Bwa,pedestrians are considered traffic, anything put on the public road to prevent the free flow of traffic without the AUTHORITY of the police is obstruction.Red bench, blue bench, corruption bench, victimization, greed, money laundering and lying bench is obstruction..Now King Roger take for instance,Discover Dominica and the National bank occupy one block as a police authorised reserve parking. Those signs are put up at 07.00 hrs everyday from 0700 to 17.00hrs.The employee do not get to work untill 08.00hrs.Remember those reserve signs are on the PUBLIC road and people are paying their vehicle license to use the road.If a vehicle is in Roseau at 07,00hrs the cannot get to park because of the reserve parking. There should be no reserve parking on the public road except for an official occasion. There are more than 42,000 registered vehicles and police authorised reserve parking all over the damn place. That is BS.

Parking a motor vehicle on a sidewalk is an offence called obstruction.Pedestrians must be able to use the sidewalk without obstruction.Reserve parking creates a traffic congestion in Roseau, there is a business place in Roseau where they use both Great Marlborough Street and Kings Lane as a Police authorised reserve parking area. All they do is removed the sign on one street and put it on another at their convenience. They use that area on the public road 24/7,not paying a cent and people who are paying their motor vehicle license CANNOT get to park.I would like to congratulate the police,on this one they are not WEAK.If something is on the public road to reserve parking, and that thing is not authorised by the police the police should find out who put it and charge that person with obstruction.

Oh I see, by that description, it’s not public interest but a vendetta then?

This stopgap measure may gather revenue, but it will not rid Roseau of traffic congestion.

One would have expected that the much-touted Roseau Enchantment Project would be based on a comprehensive development plan that addresses the problem. But all we’ve seen are artists’ renditions that bear no relation to reality.

Hot debate. What do you think? Thumb up 6 Thumb down 3

Parking on sidewalks should be made illegal.

I’ve never seen a traffic cop put a parking ticket on a car parked on the sidewalk. King Geoorge V Street just one of many examples where vehicles use the sidewalk as a car park.

Also, vendors are now also blocking the sidewalks. Its completely ridiculous. Pedestrians spend more time in the road and the gutters. Heaven help anyone in a wheelchair.

Well Miriam, same as garbage collection – no trucks to facilitate pickup. Sidewalk policies are needed, and to be fixed and enticing to reflect “modern” times or match other small towns in the Caribbean.
Even new buildings do slopes or steps or whatever and not integrated into existing walkways due to lack of policies.

Does the same apply to those who want benches or steps like the “ZONE ROUGE BENCHES” to mark their gang territory? Please clarify or else remove ALL benches and similar obstructions at the same time

That should apply for all streets/ roads from Mahaut through Pte. Mitchel. No slack!

How they even tolerate that stuff in the first place is beyond me. There should be no “blocks” or pull up spots where young boys sell drugs and engage in gang activity. I totally agree – NO SLACK!
