An independent Commonwealth Observer Group (COG) deployed in Dominica, has delivered its interim statement on the 2019 Dominica General Elections, stating the election results ‘reflect the collective will of the people who voted.’
Despite tensions leading up to Election Day, voters turned out in high numbers in order to exercise their franchise by casting a ballot.
The ten-person observer team was led by Chairperson, Zainab Bangura, a former Minister of Foreign Affairs of Sierra Leone and former Under-Secretary-General at the United Nations.

The Chairperson carried on by saying “the Group was particularly impressed by the large numbers of women and youth who participated in the electoral process.”
Since their arrival in Dominica, COG members have met with the country’s Electoral Commission, President Charles Savarin, Prime Minister Roosevelt Skerrit, Leader of the Opposition Lennox Linton, as well as the Chief of Police, civil society and others. The observers also witnessed campaign activities in and around Dominica to assess the pre-electoral environment.
Election observation is a core Commonwealth role undertaken with impartiality, independence and transparency.
On Election Day, members of the COG were present in all 21 constituencies, which included the areas of Castle Bruce, Cottage, Mahaut, Marigot, Portsmouth, Roseau and Salisbury. COG members observed the opening of polls, voting, closing of polls and the counting process.
Members of the COG will stay in Dominica until 11 December 2019 to finalise their report, observe the post-electoral-environment and continue meeting with stakeholders.
The Chairperson concluded the statement by stating: “Dominica will continue to serve as an inspiration for Commonwealth small state resilience through our family of 53 countries and beyond”.
The statement made by the Chairperson sets out the Group’s preliminary observations. Its final report will be issued at a later stage and will contain detailed findings and recommendations for future elections.

it cites its source as the electoral office and indicates that the UWP lost 1,426 votes when compared to the 2014 election.
We will only know for certain when the official results are released today.

It’s time for Linton and the opposition to understand they are not helping us, their supporters but instead is labor supporters they helping. In fact because of Linton we are victimized even more and villages where UWP is strong is paying for that so much so that some of our supporters are turning RED on us since that’s their only way of survival. Had it not been for Linton there would not be NEP, we care, laborites would not get house and they would not get anything from the $1.2 billion dollars or from the Monfared money as only Skerrit and his top players would enjoy it. So Linton working for laborites while we UWPites are being victimized. So it’s time you all shut up, resign and allow Skerrit and Melissa to run things. Right now the only way Dominica can fix is for Linton, Lugay and Hector John to resign! As long as they remain in opposition they will continue to be hated by CARICOM, by the Commonwealth of susay cell, by our Bishop, pastors, priests, the evangelists, church people, by the president, police heads, village council/ town council, DAIC, Magistrates, judges, lawyers and just about any group that is necessary to help us to behave as a God fairing country. If there is no opposition or no guards then thieves will thief freely and Skerrit will lead as he sees fit. It’s only then laborites will ask Linton because Skerrit will not give them house and money because he only giving them the little pittance because of the loud mouth of Linton. Linton is more helping laborites than his own supporters because his supporters aren’t getting anything when he talks while because of him a handful of laborites getting stuff. So resign so CARICOM and laborites will be forced to fix their problem.
Looking at the result Skerrit and his money gave us, I agree with the OAS that the election “reflects the will of the people.” Now it’s time for me, a supporter of UWP to speak to my leaders.
Linton, Lugay and Spaggs John, based on the results, I conclude that the only reason Skerrit did buy the remaining three seats is because he didn’t want to make it too obvious so he and his money decided to spear us three seats.

Can an election reflect any thing otberbthan the will.of those who voted? So to say that is to say that sea water is salty. That was not the question. Was the elections free and fair? That’s the question that needed to be answered by the observers. Being free does not mean being fair. Elections are not stolen on elections day. They are not stolen by candidates. They are stolen by operatives of the party. So when the o servers speak it appears tgat they didn’t think first. How could a process where one has the treasury at its disposal while the other has to beg be fair? How could the importation of 20% of the votes be fair? Some arrived and went to the polling station and back to the airport. Is that fair? Remember they didn’t pay their way. Is that according the the observers fair? The national radio station was the mouthpiece of the incumbent while the opposition was kept far from it. Is that fair? On polling day the PM was in a constituency paying for votes. Is that fair?…
The people got what they deserve. I’m turning the back on my country now and I’ll watch how they all get on with their new King and Queen. One day they all will realise that their greed did not only bring them down but also their entire country. What done all you and good luck!!

The opposing government has to have its own power and weapons to fight; the power is from the mind of its team, the weapon is in its financial status, if they had to beg for help to be victorious then their quest was useless.
Neither the ruling government nor the opposing government should rely on the “Treasury” for the election campaign; it belongs to the people.

What these groups actually do is observe the voting process on Elections day as to whether people are voting in a peaceful and free environment, but they don’t know anything about the fairness of the elections. If these organizations makes recommendations to those in power for free and fair Elections and those in power refuse to adhere to the recommendations and carry on with a bogus elections, why would they consider the elections fair

The Electoral process in DA has always been fair. I remember when Rosie was trying to get it official for Dominicans who live overseas to vote through the mail, just like it happens in The UK, the US and other EU countries to no avail. UWP has only themselves to blame and, in my opinion, their idiotic leader, this elections was the ripe and opportune time to remove the government. I mean it was all over the news, alot of people were fed up, and, rightly so, 4 terms is a long time with the same government, and as Skerrit said, with an uneducated and ignorant leader like Linton, its so easy to see why they could not replace the government with popular support…nobody trusts that Linton guy, it very obvious. @boto, first of all, 20 years is nothing for a Government to hold office; development does not happen overnight and it takes powerful planning to even get a project to become established in 5 years.

Mr. Linton entered that 5-year leadership with self-pride, spite, anger, jealousy, and hate, Dominicans do not sit well with those characters–Lennox gave himself the defeat, from day one of his enrolment as the opposition leader.
I agree that certain functions can be changed to bring about better satisfaction to the people, but the idea that a governing body should be changed because it has been reigning for too long is baloney.
