
Twenty-eight families occupying the Bellevue Housing area will soon receive titles to their homes as a result of an expedited process under the Government Housing Program. Minister for Housing and Urban Development, Melissa Poponne-Skerrit, announced the development while speaking as a guest on the ‘Focus on Government and Development’ Program aired on DBS Radio this week. On the show, the minister acknowledged that, traditionally, the process for issuing titles has been long, drawn-out, and quite costly. However, according to her, the administration wants to afford people the security of full ownership.
“Owning a home is one thing. But you know, having a title in your hand, that piece of paper that says that this is mine, that really gives a true piece of mind,” she said. “So, we’ve been working hard to streamline the process. As you know, we have Ms. Esprit, who’s a state attorney, and she’s now in the Ministry of Housing. She has one job and that is solely to process titles and to process titles for all the homes that we have given out up until this stage.”
She continued, “And we have made quite some strides where this is concerned. I announced recently that we will be closing up soon on about 28 titles for the people occupying the Bellevue apartments and Bellevue housing. So that will be the first subset.”
Poponne-Skerrit added, “We have a team in place and this team actually has been going around and visiting some people who actually living in different housing sites across Dominica [and] would have had meetings and interactions with the team from housing, getting a sense of who lives in the home, who the title should go under, if it’s the parents, if it’s married couple, if it’s common law.”
This, she believes, will aid decisive action as the government moves forward regarding the titles.
“But our policy is clear, we want to give beneficiaries secure tenure, or full ownership at zero cost to them, and this is what we will be working on…,” she stated.
Poponne Skerrit explained that the first of two key policies will be brought forward at cabinet this week.
“This will focus on the standalone homes which are built on individual lots, and the second will address those apartment-style homes or multi-unit apartments which we call the strata titles,” she explained.
“So yes, we are making progress and we are finally putting the right policies in place, so that our homeowners can receive their titles, starting with Bellevue, and enjoy the full ownership and have this on paper so that they can pass it on to their children, they can take this to the bank and decide if they want to take another loan or a mortgage if they want to expand on their house.”

Melissa hands out key to every recipient as i these are personal gifts from her to them. It’s the people’s money. Every occupant who was given a key to each home/apartment should also be given documents of ownership.
Dominicans should disabuse themselves of the notion that they are eternally indebted to Melissa, her husband, and the DLP for these homes. Remember that the money spent to construct these homes came from the treasury and not from Melissa nor Roosevelt’s personal bank accounts.

The same Skerrit who used Dominica’s money resources to bring in CARICOM investigators to investigate a coup which occured in his vaselined bald head. He was obsessed with jailing Honourable Linton. Wasnt he? The same Skerrit who called upon his supporters at Bellevue Chopin to commit a criminal offence, using hot water on opposition people. This is the same Skerrit who comes to you all like this angelic soul that won’t even brush a fly that is perched on his lying lips.

This would be good if they get titles, because you all have had them tied down, not being able to criticize the myriad of evil you all have done and continue to do to Dominica.
Before you present them with titles, have someone write an apology for you, and if you can’t read it (because you are a buffoon and a dimwit together), have someone to read it for you, where you would apologize on behalf of your husband for this incendiary statement, for which the liar should be charged. If i were a police officer, that very night, i would arrest him inside of the hall at Bellevue Chopin, and walk with him to the Roseau Police station for detention. I would deal with him like i would, with the ordinary man.He is a terribly bad example.
