Response from the Dominica government to Joint Special Mission report

The government has deemed as unacceptable certain recommendations of a Joint CARICOM-COMMONWEALTH-OAS Special Mission which was invited by the government to visit Dominica from August 6-9, 2019 to look at the electoral reform system.

Attorney General Levi Peter has said that while the government welcomes certain aspects of the Commission’s recommendation that are more in tune with its own thinking, the government is unable to accept aspects of the recommendations contained in the report, in particular, the recommendation in relation to the house to house re-verification exercise.

Peter said the government’s reasons are detailed in its written response to the Mission.

The government’s full response to the Joint Special Mission is posted below.

Electorial Reforms are paramount in ensuring a “trust worthy” Voters List exist!
It will also ensure claims of foul play are quelled once and for all!
It is a win win situation for all parties and their representatives, unless a perpetuated fraud is in the making…..
All other rationales against it are futile and intend should be alarming!

I take this opportunity to call on police commissioer, Daniel Carbon, to stop being a servant of the EVil one, who is bent on staying in office at all cost. Mr. Carbon, tomorrow we will be in Roseau in very large numbers to peacefully ask our president, our police commissioer and our judges to protect the freedom and godly values our fathers saw fit, to build our country on. Today, these godly pillars such as do steal, don’t kill, don’t lie etc are all in serious trouble. So please do not send our young men to kill us
“We should not be like Cain, who was of the evil one and murdered his brother. And why did he murder him? Because his own deeds were evil and his brother’s righteous. 13 Do not be surprised, brothers, that the world hates you. 14 We know that we have passed out of death into life, because we love the brothers. Whoever does not love abides in death. 15 Everyone who hates his brother is a murderer, and you know that no murderer has eternal life abiding in him” 1 jn…

The people now have the Regional and International Institutions on their side, the ball is in the people’s court. The one-man corrupt rogue regime should be in panic mode and fearful! The Electoral Commission need to live up to its mandate and the People should force it to act!!!

These claims of not enough time and too costly are ‘hog wash”. It is shameful that a government in power for 20 years did not see it fit to set asiide/budget funds to facilitate a process that th he citizens of the country have been clamouring for. Is it because that government cannot stand on its performance if faced with an election based on a sanitized, v ed rified list? Shame on those who want to deprive citizens at home the opportunity to FAIRLY VOTE TO INSTALL A GOVERNMENT of their choice to conduct the business of the nation.

This is so well written. It’s objective and profound. All fair-minded electors are hankering for a level playing field. Sensible and fair Electoral Reforms are a MUST. No political party should have an advantage. Only a corrupt political party will have a difficulty with this. Let’s all agitate fervently for a fair electoral system where there will be no controversy, no court cases at the end of an election.

“Shadrach, Meshach, and Abednego, answered and said to the king, O Nebuchadnezzar, we are not careful to answer thee in this matter. 17If it be so, our God whom we serve is able to deliver us from the burning fiery furnace, and he will deliver us out of thine hand, O king. 18But if not, be it known unto thee, O king, that we will not serve thy gods, nor worship the golden image which thou hast set up Daniel” 3:16-18.

Skerrit, the above passage is civil disobedience because the three Hebrew boys REFUSED to obey the king’s command. That’s exactly what we will be doing on Monday and days to come. Now if want to use your police commissioner Daniel Cabon and your rest of evils gangs, to burn down Roseau and try to blame Linton, so you could hail him I am saying to you to think twice. But you will not stop us because like the three Hebrew boys we say to you “our God whom we serve is able to deliver us from the burning fiery furnace” but we will not bow down to you PERIOD!

    September 28, 2019

It can be done self! Spend the money to get it done, even if we have to hire people to go house to house. Two weeks ago we closed the country for a whole day, how much did that cost us? The same day, in the afternoon, we spent nearly 2 million on a concert. That tells me this country has money! 💰 💸 Use the money to clean the list and give us voter’s ID. Do it now!

The incompetent PM and his lazy stooges are set on crippling the mines and intelligence of Dominican.
Now, if house to house re-registration its an expensive process, they won’t it be even more expensive for the government to go to diaspora to register voters?

My conclusion is, if the Labour party are to remain in power then I can see no bright future for ordinary citizen even if they will be given a few hundred dollars whenever election is near.

Sadly, lots of persons will not live to see another 5 years from what’s been happening at present.

The government have to go, its time for a change (change in a must)

    1) this is written proof that the government has and never had ANY intention of introducing any kind of reform. 2) this is written proof that the government ignores any national and international regulations including human rights (Salisbury protest in 2015, CCM manifestation re electoral reform, etc. etc. etc.) 3) the complete infrastructure and software to issue and print voters id cards is ready and sitting there since summer 2018! 4) there are an estimated 55’000 to 60’000 persons legally living in Dominica. The balance of the 72’000 never came back after Maria. I would like to thank our government for publicly, officially and in writing proving to all of us that whatever they do or say is always a lie or a fake. The very last person has to understand now what kind of deceitful criminals our ministers are.

The recommendations are the same as the last 2 elections by the observers. So why has it taken so much time to act on it? Now the government is complaining about time constraints when they had 10 years to complete this.

Antigua and Barbuda, Barbados, Jamaica, Trinidad and Tobago, St. Lucia, and more recently, Guyana, have seen it necessary to have electoral reform. They have done it successfully. But we do not need it in Dominica. Dominicans need to demand electoral reform whether you are DLP OR DFP OR UWP.

Listen, you need an ID for most transaction, in Dominica, something as important as election, their is no ID required. I have voted in DA several times; this system has many holes which has assisted the DLP in winning.

DLP cannot win an election honestly. Period!

The recommendations from the observers are fair, they can be implemented in Dominica however, the government thinks it is nonsense.

This DLP government is the most unethical, corrupt, foolish, nonsensical and mislead government is the the History of Dominica.

we can afford many things we do not need in Dominica, however, we cannot what we absolutely need.

The SLP will stop at nothing to remain in power. They sis they were seeking workable solutions and therefore invited the Joint Mission to give them the same. Now they have gotten what was requested, they are refusing to implement simply because the Joint Mission responded fairly and in keeping with global trends, norms and practices reflective of true democracy.

Well let me say here that this is the final straw that has broken the SLP camels back in terms of exposing their dishonesty, lies and malice. We the people will accept no less that ALL WHAT the Joint Mission recommended. Period! No spin, No BS or else    Civil disobedience??????

As I read and listen to the comments of people that claim to be Godly and Bible believing, I must admit that I never thought I would live to see the day when so called Christians would be supporters of that’s wrong, EVil and ungodly. In fact in most cases these church people and Bible believing people are supporters and and facilitators of the EVil of Skerrit and they know that!
It is the Bible that teaches thou shalt not steal; thou shalt not commit adultary, thou shalt not lie Exodus 23. It teaches righteousness exalts a nation but since is a reproach to any people. Can you all not see we have become a reproach? Is the same Bible that says in Pro 6:30-31 that if a THIEF is caught he will pay sevenfold. These are the things Linton stand against. Linton is fighting to restore Dominica. I support him because he is not a thief, a liar, an adulterer, an idol worshipper or a murderer. If I ever hear the name of Linton in any of the above, that would change everything. I stand for God

After having read this hogwash in toto, the key point is that the Prime Minister would be deprived of his privilege to call election “at any time of his choosing during the next eight months” if the recommendations were to be implemented.

This piece if toilet paper is also riddled with grammatical and typographical errors rendering it an embarrassment from the highest level of our justice system.

Somebody is going to be thrown under the bus…..wait for it.

Just exactly what I anticipated. Skerrit and his unconscionable and unscrupulous cheerleaders will invent all sorts of phony excuses to resist the implementation of the recommendations for electoral fairness. The complete re-registration of electors is the single most important reform of them all. The voter’s list needs to be purified. It has been contaminated for decades. Jamaica did it in a short span of time, Antigua & Barbuda likewise. Now this corrupt regime is mortally afraid of positive and innocuous changes to the present tainted electoral system that has more holes in it than a sprat net. No New Voter’s LIST, No Election!!!!

de motive of this DLP government led by Skerrit is open and daring

de electoral commission is DE ONLY BODY LEGALLY CONSTITUTED to deal with issues of general elections. de government went ahead of itself and invited 3 different organization to give his government a roadmap towards electoral reform.

when i see this response from de government i ask myself if de electoral commission moomoo…….why de government speaking first? so now de same commission going to say it agree with de government?
    you see confusion skerrit?

but why de chairman of de electoral commission not exercising some testicular fortitude and speak!!!
this man is my former history teacher and i am just about insulted right now…..he should resign….he is not doing his work and it appears that de government is influencing his decisions

This government knows that it cannot win the next election if the voters list is cleaned so they are giving all kind of excuses not to clean it. Guyana reregistered 300 thousand ppl during the month of august for their upcoming elections.
How can it be to costly and time consuming to reregister people in Dominica with a population of only 72 thousand?

With all the money that is being frittered away by the corrupt ruling DLP, even if the cost was EC$100, 000, 000.00, one hundred million …,this appears to be cheap, because my goodness, money is being given in exchange for votes by the DLP, like our currency is getting out of style!!!
I maintain that reform is a must before the next general election, constitutionally due in April or May 2020!

      Thank you!!

They did house to house registration… the population of Dominica is just about one region in Guyana. Guyana has 10 regions. A population of over 700,000.

All the people he paying to put red flag all over he should give them a real job to assist in the house to house registration…

The list need to be cleaned!!! How many dead people are still listed….

      MADNESS!!

Because, the Elections are only a Sham. Skerrit has no intention of getting back to Civilian Life..too many secrets to Cover..
