OECS facilitates comprehensive workshop on strategic monitoring and evaluation for business support services

The OECS (Organization of Eastern Caribbean States) Commission has successfully concluded an intensive Monitoring & Evaluation (M&E) training session designed for OECS Business Support Organizations (BSOs). OECS Communications shared that the training aimed to transform these entities into data-driven drivers of economic growth and innovation.

The three-day event took place at the St. Kitts & Nevis Chamber of Industry and Commerce from August 26 to 28. It gathered mid- to senior-level professionals from various chambers of commerce, Small and Medium-Sized Enterprise (SME) support agencies, incubators, and industry associations throughout the Caribbean region. The initiative was supported by the 11th European Development Fund (EDF) Regional Integration Through Growth, Harmonisation, and Technology (RIGHT) Programme, in partnership with the International Trade Centre (ITC). It forms part of a broader effort to institutionalize performance measurement within BSOs and enhance their role as credible contributors to both national and regional business ecosystems.

According to the OECS press statement, during her opening address, Andrena Simon, Senior Technical Specialist of the Competitive Business Unit at the OECS, emphasized the workshop’s objectives and reminded attendees that

“Monitoring, evaluation, and planning is not just about collecting data, it is about learning, improving, and ensuring that our programmes deliver real value,”  said an OECS representative during the initial session.

“Together, we can build stronger organisations that are accountable, effective, and responsive to the needs of the private sector.’

The training content reportedly covered a diverse array of topics, including strategic mapping and results chains, Key Performance Indicator (KPI) frameworks, satisfaction surveys, and impact assessment reporting. Participants engaged in practical exercises that aimed to align organizational goals with tangible outcomes, while also exploring tools for Customer Relationship Management (CRM) optimization, dashboard creation, and evidence-based advocacy.

Fundamentally, the program signifies a shift in mindset: BSOs are evolving from purely service providers into strategic data centers and policy influencers. By equipping these organizations with the ability to monitor performance, evaluate impact, and communicate results effectively, the OECS states that it is laying the foundation for smarter investment strategies, more responsive policymaking, and a more resilient business environment.

This effort complements the OECS Competitive Business Unit’s mission to boost the global competitiveness of MSMEs through capacity development and collaborative initiatives.

It also underscores the region’s dedication to aligning with international M&E standards, ensuring Caribbean data remains credible and comparable globally.
