Housing beneficiaries at Bellevue Chopin sign documents for issuance of certificates of title

Roseau, Dominica-April 30,2026: Beneficiaries of the Petite Savanne Resettlement at Bellevue Chopin have begun signing the final documents to secure ownership of their homes.

 

The Agreement of Transfer and the Memorandum of Encumbrance transfer ownership of the property and outline conditions attached to the land, clearing the way for Certificates of Title to be issued.

 

This follows Cabinet’s approval of a policy to grant full ownership of Government- constructed homes at no cost to beneficiaries. The policy outlines the criteria for ownership of the home and provides that Government will also cover the cost of registering the titles.

 

The Ministry of Housing and Urban Development has identified twenty-two standalone homes at Bellevue Chopin as the first phase of implementation. Consultations were held with residents on the terms and conditions of the transfer, giving them the opportunity to seek clarity before receiving full ownership.

 

“This initiative reflects our commitment to the long-term security of our beneficiaries. By removing the financial burden and transferring ownership, we are giving families a solid foundation on which to build their future. We remain committed to advancing this process until every eligible family is secured,” said Minister for Housing, Hon. Melissa Poponne-Skerrit.

Documentation for the first set of transfers has been submitted to the Land Registry, paving the way for the official issuance of Certificates of Title.

    Election is in the air so kquon-naying (fooling) start again. So you all still clearing the way so the titles can be issued and all that hoopla? Why not wait until all the CLEARING AWAY is completed and bring them on during the signing of the titles? Boy, fire have to BONNNN these politicians who continue to use and abuse the unsuspecting among us. We all know the parable that says; “He who feeds you control you”. Dcans must STOP begging for handouts and take control of their future ad that of their family so politicians can be held accountable.

    The Pte. Soufriere – Rosalie Road has had ground breaking before every election under this government and up to now jean Mygo still Cra-nah-nah! But Fond-Bleu and Liviere Louwee people still love their PM…SMMFH. OHHHHHH DOMINICA! :twisted: :twisted:

    I beseech these long dispossessed people to get a lawyer to read the fine prints before signing on the dreaded dotted line. Any initiative put forth by t he Roosevelt is not sincere. It is done to dupe the people into thinking he has their best interest at heart. In fact, it is to gain favouritism with the masses, in order to cement his stranglehold on power.

    Those occupants of the apartments which they have been living in long before, what about them?

    I feel compelled to repeat this ad nauseam. Anything that is done by this ungodly being, is exclusively for political aggrandizement. It’s self-serving, and didingenuous!

      So you want to advise people how to read and understand a legal document, lol. You made all sorts of comments on this forum regarding that the Government give people houses, and they have no tittle, now the Government has started giving titles which they have promised you inventing something silly, what next, the joke is on you.

      You sit behind your computer calling people ungodly. A Government build homes for people whose homes was destroyed by a natural disaster, is this an ungodly act by the Government to replace their homes. You know partisan politics
      has eaten you up, sad, so long Ibo France.
