COMMENTARY: The general election results may not be business as usual

I’ve been hearing new conversations on social media that this election will be the mother of all elections.  One friend makes his prediction of who will win in 2020 and the other nods in agreement. But then the voices become hushed as the second person asks, “But do you really think the other side will accept the results?” Then what?

We’ve experienced the peaceful transfer of power in Dominica with free and fair elections including the last two controversial election cycles. The Dominica Labour Party (DLP) victories were highly questionable and suspect. According to international organizations, the elections were filled with irregularities. In spite of this fact, the country moved on peacefully.

So why in 2019-2020 do so many informed and unbiased Dominicans at home and abroad believe that if the opposition loses the upcoming elections it can only be because the election was rigged and filled with even larger irregularities? Then a fair, unbiased, neutral and informed observer and court of law would agree with them and rule in opposition’s favour. The analytics strongly point out that without irregularities, we would most likely have a different government.

The peaceful call to action on the streets on Roseau Monday, September 30th  which was led by UWP leader Linton to force the hands of PM Skerrit to account for the alleged missing $1.2 Billion was highly successful. The massive turnout also sent a strong, loud and clear message that Dominicans will not allow Skerrit and DLP to call the elections without electoral reform and cleaning of the voter list. If the election is called without reform then what?

The call to action showed that Dominica belongs to Dominicans and not only to the police in camouflage fatigues with heavily armed battlefield weaponry,  jogging comically through the streets of Roseau a few days earlier before the march. Were they preparing for war and who was the enemy? Watching the video I was under the impression that the Taliban were at the gates of the city of Roseau and they were going to be dealt with.  If the purpose was to intimidate ordinary Dominicans, then these police officers, their commanders including the politicians who ordered them were mistaken.

There has always been a history and sad tradition of brutality within and among certain elements of law enforcement in Dominica regardless of which Party is the ruling the country. I witnessed this fact first hand in the 70s as a member of the DGS unit of the Dominica Cadet Corps during the enforcement of the Dread Act period when I made frequents visits to Police Headquarters.

This was realized recently in the coastal village of Salisbury (Bawee) when police used live bullets and expired tear gas during an unarmed Farmer’s uprising. In December 2018 at a Concerned Citizens Movement (CCM) rally in Roseau, tear gas was dispersed with no warning. Some alleged that the police were agitating a situation as an excuse to arrest Mr. Lennox Linton who was present at the rally.

Adding insult to injury, real leadership at Police Headquarters (HQ) some claim is weak, partisan. and [even] non-existent. Some go on to say that the Police High Command at HQ acts like it is the 22nd constituency won by the Labour Party. Is something  desperately wrong with command and control of the police?

It is clear to a blind man that if the ruling DLP government does not implement the recommendations for electoral reform by the Joint CARICOM-Commonwealth and OAS Special Mission, then if anything occurs on the streets then any international tribunal will mostly likely hold Skerrit, Police Chief Carbon, AG Levi Peter and other MPs responsible.

This matter needs to be pondered on for a minute by the powers that be and by Skerrit’s foreign and domestic ambassadors, financers, collaborators, enablers, and advisers for it is a very serious matter and order. As one of my friends said to me: The government and its supporters must understand that if it thinks that the price of democracy is high, then think again about cost and the price of dictatorship and repressive regimes. Just look at some hell holes like Haiti, The Congo, Libya, North Korea, Central Africa Republic, Venezuela, and others.

But the past is certainly prologue and lessons must be learned to avoid costly mistakes. In 1979, ‘Colonel’, Hon. Patrick John with his Dominica Defense Force (DDF) militia and his rum drinking and vindictive Secret Police, listened too much to his overconfident and controversial Guyanese born Attorney General Leo Austin and his DDF commanders. The results were that Mr. John was thrown out of office and was sent on a long vacation to the ‘big house’ (jail) at Stock Farm. All his abuse of power, arrogance, and inconsistencies culminated on May 29th, 1979 which almost destroyed Dominica. An Interim government was formed which paved the way for the ascendency of Dame Charles and the Freedom Party.

Today ‘Dr’. Hon. Roosevelt Skerrit with his alleged wads of cash, fuzzy accounting, complicated budgets, the politically intoxicated Red brigade and clinic and Protective Police Service Special Unit, is probably making the same mistake as Mr. John. He is listening to his Attorney General Levi Peter and getting ill advice regarding electoral reform from his personal attorneys.

Skerrit might be riding the same tiger that devoured Mr. John and Dominica in 1979.  Maybe Mr. Skerrit should read about the downfall of larger-than-life characters with superegos like Colonel Gaddafi, Mobuto, Saddam, Hitler, Duvalier and others who have been reduced to the dust bins of history.

A Harvard University study in March stated that Dominica has zero (0) percentage (the lowest in the Americas) of implementation of recommendations for improvement in its election machinery. Should the official UWP Opposition contest the elections if electoral reform is not implemented? If the government continues to stonewall, then Mr. Linton should take legal action against the Electoral Commission. Then the courts must address this issue before May 2020 before the election is called.  Otherwise, Dominica sinks into a constitutional crisis that will require an Interim government.

Skerrit who hails from humble beginnings in the Northern Mountains and who first became prime Minister by accident needs to fully understand that there are no permanent friends or allies in politics and power, just permanent interests. He should understand that people are around him not because they like or care for him personally. Instead, they care about their careers and business plans. Sadly, the one person who could and should keep things in perspective for this man-his wife- is in the middle of the politics melee.

Diaspora voters who don’t qualify to vote should stay away absolutely from the voting booths in La Plaine, Roseau Valley, St. Joseph and elsewhere. Diasporans should think long and hard that they should not gamble with the future of our country in exchange for a plane ‘vep’ for a vote and a hot meal. Let domicile Dominicans decide who should govern our land. Do what you do best- taking care of your families with remittances, fueling the barrel economy, ‘coming down’ for Creole Festival and Carnival to ‘free-up’.

The partisan divide heading into the elections will get worse and the growing partisan divide will surely further escalate tensions if electoral reform is not implemented.  The stakes could not be higher. Also, the alienation around Skerrit and the fear of losing to his party in 2020 unfairly and illegally, will surely motivate Mr. Linton and the UWP base.

But all Dominicans and Dominicans-at-heart should say a prayer for our homeland when that bell rings. Today, the good Lord knows that Dominica will need a lot of prayers whenever that proverbial bell rings and/or when May 2020 arrives. We all should hold our breaths and with heavy hearts wish her well.

    To all trying to mislead the populace, I have copied the Chief Election Officer’s notice. Please read the list yourself & those that you object to being on the list, do what the legislation says. All the elections before including the one in 1990 when your party won was a good election – They won. You guys only want your own ways. Like to shub things down people’s throats. As though is only U all alone that go to school & are intellects! You guys have eliminated democracy because it is only u who are right & knows it all.     We need Electoral Reform in Dominica. I notice the DLP is using so many election gimmicks to trick people into voting for them. A clear example is the long awaited construction 🚧 of a river side “promenade” in Roseau, near the market. A portion of the Roseau river, near the stadium was dredged earlier this year but I have noticed something peculiar, on the river bank there are still many stones, as there were back in 1979. Interesting.

      Electoral Reform u must make yourself smart. The Roseau Enhancement Programme is one that is to let Roseau look & feel better. It involves rebuilding the gutters & better sidewalks in the City. The River Promenade is also part of this initiative. U only criticising everything! So what stones? . You seem to be a grown person for you speak of 1979.     I just love how UWP supporters keep insisting that they only way they can loose the next election (which they will) is because there has been no electoral reform.

    Secondly, I also find it interesting that UWP candidates are all over the world campaigning and asking their supports to come down to vote, YET they do not want DLP supporters to have the same right. If it is wrong for one side; it is wrong for all sides. Dr. Finn – neither you nor other members of UWP will take my right to vote away from me. PERIOD.

      Who is trying to take your rights away from you? You are not making sense. UWP is fighting for equal rights for everybody, including you. The current inaccurate voter’s list has been an unfair advantage for the DLP for many years, since they discovered how to manipulate it. UWP is saying, Dominica needs an accurate list and voters ID, then we’ll all vote. Why is this so difficult to understand? Btw anyone who is eligible to vote can travel to Dominica to exercise that right at their own expense. A political party paying their passage is bribery, which is illegal.

    He did not appear on screen to have knocked the door ,or press a bell, nor even shouted out , to make his arrival known to anyone inside ( if there was anyone home) he absentmindedly placed his hand on his hip , then walked away with his hand still on his hip , was that a deliberate action from him , I wonder ?
    he was still filmed walking down the hill, but not right up to persons or vehicle awaiting him , why not ?
    That was a poor production of a frame up , and the camera man as well as all those involved should by now have been arrested .
    Who knows , the man could have placed a whole case of explosives at that door . This should be viewed in its seriousness .
    Where are the police ? are there no more true investigators in the force .Man its over 35 years I’m out of the business, yet the hallmarks of an attempted frame up are so blatantly obvious .

    I listened to an announcer this morning then I received the video of the man visiting Lenox’s home and , after even my first view I wondered whether this man is still in Dominica and whether he was now incarcerated in Stock Farm. No Foreign Agent should be allowed into Dominica, perform those acts and be allowed to leave safely .
    On closer perusal of the video, I asked myself a few questions ,
    How is that a man, so finely dressed in his white shirt and hand held jacket, had to walk so laboriously up that hill , where was the car he arrived in ?
    there was a camera man (woman) filming, from what location was that person or persons? as the camera could clearly be seen moving to have the man stay in focus . If he was going to make a deal , a supposedly dodgy one , why would there have to be camera evidence ?
    As he approached the front door he could clearly be seen to be pulling a case behind him.

    You made some sobering points Dr. Finn, especially the one about persons coming home to vote, and in essence influencing the outcome of an election, thus, becoming instrumental in deciding who should run a country that they will only visit maybe once or twice a year; or in some cases once every couple of years. We cannot have this once every five years, meet, greet, mate, then vacate; leaving those who live in the country, the task of having to shoulder the burden left on the island as they depart to go back to their domecile.

    Hmmmmmm. Power is depends entirely on the acceptability or rejection by the people over whom that said power is being exercised.

    A refusal to implement the recommended election reforms that a group which was convened by the very Government, and was rejected by the said government MUST lead one to conclude They want to steal the election …. again, leading to suspicion, that can only ultimately lead to chaos.

    What is the issue? Just implement the recommendations and if you win, then on one will have anything to say. But this refusal by Labour, clearly will be cause for troubling times ahead! And Roosevelt Skerrit and Labour should be held responsible for the outcome because of their refusal to implement reforms!

        UWP supporters have that thing about that they alone that smart. All they do is when the propaganda against the Labour Party surfaces, they take it and run with it. All of them are so good at repeating the same lines, especially when they were Freedomites or voted labour before. So when labourites question them to make them see how dumb or baseless their allegations are, they call us stupid. But take it from me, a person who asks questions to understand a situation or asks questions before accepting information as the truth is a smarter person that those so called intellects.

      Really?? A more fanciful diatribe of wishful thinking I have yet to read. .. There’s 10 minutes of my like I won’t get back!!. Being in opposition and bringing that to a successful end (winning the election) takes the kind of work that this opposition is just not prepared to do. You have to find extra parliamentary methods of materially affecting peoples lives to demonstrate (not just by holding placards and holding up traffic) that you are ready to replace the incumbents. Labour did this in opposition … sent scores of kids on scholarships, formed farmers groups to exploit foreign markets, take over and successfully run local government, form foreign influential alliances to name but a few items. What they did not do was fritter away large sums of money on unsuccessful lawsuits or pass up the opportunities to impress the electorate in parliament. Waitikubuli needs a decent opposition .. I am not sure this one is really up to the job.

    I wasted my time to read the first three paragraphs. More of the same unfounded rubbish from the blue cool aid drinkers. Dominica has always had free and fair elections, every political party has won and lost with our electoral system but only one party just cannot accept it’s defeats.
    Get over it Jack, when the majority is ready to elect a new government we will, but you and your likes will never force it against us. Until then live with it.

    DLP has every reason to lie cheat and steal. Their very livelihoods are at stake. When you’ve blatantly used office of power to manipulate and enrich yourselves and the inner circle, you have every right to do whatever it takes. In the interest of our future we need to demand that civil servants understand that they serve at the privilege of people. By the people for the people. Keep your shenanigans at home or you’ll be held accountable. Let’s use the next general elections to propel Dominica out of the 1950s please.

    Whatever happens at the next “general election” will be by the plan of the “good Lord” for the sake of the people of Dominica

    He already knows what will be; what He wants us to do is to accept His decision as through the voice of the people of the Nation

    Your opinion is speaking nothing but “vile” and “strife”, “disdain” and “discord” from the people of one side of the parties because that party will not accept what the good “Lord” has spoken–it is well orchestrated and reflected in today’s mirror, based on the conduct of both parties

    Real Dr. Finn, your commentary is ladened with truth. The present administration is hell bent on securing another questionable election victory by fraudulent means. They are fighting tooth and nail to avoid fair and sensible reforms to the electoral system which will give no party an unfair advantage. Only a severely corrupt party will stubbornly and consistently resist these much needed positive changes to a system that is so badly broken. Every aspect of governance has been severely vandalized or reduced to rubble by Skerrit and his servile renegades. The parliament, the police department, the courts, electoral commission, etcetera, have not escaped.The once revered Office of Prime Minister has been badly vandalized. However, Skerrit continues with his errant ways as he takes comfort in the shelter of our silence. If positive changes are to be had, Dominicans are to get up off their laurels and vigorously support all demonstrations for a better Dominaca.

    All the government needs to do is what is right. Do the right thing.

    Previously, they wanted to implement National Identification card which was severely opposed by UWP which demanded Voter ID Cards.

    I repeat, DLP cannot win in the presence of fair and free elections with electoral reform.

I cannot understand why these so called intelligent people allow Lennox Linton to fool them into believing rubbish without any concrete proof. They don’t analyze things for themselves before repeating it and they have the audacity to refer to us as stupid and we will see the light one day. Emmanuel Finn, there is so much development in Dominica we have never seen before, no not in our history, for us, smart Dominicans, to turn our backs on this Labour Party Government. Until Lennox Linton and any wannabee Prime Minister can show us, not even tell, that they can deliver better than what we are experiencing right now…Labour is here to stay. Bon!

    I don’t see general election or election results in Dominica. What I see is a bunch of Honorable vacabonds that are bent on shedding the blood of our people to stay in power. What I see is our government declaring civil war against us and sadly they are using slave masters to come here to attack us. But we not afraid
