Dominica’s health system on the verge of digital transformation

Project Manager for the Caribbean Digital Transformation Project Dr. Jermaine Jean-Pierre has revealed that every aspect of the health sector in Dominica will be digitalized with the implementation of a health management and information system.

She made the announcement while addressing a press conference held this week.

On July 23, 2024, the Government of Dominica signed a contract with ACS Infotech Private Limited and Manorama Infosolutions Private Limited for the design, supply and installation of a health management and information system for the health sector in Dominica. This system will be implemented in 3 hospitals and 47 health centres at a cost of  US$8.5 million.

“So from patient administration to clinical management, to accounting and billing, to administration, to morgue management, every single aspect will be digitized,” Jean Pierre said.

She continued, “So imagine as a patient you go to the St Joseph Health Centre for care and you are being referred to the Dominica-China Friendship Hospital. The doctor would have had all of the information and what would be remaining is providing you with the care that you need.”

She added, “So they no longer need to ask the questions that would have been asked at the St Joseph Health Centre with this new system.”

Jean Pierre spoke of telemedicine, “So if a doctor from outside of Dominica wants to consult on your case, access can be provided to that doctor for that information to be able to provide you with the care that is needed.”

Furthermore, Dr. Jean Pierre has revealed that the department has met with all of the doctors, nurses,  and staff of the primary healthcare hospitals in order to sensitize them to the implementation of the system.

“We have gotten their feedback and we have actually created all the system’s requirement documents…and our next step is to begin the whole customization of the system to tell the vendors exactly what we want and how we want it, and then to go into what we call production,” she explained. “And, of course, before we go into production we will be coming to the public to hear from them.”

    Why must we, as Dominicans, continuously outsource our business projects to foreign countries? Surely, we have enough talent right here at home to develop our own healthcare software systems. Instead, our personal data is being stored in multiple data centers across India and Canada, raising concerns about where this data is being sold and how we are being exploited.
    Dr. Jermaine Jean-Pierre has been highly selective when it comes to offering job opportunities, and the amount of money spent outside of Dominica is nothing short of shameful. We have more than enough qualified, homegrown talent capable of handling these projects while ensuring that citizens’ personal information remains securely within our borders.

    Why is it that ALL these extraordinary projects are always on the verse of coming into being/in the pipeline. It is as though there is always a blockage in the pipe preventing every proposed remarkable plan from coming to fruition.

    This current inept bureaucracy that mis-manages the affairs of Dominica fabricate these projects to curry favour with the electorate. Stop the bamboozling of the public.

      Why is it that everything the Government does and implements you find a reason to criticize, have you not heard the phrase, now or never. Now to the announcement, Let’s not be too complacent about the logistics of digital transformation towards Dominica’s Healthcare system with grand announcement, and forget the human aspect of caring for the sick, especially the healthcare professionals who are to be trusted to provide such care in our Hospitals and other health facilities.

        Check yourself in a rehabilitation center and get sober. A mind is too valuable to lay waste.
