Joshua Francis on campaign finance reform: ‘Big money is an issue’

Former Parliamentary Representative for the Roseau South Constituency, Attorney Joshua Francis, has called for campaign finance reform in Dominica.

He made the statement while speaking recently on state-owned radio DBS.

“We must concede that when this discussion started, the government was playing hard on certain issues. For example… the issue of reconfirmation, in the first bill that the government attempted to table, it was stated that reconfirmation could take place abroad,” he said. “Now, with this new bill, it is saying that it should happen in Dominica…”

He continued, “There was a debate about whether we should have voter ID cards versus national ID cards, and government decided it is conceding; it will provide voter ID cards.”

However, Francis believes that despite these concessions, there is still more that should be addressed concerning campaign finance reform.

“I believe that the absence of campaign finance reform legislation in Dominica is a major blow to any advancement of electoral reform in the country,” Francis stated. “Because money—and big money—is an issue.”

Francis pointed out that substantial financial resources often determine the outcome of an election. “I believe that in this modern era, and going into parliament should provide for campaign finance reform which would help bring a more leveled playing field in the electoral process as well as transparency and accountability.”

He added, “Because this is a sovereign nation, and until we regulate campaign finance, we will continue to be plagued by electoral deformities.”

    Joshua, if there was any doubt in my mind that you’re a complete waste time, and has been for a long time, you have proved that you are just that!
    And so, I asks; how long have it been since you añd others been talking about electorial reform? The quest is on for how many years now? Whereas it appears electorial reform will never come to fruition in Dominica, I can’t see what gives you the idea that there can be any changes to the way political campaign, and financing are conducted.
    You probably should find a purpose for your life, because your political careà is over!
    Anybody thinking of voting for someone like you would have to be delusional. Dominicans sells their votes to the highest bidder Roosevelt Skerrit. He will continue to dominate as he keeps on selling the national passports and utilizing part of the proceeds to by votes.
    Until more hunger; and poverty overwhelm the nation, and people become desperate, and turn on Roosevelt and overthrow him, don’t even dream!

    in 2014 they boasted they could spend 21 million on election campaign. that figure has surely risen as the years have gone by. From bringing in international artists to sway the people, to having regular cool out sessions, to ensuring they have the big stages in each of the constituencies, to buying plane and boat tickets for their supporters to come in and vote and leave the next day of chartered planes and boats. Yes campaign financing has been an huge issue. where all you getting that money? who are your donors (are your drug dealer friends financing you), Where do THEY get their money from? etc etc. Too much “so it is” attitude. That is why we are how and where we are right now. You people have allowed these clowns to fool you all into believing they are doing good for Dominica. They are only doing good for themselves. When elections comes close they like to act like they are your friends. But they are not. they will only use you to get what they want and throw you a bone.

    Although Joshua is spot on, his sullied reputation has caused many to ignore him. A good character gives you credibility. His checkered past is unfortunately hampering his message.

    The Roosevelt-led administration concocted of liars, hypocrites, miscreants, rogues and reprobates, will never agree to voter’s ID, campaign finance reform, a sanitised voters list, nor anything to create a level playing field. For the current regime, asking them to do the right things is like asking Satan to cure sins.

    This Western style democracy, Westminister model of government we inherited by military force of canon fire, is no democracy at all. It’s the remnants of feudalism that has seen Europe lost over a third of their population in misery, slavery, pestilence, pox and pandemics.

    No wonder they still trying their utmost to export those pandemics to the rest of the world, particularly Africa they invaded and destruction prevails. The world had no choice but look to Africa’s democracy, true democracy, pre-columbus/Vatican, before Europeans burned down every school and religious institution. None of that modern feudalism landlords stuff they imposed on us where mo-money wins every time.

    It’s preferable to have progressive coups like in Burkina Faso. We need to say goodbye to European style governance of poverty. Just see Ireland, dead poor and broke as kosovo but stuck in this feudalism.
