
Deputy Police Chief Jeoffrey James said the police will have a “zero tolerance” for anyone who violates the order during Carnival.
He was speaking during the ‘Disaster and You’ program aired on State-Owned Radio DBS earlier this week.
“The Carnival route, particularly in Roseau, is stipulated by the SRO [Statutory Rules And Regulation] which is made by the Minister. And it is definitely an offense to find yourself in the Carnival route cycling or riding or motoring, in terms of motor vehicles on the Carnival route,” he warned. “That’s an offense, it won’t be tolerated, so therefore, you ought not to be on the route…”
He continued, “You will be dealt with according to law if you violate or infringe on the Carnival route.”
James warned that, having published the route, the police expect members of the public to govern themselves accordingly.
“How can you find yourself on a vehicle driving the route of the Carnival? It is a danger to revelers, it is a danger to yourself too and fundamentally that will not be tolerated,” James remarked. “The police will have a zero tolerance to anybody who violates the order…”
Furthermore, James warned that no criminal activities will be tolerated during the Carnival.
“No fireworks, no weapons will be permitted, disorderly conduct, these kinds of offenses,” he warned. “No criminal activity will be tolerated during the Carnival, and people who [violate] the Carnival order will be swiftly arrested and taken before a magistrate’s court subsequently to be dealt with according to law.”
Meanwhile, James stated that the Carnival route is expected to remain the same this year, “with maybe a little tweak.”
“[From] Independence Street from Kennedy Avenue to King George V Street and from King George V Street from Independence Street to Dame Eugenia Charles Boulevard, northward Dame Eugenia Charles Boulevard from the National Bank of Dominica to Issa Trading Limited, then you go Kennedy Avenue, from Dame Eugenia Charles Boulevard to Independence Street,” he explained.

Sure it does. Zero tolerance on disorder should be constant not only carnival time.
The police themselves don’t lead by example. They brutalize law abiding civilians, throw missiles at peaceful demonstrations, engage in unlawful arrest, etcetera.
The police should model the behaviour they desire or expect from others.
In Criminal Justice Studies, the term “Zero Tolerance” can be an indication of the existence of a police state hence the reason why it cannot and should not be used 365 days a year. There will always be deviant behavior in every society, hence its all about selectively imposing this condition when absolutely necessary.
Corbette being a graduate in that area knows that, hence the reason why they only use the term when referring to security operations for specific occasions such as Christmas, Carnival and WCMF. Just thought you would like to know
