Prime Minister Roosevelt Skerrit has said his government plans to put a system in place for public officers where they can express their concerns on matters affecting them.
He made that statement during his swearing-in ceremony held on the weekend.
Skerrit was re-elected as Dominica’s Prime Minister for the fourth consecutive term following the general elections held on Friday 6th December 2019.
“I believe that we need to put a system in place where people who were aggrieved by the actions [taken] by the administration of the public service, have an opportunity for their cases to be heard,” he said.
“I understand they can write to a public service commission,” he continued, “but the cabinet, I believe, needs to take a keener interest in the welfare of the public servants/officers and to provide them with an avenue where they can express their concerns and if they feel that they are being unfairly treated, they can be given an opportunity to be heard.”
The prime minister said there are too many of those complaints going around some of which are legitimate.
“I don’t think it is fair for us to pretend that it is not happening,” he stated.
Prime Minister Skerrit said he intends to deal with this frontally, “whether it is in the police force, nursing or teaching, or in the administration of the public service, we have to find a mechanism to address that.”
He expressed concern about people acting in a position for several years, “the idea of people not appointed for 15 years, they do not know whether they are coming or they are going; they cannot go to the bank and get any sizeable loan to build their homes; they are unable to assist their students studying because their tenure of work is uncertain.”
The Dominica Public Service Union (DPSU) has been in a battle with the government of the day over salary increase and other benefits for public officers. The DPSU has indicated that the government’s offer for the triennium under negotiation is “zero, zero, and zero” which the union has flatly rejected.
In recent times, public officers including nurses, teachers, and police officers took to the streets in protest action in the hopes of having their voices heard.
The only thing the subjects can do when there is royal family rule and they are living under a monarchy is to “express themselves” when the ruler and king has all the say in their lives. Their opinions do not matter, hence the situation in the Dominican monarchy. There is no need for elections in a monarchy when you have one person rule for life and the treasury is being drained by yours truly the king for his personal benefit and enrichment fooling his subjects all the time.

According to the final election report the DLP got 23 ,441. Out of that amount 8, 257 of them came from Dlp stronghold of v/case,paix Bouche, cottage, possie, Grandbay, Soufriere & Cottage.
So eleven constituencies determined the election: the four Roseaus, Laplane, Morne Jaun, castle bruce, Salybia, Wesley, St. Joseph and Pettitte Savanne. From the eleven constituencies DLP got 12,859 votes while UWP got 10191 votes, a difference of 2668 votes. Though Badwill and the DASPA lied to us about the amount of people that came to vote, yet he told us is only 2717 people that came to vote. So just going by Badwill number the DLP stole the election as confirmed by Badwill and DASPA
The Constitution already makes provision for such a facility in the office of the “Parliamentary Commissioner” or Ombudsman which is yet to be instituted.
What the country needs to strengthen its fledging democracy, is to empower its State institutions not their replacement by parallel Party organs.

I, as a private citizen DO NOT recognize Roosevelt Skerrit as no Prime Minister. I don’t care about what OAS, CARICOM or others say about the so called election that we know was not fair and not free. In fact if the OAS and other observers conclude that the bought and stolen election of Roosevelt Skerrit was free and fair, then I call on the OAS and others to accept the election of Nicholas Maduro of Venezuela because surely, as bad and as fraudulous as his election was, what we just saw here in Dominica on December 6, 2019 was FAR worse than that of Venezuela. Skerrit and his Hench men STOLE the election BIG TIME and if we are going to put this down as democracy or, say Skerrit was democratically elected, then we sure made a mockery of democracy! In the first place after the Al Jazeera documentary, which exposed the corruption of Roosevelt Skerrit and his DLP gang, the police and president should prevent those guys from the election.
