Minister for National Security affirms gun amnesty starting today

The Government of the Commonwealth of Dominica, in line with the pronouncements made by the Hon. Prime Minister during a press conference on July 14, 2025, has announced that another gun amnesty period will be offered to citizens.

Minister for National Security and Legal Affairs, Hon. Rayburn Blackmoore said in a statement that this is because of recent violent incidents involving illegal firearms, which resulted in one death and three injuries. The concern, said Blackmoore, is that such events could escalate into a broader crisis, and he reaffirmed the government’s “pledge to ensure the safety and security of its citizens and to adopt an even more aggressive campaign to rid the street of illegal firearms.”

Blackmoore also revealed that the amnesty will run from July 16 to August 15, 2025, and is a continuation of previous efforts, including those in 2007 and October 2023.

The government encourages individuals with illegal firearms or ammunition—whether they are certain of their legal status or unsure—to surrender these weapons without fear of prosecution, emphasizing that firearms can be handed in at any police station across the island or through trusted community figures if individuals are apprehensive about surrendering personally.

“The fight against illegal firearms and the use of those firearms to cause harm and bring death to others is not one that can be fought by the authorities alone,” said Blackmoore, emphasizing the need for community participation.

Legislation related to firearms will be reviewed and strengthened, with mandatory jail sentences included in the updated laws.

Additionally, a reward of $1,000 per firearm will be offered to anyone providing information that leads to the recovery of illegal weapons, as reaffirmed by the Prime Minister. The minister assured the public of an intensified crackdown on illegal firearms, and urged citizens to join in efforts to rid the streets of gun violence and promote a culture of peace and safety.

In keeping with the pronouncements of the Hon. Prime Minister of the Commonwealth of Dominica at a Press Conference on the 14th of July, 2025, there will be another Gun Amnesty period offered to citizens of the Commonwealth of Dominica.

Over the past week, we have seen two shooting incidents involving the use of illegal firearms that have left one person dead and three others injured. Your Government does not wish for this to escalate into a national crisis and so this has led the Government of the Commonwealth of Dominica to renew its  

The Government is once again offering an amnesty period from the 16th of July, 2025 to the 15th of August, 2025. You may recall that such an amnesty was offered in 2007 and again from 1st to 31st October, 2023.

This amnesty programme will allow members of the public who have illegal firearms in their possession to turn in their firearms without any fear of being prosecuted. Therefore, if you are in possession of illegal weapons or ammunition or are perhaps an innocent custodian of weapons or ammunition and possibly even unsure as to its legal status, but too frightened to do anything about it- now is the time to come forward and surrender them to the police.

In regards to where the illegal firearms and ammunition are to be surrendered: they can be surrendered at any police station anywhere on the island and must be properly packaged. If you are afraid to surrender it yourself, take it to someone trusted in your neighborhood like a pastor, justice of the peace, an attorney or anyone you think will indeed
surrender it on your behalf.

The fight against illegal firearms and the use of those firearms to cause harm and bring death to others is not one that can be fought by the authorities alone. The Government and the police have to remain vigilant but must also be innovative in finding ways to curtail and discourage the use of illegal firearms.

Our efforts will be all encompassing to fight this evil. The Firearm Act and all other related legislation will be reviewed and strengthened. Mandatory jail sentences will form part of the reviewed legislation.

REWARD TO THE PUBLIC

I also want to repeat the declaration made by the Hon. Prime Minister that anyone who gives information leading to the retrieval of firearms will receive a reward of $1000 per firearm.

CONCLUSION

We want to assure the public that there will be an intense crack down on illegal firearms in the Commonwealth of Dominica. We ask the public to join us in saying no to gun violence, in ridding our streets of illegal firearms and in taking the necessary steps to reform the minds of the people who believe that violence is the answer to problems.

    Gun amnesty doesn’t work. Most criminals stubbornly refuse to part with their usual weapon of choice – gun. It’s for their protection and favourite instrument in their toolkit.

    This gun amnesty thing is just a camouflage for not wanting or capable of putting a thorough actionable crime plan in place. This takes meticulous planning and delivery work which is foreign to this Roosevelt-led kleptocracy.

      Weed is legal to grow and consume so everybody including police can do so as long as they are within the context of the law. I don’t recall reading a section of the law that prohibits use by police, magistrates, judges, parliamentarians, doctors and teachers etc. I am told even one of the well know pastors is addicted to the spliff ….I stand corrected if I am wrong.

      Matter of fact I know officers who burn a few spliff before freshing up and head for work. Some even carry it on their person when they get one from a block boy…smmfh. Dca has a whole new reality facing and we have to adapt.

    I would like to tell the police about some Laborites in the Vielle case constituency that have illegal weapons and using the Tibouh and Otto beaches to bring illegal drugs and weapons but I know the police must get approval from de parlrep before they conduct any search and those politicians will tell those criminals who called their names to the police and as a result both the drug people and politicians will come after me. At the end of the day I will put my life in danger and I will not get no $1000 because them politicians will kill that before it even gets started. If those alleged criminals were UWP supporters that would work but DLP supporters? You crazy man

      Neither you or Melisa knows that the only Military on planet earth with Navy Seals is the United States.
      Now there might be other equivalent forces in other military in the more developed nations of the world which are not termed “navy seals.”

      I listened to Blackmoore pontificate on Q95. For a minister of government it was unbearably painful.

      The man babbles and stutters so badly that what he utters is almost indecipherable. A minister of government, especially, the Minister of National Security, should be fluent and articulate in order to clearly communicate the security policies of the government with persuasive conviction.

      Mr. Blackmoore is out of his depth. He has been thrown in wars to deep for him to swim. Instead of throwing him into the deep, wide ocean he should be in a tub.

    For a safer, and more tranquil Dominica, i urge those with unlicensed firearm to heed the call. Being in possession of such weapons put your own lives at risk, and also that of the public, who may unwittingly suffer collateral damage to their bodies from the usage of such weapon by you all.
    I also call upon the police to do their work for the citizenry of the country, so when we have very bad eggs in Dominica, hailing up snipers, navy seals and soldiers, those satanic examples should be questioned, and their homes should be thoroughly searched. If needs be, land those very bad eggs at Stockfarm as well. That’s exactly what you all would do if it was someone you all hated who did this. Please people surrender those unlicensed guns.
