Acting Police Chief Davidson Valerie has made it clear that the Commonwealth of Dominica Police Force (CDPF) is prepared to intervene and deal with anyone who engages in any form of disorder or lawlessness in the City of Roseau.
His comments has come ahead of a massive public meeting to be held on Sunday (February 25) at the River Side Arch in Roseau, organized by the United Workers Party (UWP) and other groups to bring awareness to the many issues confronting Dominica.
Valerie who was delivering remarks during a police press conference held at the Police Headquarters in Roseau on Thursday said he received intelligence gathered from social media and other credible sources that, “there are threats circulated on social media by a group of people believed to be associated with the meeting to commit lawlessness and create violence during the meeting.”
“Some of the threats are to procure gasoline, to burn the City of Roseau,” Valerie revealed. “There is also a threat to create an island-wide blackout, so as to facilitate the commission of illegal acts against persons including the Minister of National Security,” he revealed.
In the interest of national security, Valerie said he met with two organizers of the meeting, Former Leader of the United Workers Party (UWP) Lennox Linton and Executive Member of the UWP Nicholas George.
“At the meeting with them I expressed my concerns regarding the inciteful comments being disseminated on social media by groups of persons believed to be associated with the meeting,” he explained.
He continued, “I want to take this opportunity to state categorically that there will be no tolerance of any form of lawlessness.”
According to Valerie, the Commonwealth of Dominica Police Force (CDPF) is prepared to intervene and deal with anyone who engages in unlawul behavior.
Meanwhile, Minister for National Security Rayburn Blackmoore said permission has been granted to the UWP and the other groups to hold that meeting starting from 3:00pm.
“The Public Order Act under section 7:1 and subsection 2 [provides] legal facility for the minister responsible for national security and public order to exercise certain authority in the interest of public peace and public order. And in that regard, the section that I have just referenced gives the minister the authority to prohibit the holding of any public meeting within the public space whether in a specific locality or within the entire country,” he explained.
Blackmoore said he was briefed by the Chief of Police, “and I have in my possession a certain credible intelligence that speaks to the intention of some who belong to the same political party…”
He believes that the majority of the supporters of the UWP are good people and do not share the same radical views as those who are seeking to create an environment of disruption.
“But having considered all the ramifications I do not believe that I am inclined to invoke the said section to prohibit the public meeting,” he noted. “I am confident therefore that the police will act to ensure that anyone who violates the law will be dealt with quickly and swiftly.”
On Tuesday, February 7, 2017, the opposition parties held a meeting in Roseau to demand the resignation of Prime Minister Roosevelt Skerrit and his cabinet because of their governance style.
However, some who attended the meeting stayed into the evening after it was over and police were called in to disperse them. The protesters took on the police and soon the disturbances spread through the city. Various businesses were vandalized, roads were blocked and fires were set.
Several arrests were made following that protest with some presently before the court.

FYI, there is something called surveillance. Law enforcement doesn’t have to arrest someone just because they heard something that might be in the works. That individual is monitored to confirm law enforcement’s suspicion and upon confirmation, an arrest can be made. This is basic law enforcement policy that I’m sure you’re aware of.
