
Dominican President Sylvanie Burton met with her counterpart President Xi Jinping of China on the morning of October 14, 2025.
The significant diplomatic engagement convened in the Great Hall of the People in Beijing, where President Burton is visiting to participate in the Global Leaders’ Meeting on Women.
The previous day, President Jinping addressed the gathering, and a written media statement quoted his pledge to attendees: “In the next five years, China will donate another US$10 million to U.N. Women; earmark a quota of US$100 million in China’s Global Development and South-South Cooperation Fund for implementing development cooperation projects for women and girls in collaboration with international organizations; launch 1,000 “small and beautiful” livelihood programs with Chinese assistance; invite 50,000 women to China for exchange and training programs; and establish a Global Center for Women’s Capacity Building, aiming at training more female talent in partnership with relevant countries and international organizations.”
According to a separate release from the Ministry of Foreign Affairs of the People’s Republic of China, during their discussion, President Xi highlighted the strong friendship and partnership between China and Dominica within the Caribbean region. He pointed out that since establishing diplomatic relations over two decades ago, both nations have consistently honored mutual respect and equality. Saying that the relationship has been marked by increasing political trust, expanding exchanges, and growing cooperation across various sectors, he added that the bond between the Chinese and Dominican peoples has strengthened, illustrating a positive example of international collaboration between countries of differing social systems and sizes. President Xi expressed China’s willingness to work with Dominica to deepen their bilateral ties and bring greater benefits to their populations.
President Xi reportedly also stressed the importance of maintaining political mutual confidence and exchanging governance experiences among governments, legislatures, and political parties. He called for a focus on practical cooperation, reaffirming China’s support for Dominica’s efforts in climate resilience, disaster management, infrastructure development, renewable energy, healthcare, agriculture, and women’s empowerment. Additionally, the release said he emphasized the importance of enhancing cultural, educational, and tourism exchanges. Both nations should intensify multilateral collaboration, actively participate in the four major Global Initiatives, and work toward building a community with a shared future for humanity, he urged. He added that efforts should also be directed toward implementing agreements from the Global Leaders’ Meeting on Women and strengthening cooperation in women’s capacity development.

She described China as a vital partner and expressed optimism about the future of bilateral relations, which she believes will benefit the people of Dominica. As outlined in the release, she reiterated Dominica’s unwavering adherence to the one-China principle and outlined plans to bolster cooperation with China across various sectors, including trade, agriculture, green economy, renewable energy, healthcare, and climate change response. She also emphasized the importance of cultural and people-to-people exchanges and the expansion of cooperation between Latin America, the Caribbean, and China.
President Burton praised China’s role on the global stage, recognizing its efforts to promote peace and stability worldwide. She highlighted China’s initiatives such as the Global Development, Security, Civilization, and Governance Initiatives, which outline pathways toward peaceful coexistence and shared prosperity. On that same day, Wang Huning, the Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), held a meeting with Her Excellency Peng Liyuan, the wife of President Xi Jinping. The event also featured Sima Bahous, the UN Under-Secretary-General and Executive Director of UN Women, along with Mr. Burton and other spouses of international leaders. Additionally, leaders of women’s organizations were present to participate in an exhibition focused on digital and intelligent empowerment initiatives aimed at women and girls.
