Dominica appoints three new magistrates to tackle case backlog

Chief Magistrate Candia Carrette-George has announced that, as of late 2025, the appointment of three individuals to the role of magistrate in Dominica upgrades the country’s total to eight–a full complement.

“The total number of magistrates now stands at eight, which represents a full complement for Dominica,” Carrette-George stated.

She introduced the new jurists during the opening ceremony of the New Law Year held at the State House Conference Centre this week.

“I am pleased to report that during the latter period of 2025, we saw the addition of three magistrates. Miss Marie-Louise Pierre Louis took her oath of office in October.  Miss Pierre Louis was previously attached to the office of the Director of Public Prosecutions and brings her experience in criminal law,” Carrette- George said.

According to her, Miss Pierre-Louis has been assigned primarily criminal matters.

“Miss Pearlisa Morvan took her oath in November. Miss Morvan joins us from the Attorney General’s chambers and will preside over case management hearings,  civil matters, and coroner’s court in addition to other case types,” she explained.  “Miss Kimala Alfred was sworn in as a magistrate in December. Miss Alfred was previously attached to the legal aid clinic. Miss Alfred will preside  primarily over family and criminal matters.”

Carrette-George welcomed each of them and extended well wishes to them as they took up their new posts in the magistracy.

Furthermore, she stated that the addition of these magistrates represents a major step toward improving court efficiency and effective case management, with the main goal being the reduction of  Dominica’s case backlog and the effective and timely disposition of matters.

    The street person known by the knickname Gravity has been held at Stock Farm Prison on remand, without trial, for ten years. This is a serious human rights issue.
