
Dominica has a new Deputy Police Chief effective October 1, 2019.
Assistant Superintendent of Police (ASP), Lincoln Corbette, who has 29 years’ of service in the police service, has been appointed to that position.
Corbette took over as Acting Deputy Chief from Davidson Valarie who acted in that post for well over a year after former Deputy Chief, Hobbes Jno Baptiste, went on pre-retirement leave. Corbette becomes the 7th Dominican to be confirmed as Deputy Chief of Police.
His acting stint as the second in command first started on February 1, 2019, until July 31, 2019, and again from August 1, 2019, to Sept 30, 2019.
He is the first Assistant Superintendent of Police to be appointed to the rank of Deputy.
On October 1, 2004, Corbette was promoted from the rank of constable to Sergeant. He became an Inspector on January 1, 2011, and on July 1, 2019, he was promoted to Assistant Superintendent.
Corbette holds a BSc in Criminal Justice and an Associate Degree in Political Science from the University of Houston – Downtown in Texas. He has also obtained a Certificate in Public Administration from the University of the West Indies (UWI) and a Diploma in General Management from the University of the West Indies (UWI).
He told DNO that he has worked in various sections in the police force and has attended “several training programmes locally, regionally and internationally on various topics to include Staff command, leadership, anti-money laundering and risk management.”
From 2003-2014 he served as a member of the Government’s Housing Loans Board. He was also an executive member of the Police Welfare Association (PWA) from 1997 and as its chairman from 2004-2006.
According to Corbette, “I am committed to ensuring that the Commonwealth of Dominica Police Force (CDPF) remains a professional, disciplined and ethical law enforcement agency.”
The Deputy Chief thanked the rank and file of the Commonwealth of Dominica Police Force for their efforts to protect and serve Dominican citizens and visitors to the country.
He also appealed to the general public “to continue to cooperate and work well with the police department to ensure that Dominica remains peaceful and safe.”
Meantime, Chairman of the PWA, Corporal Jefferson Drigo has extended congratulations to the Deputy Chief.
“We are happy about his elevation to the post of Deputy Chief and we will continue to work with him to ensure the camaraderie in the CDPF remains…, Drigo stated. “We wish him well and pledge our continued support in working with him to ensure a safe and peaceful Dominica.”

I see you made it to the second highest rank in the CDPF thus far. When Carbon goes on leave right before Skerrit calls the election you are going to be acting chief. Be careful of your actions, be very careful or your tenure will be short-lived.
Now, for you to succeed most of the people currently working in Admin Section (Upstairs) have to go somewhere else and surround yourself with free thinking, competent, honest, non political people. Yes they may have their political preference but know the time and place to show it.
You of all people know you need a new staff officer
, not the one that served Carbon and his predecessor because nothing has changed except for ALLEGED crookery of you and the men for personal gain. Get those who will say no to you and may even challenge you with facts. Thats what you need! The public is watching because they want a non political, competent, honest Deputy/ Chief of police.

What about Mr Weekes who have been in force for years acted in various positions .Magistrate’, Academic lecturer head the Police training school and has attained various academic university qualifications while in the force.
Why has he not promoted to Commissioner rank yet?

Congratulations to deputy chief Corbett. One may ask the question is it political QUALIFICATIONS only one needs to Dr deputy?
Because there are people of lower rank you are more academically Qualified than him.
So if not academic qualifications, then what happens to Mr. Weekes or Matthew cuffy.
I believe that’s appointment was based solely on political affiliation. Nothing more, nothing less.

It is good to wish everyone well regardless of social standing. It will be up to the officer to serve with distinction for the good of the nation and it’s people.

Deputy Corbette congratulations on your appointment. We are proud that you are continuing the legacy of police commanders who hail from our small village of La Plaine- following the footsteps of Chief Damas Philibert and Chief Matthias Lestrade.
But beside that, please give your officers lawful commands and assignments as you are required under the law. Always member that you are a law enforcement officer and not a political partisan police officer and your first and only duty is to serve and protect the citizens and the homeland. Please don’t be afraid to inform your pollical basses who may be inclined to give unlawful assignments and directives that under the law you are unable to do so. Thanks and all the best.

If I was Valerie I would pack my georgie bundle and retire. Then again his demotion should not have come as a surprise. He is as shallow as a tea cup. Further recommendation was made following hurricane Maria that he be sent home. Fortunately for Carbon he is a constituent of the corrupt PM. However he better watch his steps cause Blackmore doesn’t like the smallest bone in his head and is looking the slightest infringement to send him home.

Congratulations to Mr. Corbette. I heard the chairman of the Police Welfare Association expressed his happiness for the appointment of deputy chief corbette.
It’s very nice to see Mr Corbett’s academics credentials.
But what was not mentioned was this deputy chief was a few years ago suspended you shooting a man on a school compound.
Consequently, the man which was shot eventually went to the court to say that, he (the man) accidentally shot himself whilst he was wrestling with deputy Corbette .

As far as qualifications Corbet is far better qualified than his boss Daniel Carbon. But when it comes to good policing and ensuring that lawlessness and democracy are things of the past? All I will say is help us God. Here is how I see Corbet’s promotion: is Dominica a better country since Roosevelt Skerrit made Reginald Austrie Deputy PM? Well we know Skerrit fooled Reggie but my Lord….my Lord Dominica is in serious trouble and if you don’t intervene speedily we we no doubt will lose this beautiful paradise of the world, if we have not already lost it and we don’t know

Gone are the days when Dominica had a real police force with officers who served the people.. Presently we have a very broken CDPF with political puppets in key positions..This CDPF must be the Caribbeans laughingstock. Any police force anywhere on planet earth whose remit is to see to it that a corrupt politician stays in office, requires a Commission of Enquiry set up to ascertain why it is so dysfunctional.
Does Corbet have the rudiments of good policing inculcated in him,? Can he interact with people in a decent manner? Is he a political choice?
Again the upper echelon of the police force seem to be the root of the severe problem that this broken institution is going through.

Congratulations to my countryman on another round of elevation in the top brass of the service…joining Matthias Lestrade, Cheeky Prosper, Damase Philbert in the pantheon of La Plaine pioneers in law enforcement who served as gazetted officers. While he did not live long enough to see you at this particular high point of your career, your Dad would have been proud. I have had the pleasure to work closely with you and your colleagues back then in the PWA during my stint at the DFC in the early years. Your contribution was exemplary! This is a moment of pride for all of our community. “Nuff respect” to you, Sir!
DNO your date progression is a bit off there. All i want to see is equality in the enforcement of the law and reduction in crime. I will await the results of the promotion. Carbon is a disgrace so i hope your education serves you well.
