The President of the Dominica State College (DSC), Dr. Donald Peters, has worked as a department administrator in a few higher learning institutions in the United States. In 2004, he left the position as the Vice President for Student Affairs and Enrollment Management at the State University of New York (SUNY) Plattsburgh. In spite of not having an in-depth working knowledge of a Facilities manager, Dr. Peters should know the effects in which the poor quality of buildings and environments can and do affect learning. He also knows in a fundamental way that an excellent and well maintained campus and classrooms contribute immensely to a positive and uplifting academic environment.
If this is the case then what is going on at DSC’s Stock Farm campus under Dr. Peters’ tenure? How can young students learn in dilapidated, deplorable and decayed buildings and classrooms with adverse safety, security and gross public health issues? This sort of things and conditions exists in war torn places like Afghanistan and Somalia, and in failed states with refugees. Or in places with displaced ethnic minorities with oppressed children with armed military police controlling them. These appalling conditions at an institution of higher learning should never occur in a place like Dominica where education has lifted so many of its sons and daughters. What a shame!! What an embarrassment!!
When it comes to student learning, school facilities matter. A positive classroom and campus environment are two primary factors which make students feel a sense of belonging and the ability to trust others. It provides the ambience that encourages students to tackle challenges, chase their career dreams explore and pursue their passions, take risks, and ask hard questions.
Decades of research confirm that poor conditions and qualities of school facilities affect students, teachers. This invariably results in overall academic achievement and a lack of community that can have a profound impact on both teacher and student outcomes. With respect to teachers, below par and deficient school facilities affect teacher recruitment, retention, commitment, and effort. Conversely, a good environment provides clear learning goals and feedback, and strategies to help students to build social skills, self-esteem and succeed. Simply put, students learn better when they view the learning environment as positive and supportive.
Kudos to the courageous students their parents, supporters professors and Union Boss Mr. Letang for exposing this hurtful and disgraceful “autopsy” of Dominica’s only Tertiary Institution of learning. Has Dr. Peters been derelict in his duties and essentially abdicated his responsibilities as the President of the State College?
Why didn’t the Government budget, allocate and utilize funds for maintenance/reconstruction of these school buildings, library and address this grave situation on priority? What about the lack of computers for students and staff, classroom space a library, no equipment in the labs among other things such as the Theatre room and others? Has Dr. Peters focused and lobbied hard enough for his students, faculty and campus and if not, why?
In June 2010, Dr. Peters stated that governance and lack of equipment are current issues facing the learning institution, but he is ready to have them rectified. He was quoted as saying “There are issues … governance is an issue … enough faculty, equipment … but I can ‘fix’ those.” So what happened? Have you been on the job Sir? Of course we can blame the usual suspects, Hurricane Maria and the Covid crisis for not prioritizing and the blatant disregard and shameful disrespect of our best and brightest and our future leaders.
The question for Mr. Peters is whether he should stay on as President despite having and enjoying absolute political cover and protection. But there are clear signs that he should strongly consider leaving because the students have created a popular movement that has succeeded in converting Dominicans to overwhelmingly support their urgent cries and pleas and noble cause. Also are the complaints or problems at Stock Farm indicative of a larger problem with Mr. Peter’s management style? And how widespread is the dissatisfaction with his overall leadership?
It is abundantly clear Mr. Peter’s reputation, professionalism and capability as the DSC’s President has been probably permanently fractured and is irreparable. Will he be allowed to continue as the top administrator of the DSC which is big pregnant with other operational issues that desperately need fixing for the overall effectiveness and sustainability of this vanguard institution? How can a leader stay on when demands are valid and when his presence most likely and probably conjures up such negative and angry emotions, disdain and contempt given the recent industrial actions and more?
It seems almost impossible that Mr. Peters can and will be able repair that trust and guardianship confidence of the college’s faculty, parents, and students and staff he one enjoyed. No matter what he does from here on, it will never be enough. But there are times when a College chief should walk away from a job. This is the perfect opportunity that Mr. Peters ought to recognize and realize that now is the poignant time to turn over the reins of the Dominica State College and move on.

Hey you need to go there yourself. The pics with the roofless ones are about two buildings on the perimeter of the old college buildings. The College’s roof was repaired by the Cubans. And there are many good buildings to the north and south of the road.
That is why I want you to take a drive up there. Misleading pictures. The college was not bombed. Hurricane Maria damaged the roof etc. But all the main buildings have been repaired by the Cubans. And there are maintenance people working there.
Go and take a drive and post your photos for us all to see. I’ve been up there 2 days ago and I found the site exactly as in the posted photos. By the way, make sure you do not post any photos of your friend Skerrits mansion in error.

I am not defending Dr. Peters here, but the issue of decaying buildings and public infrastructure in gross disrepair is unfortunately a Dominican problem. Any facilities manager who is worth his salt, will tell you that approximately 10% of the total cost of any facility is spent on annual maintenance each year. As these facilities age, the cost rises exponentially. A professional, well-equipped maintenance team is just as important if not more so than the architects and engineers who designed and constructed these buildings. The mold infested Marigot Hospital, the old Portsmouth Police Station and the Post Office in town, are shinning examples of poorly maintained government facilities.
Agreed. The worst example is that of the Public Works facility in lower Goodwill. That was a maintenance facility for the country, by definition. Yet it was the most dilapidated and deplorable site in the darn country. There is a larger point here; if we set high standards in public places and institutions, it infuses that standard into the whole society and leads to high economic standing and valuation.

Donald Peters must know that the State college he allowed to run ashore under his leadership is his fault alone. It doesn’t take any university education to know that the environment in which learning is taking place has to be conducive. As the person in charge he has a responsibility to advocate for the physical institution to achieve the mission and for the staff and students. His rediculous statement that the college had operated without a board, so he couldn’t see the big issue with protesting for having one in place, says it all about the dereliction of duty by Donald. The lines have become blurred between his duty to the college and his political enabler role. We grade performance based on results, and when results are atrocious there has to be a price to pay, except with the nepotism practiced by the Labour party and it’s cabal, where keeping secrets and defending dogma, no matter how rediculous, are what secures tenure. Peters has failed and he must leave.

This guy is a disgrace to institutions of higher learning. A PhD is not a pre requisite for managing an institution. Yes it is important but when man lose integrity, good ethics and principles and decide to serve a demagogue instead of the cause greater than themselves society pay a hefty price. To get the best from both students and staff the physical plant, internal and external, must be conducive to learning, that is, pristinely clean and be given the requisite resources.
My take is that everyone who works at or attends that facility should be entitled to a free and thorough medical check-up. Mr. Peters should be summarily dismissed and Minister Pampalam remove from holding the portfolio of Minister of Education.
Hospitals, health centers, police stations, post office are all victims of Skerrit-DLP led government’s gross mismanagement and ineptitude.
Instead of siting where you are overseas and write this long article, come help. Be a solution and not a problem. Dominica won’t be govern by remote control.

Even the sidewalks from the College to the end close to the Public works are maintained by some young persons who plant flowers etc. The parking lot very clean. The 2 buildings that are still roofless are old buildings which I am sure will be replaced as it is not cost-wise to repair but demolish & redo (common sense prevails). The main buildings & those to the north of the road including the Centre of Excellence building are proper Ibo. Are u Franci……?

I am indeed an aged man, but much younger than Peters, when I was about six years old Peters was in his twenty’s. The difference between me and your boy Peters; my academics allowed me to retire peoples employment, at 45; enter into business for myself, hence to this day I sit at home; well-off as they come not having to get my old a.. out of my bed to go to work for anybody; never mind kissing the butt of any politician for my survival.
