Health Minister Laville: Healthcare is a universal right

Health Minister Cassanni Laville

Incoming Chairman of the OECS Council of Ministers of Health Cassanni Laville asserts that it is crucial for the region to recognize healthcare as a fundamental human right.

He was speaking during the opening ceremony of the 10th OECS Council of Ministers for Health alongside the 37th OECS Pooled Procurement Services Policy Board Meeting held at the Intercontinental Cabrits Resort & Spa on Tuesday night.

He said Dominica is pleased to be the host of this year’s policy board meeting and Ministers of Health Council Meeting.

“It is imperative that we recognize healthcare as a fundamental human right, deserving of accessibility for all regardless of where we were born, where we are from or our financial circumstances,” he said.

He continued, “It is our duty as colleagues gathered here today to confront these gaps in our region and ignite the change that is so desperately needed. Let us take action on this responsibility together, by continuing to share knowledge, resources, and best practices. We can create a more equitable healthcare system that empowers individuals and communities to take charge of their health.”

According to Laville, here in Dominica, the government under the strategic leadership of  Prime Minister Roosevelt Skerrit has made significant investments in health to ensure that every citizen has access to quality healthcare.

“We know the financial challenges that entail globally and regionally and we know the inherent competition that exists with [the] productive sector, tourism, agriculture, and healthcare, but this Prime Minister, this cabinet under this leadership have prioritized healthcare because there is no productive sector without the underpinnings of a strong healthcare sector and a strong people,” Laville stated.

Laville disclosed that he looks forward to fruitful discussions in the days ahead keeping in mind the journey towards equitable healthcare.

“It’s not just the responsibility, but rather it’s an opportunity…an opportunity to advocate for the vulnerable and dismantle the barriers that hinder our development,” he noted. “Together we are shaping the future, driven by transformative change in healthcare access and opportunity.”

He added, “Let’s seize this opportunity to make a lasting impact for all of our people.”

Furthermore, he stated that it is important to continue to strive to build even more synergies between the Pan American Health Organization (PAHO) strategic fund and the OECS Pooled Procurement Service

Specifically, he said, a more collaborative approach will broaden access to pharmaceutical markets resulting in lower costs by increasing procurement activity, via a wider pool. A benefit that will trickle down to the countries, and consumers.

“Our ultimate goal is to achieve even more with support of regional partners for the benefit of all small island developing states,” Laville stated. “I am extremely happy to be the champion of this collaboration in my chairmanship this year.”

    So, Mark, I am not sure how many will understand, all I quoted:

    I’ll say this of all the percentage you read, you have not seen any quotation of +12 or -12: this lady Hematocrit Range was 12 while in the hospital, she was practically dead when they sent her home. Now I have a niece, her children father from Woodford Hill beat her mercilessly, she went to the hospital in Roseau, complain about injuries to her head, five times they told her to go home, and if she is in pain return: five times she went home the last time she died, hemorrhaging internally in her brain.
    You must remember my sister Marie: chronic diabetic, it damage her kidneys, again I paid for all her medication in hospital, but rather putting her on dialysis, they stock a catheter her and send her home, again by the time I sent money for her to see a private doctor who hospitalize her, they sent her home where she died in Wesley health center; leaving a catheter indefinitely caused infection

    All of that are simple sweet sounding words, just bull-talk without any substance, and if you want me to bring politics into it I will tell you that the same man, walks around the village with his tongue cutting-up people if they say anything negative abut Roosevelt Skerrit,
    This same person pulled a knife on an old man, and told him if he say anything about Roosevelt, he will cut his belly; but now he needs financial help, it the same person he threatened to cut his belly, who called and plead with me to help him financially, adding to that I had someone to take him to the doctor and hospital, and is looking after him.
    Crossing a river, the man fell sustain injuries to his testicles too, but rather than try to diagnose what caused him to defecate and urinate blood, they refused to treat him!

    You need to shut up Cassanni!
    If healthcare is a “fundamental human right, something is wrong in Dominica, since people are sent home to die rather than getting treatment in Dominica. As recently as last week a man in his early seventies, was in a house in Wesley screaming out loud, in pain! The man was urinating, and defecating blood!
    Some kind soul in the village heard his cry, and went to his rescue; they took him to the Marigot Hospital, where; perhaps because the man did not have any money, the authorities did not admit the man.
    Someone called me and asks me to help him with money to go visit a private doctor, which I did. The doctor after the visit, had the Princes Margret hospital admit him.
    I was told that money had to be left at the hospital for the purchase of any medication he may need!
    what if I was broke and could not help that guy?

      It is great that you were able to help the gentleman. However, it is my understanding that persons over the age of 60 do not pay for hospitalization therefore there’s some inconsistency here with the
      gentleman being denied hospital access. Medication is a different subject but hospitalization is different. Please reconfirm your story.
      FYI, you only pay for medication if it’s not available at the hospital.

        Mark, I always look forward to reading a comment from you; occasionally Hector, use to write too, but not recently. You may not know anyone sent home by hospitals in Dominica, but take it from me there is a history of that okay! Because Admin does not allow long submissions or sequential submissions, I will have to write different pieces, so bare with me!
        I am sure you remember almost seven feet tall Inspector Wordsworth Telemaque, from Marigot; His daughter Kathleen Telemaque (nurse); former Dominica, and Caribbean Carnival Queen, in the 1970’s. Her mother went into the Prince Margret hospital, with a medical issue which required a blood transfusion, rather than administering a blood transfusion they sent her home, stating there are no blood matching her blood type, meanwhile there were two of her relatives registered at the hospital as donors, all they had to do is call the men, to give their blood to her.         The female Cuban trained. how blundered and caused the woman’s death herself died in less than a month after Kathy mother died.
        In Kathleen mother’s case any first year medical student should have to deal a simple hematocrit condition, simple test:

        My friend, a hospital should only discharge or send some to die if there are no medical alternatives! I my sister situation she died form a combination of CVID-19, and an infection from the catheter, when they should have put her on when they put her on dialysis!

        Kathleen mother may have died of old age if they had given her a transfusion!
        The niece of mine is Marie granddaughter, the man I can say murdered her, escape to St. Lucia, to this day Dominica, not Roosevelt Skerrit seek his extradition back to Dominica to be held accountable for his criminal actions.
        But listen to this, I told her mother I will giver what ever amount of money it takes to sue the hospital, and the doctors for malpractice; that girl went in Wesley and told people how Emlord Timothy, my cousin want her to sue government; truth is Emlord had nothing to do with it, but they like Skerrit much she rather accept the malpractice that killed her daughter than sue the government!

    Let us make a serious assessment of all the sectors under Roosevelt’s genre as prime minister of Dominica.
    *The Economy: unemployment high, wages & salaries low – FAILED
    *Healthcare: shortage of medicine, gross mismanagement – FAILED
    *Infrastructure: bad roads, unreliable supply of water & electricity – FAILED
    *Education: same antiquated methods of instructions- chalk & talk – FAILED
    The list of inadequacies and failures and unfulfilled promises is exhaustive. This government is married to FAILURE.
