The death of a 31-year-old Roseau woman which was initially being investigated by the police as a possible electrocution has resulted in the arrest of a popular deejay in Dominica for manslaughter.
Albert “DeeJay Alfie” Raffoul appeared before the Roseau Magistrate court today, August 11, 2022, where the charge was read to him.
According to information obtained from Nature Isle News, the charge which was read to the accused in court states, on August 8, 2022, at Gommier Stewart Estate, Raffoul did unlawfully kill Louisa Dorothy Prince.
An initial report from Acting Inspector Fixton Henderson stated that Prince was found at about 6:30 p.m. on August 8, unresponsive in a greenhouse at the back of the house where she resided in Beau Bois.
“She had apparent burns to her abdominal region and her knees; she appeared to have been electrocuted,” he explained.
At the court hearing, Raffoul was not required to enter a plea since the matter is an indictable offense and is expected to be heard at the High court before a Judge and jury.
The police also charged Raffoul with the cultivation of 41 plants of cannabis at Gommier Stewart Estate on August 8, 2022, to which he pleaded not guilty.
Nature Isle News further reported that when the issue of bail arose, the prosecution led by Inspector Davidson Cadette told the court that the public’s interest must be taken into consideration as if found guilty the penalty for the offense of manslaughter is grave.
However, Raffoul’s attorneys, Kondwani Williams and Wayne Norde presented evidence to the court that their client was ill with a medical condition that requires surgery.
They presented Nadia Raffoul as a proposed surety that presiding Magistrate Bernard Pacquette deemed as a fit and proper person to stand for the accused.
On the charge of manslaughter, Raffoul was granted bail in the sum of $62,500.00 and $20,000.00 for the offense of the cultivation of cannabis.
He is expected to return to court on November 25, 2022, for trial of the drug-related offense while the Preliminary Inquiry on the manslaughter charge is set for December 5, 2022.
As part of the accused bail conditions, Raffoul is to report every Monday and Friday between 7 am and 7 pm to the Roseau Police Station, surrender his passport to the court, and must seek permission from the court to travel. It was ordered that should the defendant wish to change his address, he must give notice to the court and the police 72 hours in advance.
Wait the article said Deejay, I thought Alfie gave up being a DJ to become a Pastor. If so, what is a Christian doing with Marijuana plants? Did he deliberately set a trap to kill this young lady? We need answers as this is all confusing to me.

Some Dominicans opinions are like driftwood….Typical and predictable… No Kernisha, No Child body, No testimony by the accused, all evidence purely on the testimony of one pastor. Verdict …… GUILTY without trial!!! Here you have an alleged manslaughter, No one questions whether voluntary or involuntary, was it a trap to intentionally cause death? You know; if this guy is responsible for the electrocution of this woman, he should be charged with “murder.” The article states he has not entered a plea, so I wonder how they came to the conclusion that he should be charged with manslaughter; in the normal world he would be charged with murder until it is determined by the court his actions was not intentional, hence the charges would be reduced to a lesser charge to “manslaughter.”
The main distinction between manslaughter and murder is the intent to harm someone. With murder, someone had an intent to kill the victim versus manslaughter where the defendant unintentionally killed the victim.
Since there was no intent to harm someone, the charge is less serious than first or second-degree murder.
Setting bail at only $82,000.00 dollars in an insult, they are saying this lady’s life only worth eighty-two thousand dollars. If Raffoul decides to run, all they will do is forfeit the few pennies used to post bail!

Boy it is strange how our political judiciary works. Although I have no problem with the court granting bail to Mr Raffoul but why is our law so harsh on some and yet so lenient to others?
Yes I am thinking of Dr Thompson Fontaine who committed no crime and the way he was treated last month for political reasons. No crime whatsoever but they had him sleep in a nasty cell for how many nights and had to go through so much to get bail again for no damn crime! Yet a man who is accused and charged for manslaughter just walked in and out of the court. As we speak Thompson is back at the court and though his job is on the line the same court helped Skerrit put all blockages in his way.
