Paul-Victor scrutinizes country’s supplementary expenditure for 2024; calls for greater accuracy in fiscal planning

Parliamentary Representative for the Salisbury Constituency Jesma Paul-Victor has raised concerns over the Supplementary Estimates of Expenditure for the financial year ending June 30, 2024 during her delivery at Parliament on Monday.

While asserting that she understands the challenges that arise throughout the year,  she stressed that the country is already grappling with a significant fiscal deficit.

“This Bill proposes additional funding to the various ministries beyond what was initially allocated in the previously approved budget,” Paul-Victor stated.

According to her, the introduction of supplementary funding risks the heightening of the country’s national debt which will place a greater burden on future generations.

“Mr Speaker we cannot allow our supplementary appropriation to become a routine practice,” she remarked. “Our budget should be prepared with foresight and accuracy and the government must demonstrate a commitment to strict fiscal discipline rather than relying on impromptu adjustments.”

Paul-Victor continued, “We are seeing figures in the millions in this estimate and as I had mentioned in previous presentations that there can be no way that I would ever oppose to any project that would develop and be beneficial to our country.”

However, she noted that, “we should have a higher level of discipline when it comes to our spending. For example our Due Diligence Fees.”

She added, “Over 16 million-dollars was spent on payments for carrying out investigations into potential investors.”

Paul-Victor encouraged and supports the government in that regard, “because the government must safeguard international interest, ensuring compliance with laws and regulations, protecting the economy and promoting sustainable and ethical investments.”

However, she pointed out that the government must look at ways and strategies to reduce the country’s spending, noting that there are many other key areas within several ministries that also needs attention.

“Example, the Ministry of Education where teachers complain of inadequate stationary for teaching,” she remarked. “We have the Ministry of Health where health professionals sometimes complain of inadequate supplies, poor health centres.”

Furthermore, Paul-Victor called for urgent attention for the Salisbury Health Centre.

“We have no other choice but to go there, but the situation needs to be addressed and sadly the Ministry of Health did not appear on the supplementary estimates,” she argued.

Paul-Victor suggests that the government commit to improving budget planning and ensuring the future of budgets reflects a more accurate picture of anticipated needs rather than repeatedly turning to supplementary appropriation.

“Mr. Speaker, there is a higher risk of mismanagement for wasteful spending if we do not budget properly…,” she stated. “One would say that improving this Bill will set a dangerous precedence, but I say no. Instead, let us address the root and causes of this budgetary mismanagement.”

Paul-Victor stated her belief that there is a solution to every problem.

    There are too many strong, well educated women from Bawi to believe what this lady has become. She is a political stooge for the reigning cabal and she knows that we know whats going on.
