, including the Paix Bouche Water Enhancement Project, which will be followed by the Delices playing field upgrade and grassing of the entire playing field. She also mentioned the Berean Christian Academy extension project, the Grandbay-Dubique Multipurpose Facility, the Trafalgar basketball facility upgrade, and the Clifton Back Road refurbishment.
“…The Warner water tank and drip irrigation system was also added,” added Roberts.
Currently, the program is being implemented in Dominica as well as eight other countries: Jamaica, Grenada, Belize, St Lucia, St Vincent and the Grenadines, Suriname, Guyana, and Monsterrat.
