Eight years following the devastation of Hurricane Maria, Minister for National Security Rayburn Blackmoore has identified Dominica as having the best Meteorological Services infrastructure in the Organisation of Eastern Caribbean States (OECS).
His comments came following a walk-through at the Office of Disaster Management Building in Jimmit on Monday.
According to him, this walk-through was organized to show appreciation and the progress made over the years at the Met office as it relates to the forecast, as well as other areas.
“Let us not underestimate the progress we have made,” he said. “Yes, we must criticize policies, we must give each other licks when they deserve their licks, but we must elevate each other, and we must give praise and thanks that eight years after Hurricane Maria, we have the best Met Services infrastructure in the OECS.”
According to Blackmoore, eight years ago, Dominica did not have a Met head office. Construction on the current stand-alone building began in 2019.
“In most of the other countries, they don’t have a headquarters of that magnitude,” boasted Blackmoore. “They operate from offices, operate from airports. Now, if we are going to become the first climate-resilient country, it means that we must have what it takes. We must have the prerequisite to assist us in getting there.”
He continued, “Building the roads, paying attention to mitigation is important. But we must be able to have a Met Services with the relevant resources in terms of personnel and equipment, so that we can better forecast and we can better issue warnings and watches.”
Blackmoore pointed out that all these things are important, “because we have gotten to a stage in this country where we no longer have to rely on outside interests to issue watches/ warnings.”
He believes that this, in itself, signals a significant advancement in Dominica.
“So we have trained personnel, they are here for you, trained as forecasters, and then we have the infrastructure,” he stated. “What we have done over the years is invested tremendously, of course, with the help of our benefactors, in automatic water gauges across the country, automatic water stations…”
Moreover, he said they now possess the relevant tools and equipment for implementation.
“And eight years after Hurricane Maria, no one would have thought that Dominica would have been maybe the first country in the OECS to have a building specifically for the housing of the Met Services,” Blackmoore reiterated. “Over three million dollars, and we are not talking about the equipment.”
If I was not born in the village of Wesley, or never heard of; and had no idea or concept of the island of Dominica; I may have believe the lie, perpetrated by this mythical clown Rayburn Blackmoore!

In reality; and in combination of all such facilities, they serve one simple purpose, which services are to provide aircrafts with meteorological forecasts, briefings, observations, and various meteorological information and data received, from other facilities beyond Dominica! All the facilities are equip with the same electronic equipment, and operate on the same frequencies. The buildings they are housed into architecture are different.
So, it’s hard to even understand his point of view! It would appear that this nun-scholastic, unacademic educated clown wants to be heard is pulling crap out of thin air: You claim to have been a police, but, in Dominica one don’t need education for that. You are dumb!
These specific comments from the clueless Blackmoore on his perennial failure to solve murders, rapes, larceny, fraud and other violations of the law, he is using the MET as a distraction. Drag a herring across the trail strategy.

You see, anybody can be a politician in Dominica you know with anything in their head. I know a woman in Dominica Roosevelt ran twice to become minister of government: You will be surprised to learn, that woman did not complete elementry school in Dominica, nor secondary.

Mr Blackmore, stop your usual grandstanding!! The quality of an entreprise/ institute doesn’t rely only on the size of its infrastructure. Admittedly, it’s a necessary but insufficent condition
Moreover, in the evaluation of issues of that nature, this is done through peer review. You are NOT a met officer and consequently in no position to make statements thereon.
One will admit though, that there have been great improvements as per what existed before.
From his pontification, Blackmoore seems to consider himself as an authority/expert on the weather. I humbly suggest that Blackmoore be transferred from National Security where he is an absolute FAILURE, to head the MET office as he has portrayed himself to be the Caribbean’s most knowledgeable meteorologist.

I will agree the met office have done a tremendous job improving there reporting and data collection. The urgency and timing of weather reports especially rainfall has improved from 2015 pre Erica.

Here i am giving the staff of the met office kudos for doing a good job on improvements and rightly so, you talk about obsession by displaying worst in your defense of your god. You cannot discern an objective comment when one is in your face. I typically would not respond but I feel sympathy for my homeland because of the stupidity that is reflected in people like you why human progress is stunted in Dominica

Yes, agreed our people are almost universally biased to an extreme with a self-centeredness that crosses into cruelty and hostility for any idea that can’t fit into their narrow perspective.
That is crazy! 250 plus people died from weather related incidents during Erika and Maria. The weather reporting was terrible and I believeif there was a greater sense of urgency then like i see today lives could have been saved. I called them out and I offered up suggestions. They are doing way better as far as i know and deserve the acknowledgement. Hopefully it will translate to better outcomes. But the mindset of some of our people is frightening. The kind of inferiority complex and savior mentality is mind boggling. All you have to do is dangle some colours and stupidity festival starts.

Wow you actually get it. The inferiority complex fuels the savior mindset. But refusal to accept individual contribution to the problem (even in the face of death) keeps us backward and produces an almost industrial level of scapegoating and victimization.
Thankfully, there are instances of improvement with some incredible individuals or small groups that really do make a difference and are typically not the self promoting kind. Sadly, they are only tolerated rather than truly elevated. The Met office is one recent bright spot of sunshine , if you pardon the pun, and has at least one, if not more, of these more humble personalities.
The senior Met Officer comes across that way – Marshall Alexander. I bet he would give credit to his staff if singled out though.
