Following a review of the electoral system in the Commonwealth of Dominica by Sir Dennis Byron, Prime Minister Honourable Roosevelt Skeritt is pleased to inform the general public that he has received the final report from Sir Dennis.
The final report was received on Monday, June 12, 2023 and consists of the following:
Phase 1 report which includes a draft Regulation of Electors Bill 2023 and a draft Registration of Electors Bill 2023, and Phase 2 report which consists of:
The draft House of Assembly (Elections) Bill 2023
The draft House of Assembly (Electors) Regulations 2023
The draft House of Assembly Election Petition Rules 2023
The draft Electoral Commission Bill 2023.
In keeping with the Prime Minister’s commitment to make the report public and conduct stakeholder consultations, copies will be made available to Members of Parliament, political parties, NGOs, churches, media, youth groups, and other civil society organizations. The copies will be presented to stakeholders at a formal function on Wednesday, June 21, 2023 at the State House Conference Center.
The Government of Dominica will also organize a series of public consultations commencing in mid-July to receive feedback on the report and draft legislation.

What is an outline?
In writing; it is a guide, intended to organize and structures one information for a paper, presentation, or study. It shows the thesis, or main points (topic sentences), and main pieces of evidence one plan to discuss or present in a chronological order. It helps help the writer (author) to visualize, and connect his/her ideas, as well as to follow the outline when writing the first draft!
The elation of people such as ds, Lin Clown, Man-Dog, and the literates tells me something about them, I will not elaborate, but that outline cannot be associate with any form of electoral reform because there are no explained ramification!

Skerrit refused to appear before the IPO, disbanded it, an put a FAKE IPO in place with strict orders to reject/forget/expunge all matters that were before the original IPO. It’s normal in democracies to boycott parliament, little clueless child, in certain democracies fights even occur in parliament. Boycotting of parliament is not unique to Dominica. And yes Dominicans should get and they deserve REAL Electoral Reform!

I do not know this chap Sir Charles Michael Dennis Byron. he studied here in England at Cambridge university and was called to the bar in 1965. He helped establish the Eastern Caribbean Supreme Court Judicial Reform Programme. He is now 80 years old.
I wonder if he had the energy left to do a good job at the ripe old age of 80 years old? I am 63 years old this year and I can feel the pressure of just trying to live. I very much doubt that Sir Dennis was given all relevant information and evidence, with which to complete his task thoroughly. The government of Dominica and all its offices of state are under the tight control of one Roosevelt Skerrit. Civil servants who do not do his bidding lose their jobs.
We will wait and see how much criticism of the existing electoral system is within the report and what its recommendations are. Dominica remains the fiefdom of its Dictator R Skerrit. He still has power over life and death. Proceed with caution.

Having a report is one thing. Implementing it is quite another. You have been too greedy a politician for the last 18 years during which time you have ….. the wealth of Dominica to enrich yourself. You have done it with an impunity .. You smell of Hubris.

I am sorry to say that under your stewardship Dominica has gone back economically 50 to 100 years. During your time, Dominica has experienced the greatest volume of outward migration.
