First road fatality, house fire for 2011

Dominica has recorded its first road fatality and house fire for 2011 on the same date.

Fire officials have reported that the top floor of the house of Scholastic Defoe, a Grand Bay resident, were completely destroyed by fire, few minutes after midday on Wednesday, January 5.

“This is our first house fire for the year and we are asking persons to ensure that all is well when they are leaving their homes to go out on errands,” said Philsbert Samuel, leading fire officer.

The cause of the fire to the concrete house is still unknown, according to fire officials, but no one was hurt in the incident.

On Wednesday evening, Ian Didier, 44, died after being struck by a Nissan car in Silver Lake, at about 5 p.m. according to police.

“He sustained head injuries and was transported to the Princess Margaret Hospital for medical attention. By 6:30 p.m. he succumbed, and was officially pronounced dead by Dr. Andrew,” said Police Public Relations Officer Inspector Claude Weekes.

    True story:

My brother had an accident in DA about 18 years ago. He was hit by a vehicle and thrown 17 feet in the air. He landed on another vehicle and got stuck in the windshield, which is what saved him. Believe it or not, the ambulance did not take him because they said he would dirty the ambulance (too much blood) and he was going to die anyway. There were many witnesses, and a visitor who was also a rabbi took him to the hospital in his vehicle. Thank God, after many broken bones and surgeries, my brother survived, moved to US for medical treatment/therapy and is alive and well today. If it wasn’t for the help of a total stranger, he would surely be dead.
Back then no one was suing but had that happen in days of now, it would be a different story.

no one will survive a vehicular accident in d/ca fotr many reasons. but one of the most concerned reason is the lack of medical equipment and and emergency treatment at the main hospipal. if an injured suffers with a headache the first reach is for paracitamol. what is this in todays day and age? the hosp needs updated modern equipment and better trained staff. period. yet we hear of all these unneccessary and expensive project for 2011.

I for one I am not God nor do I pretend to be… I will Not hit a person HEAD ON, and because of fear just leave them there bleeding and drive away. I will call ambulance or scream for help. Running doesn’t make it easier as you all tend to think it is.. I love my cousin to death and he will NEVER EVER be replaced. So to all OF YOU saying think about HER and WHAT SHE IS GOIN’ THRU, that’s not OUR FAMILY’S PROBLEM.. We lost someone dear to us, who wasn’t sick. I don’t care how traumatized she was. If she had just stopped then, maybe then we could have said ok she attempted to help.. She never did.. She LEFT and then came back.. She was OK to drive to wherever she drove to?? It was 5pm, it wasn’t dark.. None of you all feel the pain that we feel right now…
And for the person to say NOBODY was at the scene of the accident.. PLZ this is SILVERLAKE.. Do u know how many witnesses came out and said what happened? It was not at night SO SHE DID SEE what happened and KNEW DAMN WELL AND GOOD that she HIT ANOTHER HUMAN BEING..
My heart CANNOT go out to her at the moment. Maybe later but not now.. I am sorry, not when this pain of losing someone so close to us cuts deep like a knife.

leaving the scene of an accident is considered ‘hit and run’ which is an offense, You hit and object whiles driving break lights and crack your wind screen and you not stoping but have the time to go get your lawyer, i would arrest this lady for murder from rectless driving and charge her for hit and run, nervous or not she should stop? could have made a difference, but only God can judge her

What this unfortunate accident should raise are our concerns over:
POOR Traffic conditions in Dominica and we should publicly engage in discussion addressing these concerns with representatives from city/town planning, traffic division, committee or grass roots levels.

    Such as:
Are our roads adequately marked, and lit up ( night) with safety barriers in place. NOT nearly adequate. In many dangerous road turns there are NO barricades to prevent vehicles from falling into deep precipices, and that is on our newly built or renovated roads and existing roads. In fact some of our older roads have more safety barriers in place. With all the road expansion and improvement, we should deal with these concerns before the projects are complete. SAFTEY MEASURE should be part of the project and not left for “whenever”. The Valley road is finished????? But where are the barricades? In the very spot of this accident, there is a huge drop, with no barriers. When I walk in the afternoons I always get scared in that area, especially during the winter solstice, the sun is so low that you are blinded, and cannot see at all. Can the drivers see me, or am I going to have to jump over that darn thing if a vehicle is coming onto me??
Our roads DO NOT have adequate lighting, and our night driving conditions are terrible. No road markings (luminescent), no street lights, and where there are street lights, they are NOT SUITABLE FOR drivers and pedestrians. It’s like we just buy anything without thinking of whether the light is suitable. Right now, it is too bright, too dim, too small, or poorly placed. There is no ambient lighting, so driver travel with full beams which is a major danger. Then there is NO active legislation preventing or penalizing drivers from driving with high beams.

There is no certified drivers program. What we have here as driving schools is pure crap. Half of them drive vehicles that should not be licensed.

No certified road safety programs available for the public: how to use a roundabout, how to use the new road intersection by the gardens, how to use PEDESTRIAN CROSSINGS.
There is No policing of the BUS DRIVER DO WHAT EVER THEY WANT, just go past the hospital and you will see many examples of this blatant disregard of law, and intentional poor driver courtesy. The government could have a separate traffic department with trained and qualified TRAFFIC officers (no need for police training) and these officers can spend all day ticketing and raising money by enforcing laws that I am sure exist, and educating drivers about right and wrong, dos and donts. (We need an info channel where we can show these things)

And while they will get up and fuss about this:
Bus drivers, H taxi drivers should have to get SPECIAL training, pass a course, and have SPECIAL operating license. Vehicles for public transportation should be certified and should have full insurance coverage for passengers and those licenses should be DISPLAYED in the vehicle under law at all times. These are the things we should be looking for to protect OURSELVES.

To continue, there are no major penalty for accidents (people kill people, continue driving, no penalty, no licenses revoked for a while)

When planning road network, who gets involved? Are all invested parties involved in design? Do we build for today, or do we build with expected growth in the future? I mean the answers are obvious based on precedent, and a major flaw, but maybe we ought to start tackling or approaching our 2011 problems with a new approach.

Our road systems DO NOT make provisions for pedestrian safety, bicyclist safety, and other non vehicular traffic? Roads are not still being built without zones for pedestrians, nor are we building roads with a proper bus stop/public transit system in mind. So now what do we do? We have to go back, come up with a public transportation design, mark off bus stops and then go and undo what we just did to add bus stops. Does that sound dumb? Isn’t that wasting money? Why can’t we get it right the first time.

It would be a good idea for local people around the island as well as all fire personel to be trained in first aid and stabilization prior to transporting an injured person. The govt. should provide this training for anyone who is interested.

There aren’t that many ambulances running around and wait times can be long……..too long, so that the person dies. So it becomes 6 to one, half dozen to another in terms of whether to transport or not. There should also be designated vehicles that could be used such as a van that could transport the person lying down for each jurisdiction.

  17. my thought
    January 6, 2011

why is it that the same ride that hit him did not take him to hospital it was like that before now we depend on an ambulance that never get there or get there to late save the man life and after worry with the police he could have been alive only if we was not so and over modernize go back old fashion .

    • Vanessa Brown
      January 6, 2011

For the simple reason; unless you are trained you should not attempt to move, or move an person in an accident especially vehicular or bike accidents, falls. (no matter how uncomfortable or how much discomfort. Only stabilize to prevent further movement. Treat major injuries such as heavy bleeding on the spot, but do not move the person, do not pick them up without proper medical equipment, neck brace, back board, etc.

By moving the victim you may cause more harm than good. Rule number one… DO NOT MOVE THE PERSON. Example, if their spinal cord is injured and is literally attached by a thread, moving it can sever it completely causing permanent and irreversible damage.

EG 2. If the person’s leg is pinned and crushed, the force against the leg is preventing the leg from massive bleeding, by moving the leg you may very well expose the leg to heavy bleeding that you cannot control, thereby putting the person at further risk. Leave emergency medicine and accidents up to the professionals. UNLESS you are really in a remote place where its a question of life or death action.

The health department really ought to address this in some public education forum. Too many times I have seen this reckless response. Remember you may cause more harm so refrain from jumping into help. Even though you feel like nothing is being done.
And the ambulance responded within reasonable time, so please do not blame them for his death. I am sure the post mortem will reveal that it is the severity of the injuries that killed him, and not lack of attention.

      • Verna
        January 6, 2011

Were you there Vanessa?????????????? Did you witness the accident? or how long it took the ambulance to respond and attend to my brother??? How do you know that the cowardly person who ran over my brother and just left him laying there, bleeding profusely and probably in immense intolerable pain had acted and put him in her vehicle and rushed him to the hospital that a difference of half an hour to an hour would not have saved his life???????????????????????
I too, am medically trained, but this was a question of life or death, as you so eloquently put it, and inaction, lack of compassion or humanity on this person’s part may just have been the fatal factor in this equation!!!!! It is always better to take action than stand idly by!!!!!!!!!!!!!!!!!!!

        • SS
          January 6, 2011

if you are medically trained then you should know not to move the person, not to act and then think.. you right now need to get off the pc and commenting and go rest and mourn with your family. Rest is need for you now especially in this time. It seems that you are on a path to potray the driver of the car as the most insensitive person on the earth, which she is not. Accidents happen, as hard as it is to believe, but prayer and comfort in the Lord will eventually lead you to forgive. STOP bring negative, it will turn you cold and vindictive.

        • Vanessa Brown
          January 6, 2011

First UP .. I AM NOT Medically trained, nor did I say I was. Since i was not there, I cannot say whether it was life or death, but seeing that you are medically trained, i guess you were able to make that call.. BUT Was the person who hit him even capable of making such decisions? In fact she might have been worse off emotionally that anyone to even think straight. This is unfortunate for everyone involved.

I am in no position to say why your brother died, nor am I interested in discussing that comment. I simply answered a question posed by a comment.
In fact 7/8 of my comment has nothing to do with the incident but rather a malpractice exercise commonly based on our lack of education.

Death is horrible, but we cannot pass the hate around, it does NOT solve the problem

In fact, the only goal of my response was to bring attention to what i consider a reckless practice ( moving bodies after accidents), and not go into any melorama about the untimely and unfortunate death of your brother.

Oh my how we talk and I understand grief makes us say hurtful, hateful things but my god understand this they person who hit ur poor brother was and must have been in total shock. We like to claim we know things I know that person was not cowardly and If you really are “medically trained” as u admit then u should know that under no circumstances should you untrained just pick up a MVA victim and just put him in ur vehicle and run to the hospital, next thing he dies on the way family sueing for inappropriate handling then you would be singing a different tune how she not medically trained and just pick up ur brother without first waiting for ambulance. You don’t move accident victims mainly cuase poor handling could cause further spinal injury if the victim suffered any during the impact. So I understand and sympathise with u I know its grief but you don’t have to destroy someone’s person to express your grief. I pray thelord see you and your family through this I also pray for the driver who needs our prayers and comfort as well.

Have you ever hung out at the emergency ward at the PMH to see how many injured people come in on a daily basis on private vehicles? I can assure you that your statement is patently false.

I will also point out to you that based on the injury, it is better to wait for the professionals to arrive on the scene and stem any bleeding, or stabilize ur neck etc to avoid permanent spinal injury, than to be transported in a private vehicle while bleeding profusely, or stuffed in the backseat of a speeding car with no back support in the case of a spinal injury.

Stop being fooled by the present Government Dominicans, start thinking and analyze what’s happening . Dominica….Christian Nation huh? Hypocrit nation if you ask me. Where the hell does the New Chronicle get off by lieing, LIEING on its front page that a man killed Ian? It was a WOMAN! next, this sad excuse for a newspaper didnt even mention how long Ian was LEFT to DIE on the road for by this woman, who seems to work at Courts, who decided it was more important to go in search of a LAWYER to protect herself than to try to see if she could assist the person whom she had RAMMED with her vehicle at 5 PM ( plenty of SUNLIGHT) and left to bleed to death on the side of the road.
THE NEW CHRONICLE went further to add insult to injury by chosing to end the life of Ian by shouting his faults and economic condition by stating that he was drug dependent and homeless, like that gives an all clear to dehumanize the guy and give the subtle message that he didnt deserve respect even in death as a fellow HUMAN BEING. SHAME on the New Chronicle and Baron and his incompetent editorial staff. Ian , we , you , are human beings. Who gives Baron the right to be the one to have the final say or final comment on a person’s life? I guess when you’re down, people like Baron and his “newspaper” will kick you, and laugh at you, and then say..”we’re Christian!” Human nature is human nature I guess, and there is nothing “righteous” about Baron and his arguments about politicians should be righteous, since he himself ain’t worth the paper he writes on. Ian is not around to sue , and I guess Baron must really enjoy that fact, bloody hypocrit that he is. Ian didn’t deserve that, no-one does, and it makes you wonder like what these guys will say about you when you’re dead and can’t sue them, you know, like stick it to you when you’re gone? Regardless of the way it makes your kids or family feel. Insensitive pricks ! police officer shoots a guy point blank, no case call yet! police officer steals thousands of dollars, no name published yet! police brutality occurs, no one gets fired or goes to jail! I see in St . Lucia, cops get popped like balloons, and as far as I can see, its just a matter of time in DA. So, continue to shame ppl and embarass them because of their economic situation, enforcing the materiality of all you world as a facet of RESPECT, and see what happens as the youth read these subtle messages about what gets respect in this HYPOCRIT so-called Christian nation mr.BAron. Best drug deal for real.

love is what we need in this place and learn to show it to each other
remember god is love he ca seeus through all things!!!

          @ PURPLE G

Oh plz.. Stop with the *ish… U must be friends with the young lady for you to say put OURSELVES in her POSITION.. That is NOT for US to think of right now.. She should have STOPPED.. DO U HEAR ME? STOPPED… Why do WE have to put OURSELVES in her position? She is the one alive not our family member. No, It wasn’t done willfully but if she hadn’t left the scene of the accident then we could have been sympathetic towards her. Of course any human being would be scared and nervous. I have hit someone before but I NEVER LEFT THEM. I stayed and waited for the police and the ambulance. I had witnesses. I couldn’t leave the poor person laying there. If she had only stayed and not left then our feelings would be different.. We lost someone very dear to us. He was the ONLY SON, BROTHER AND UNCLE of the family… It hurts.. It really does.. We have to drive that same road to everyday. Do you know how it’s going to affect us? So us thinking or putting ourselves in HER SHOES is not going to happen!!!!! U can call us selfish but u have ur opinions and I HAVE MINE…

R.I.P Dear Ian.. Your memory lives on in our lives forever.

THAT WAS A SIGHT TO SEE,I COULDNT BELIEVE A MAN LYING ON THE GROUND AFTER AN ACCIDENT FOR SO LONG BEFORE THE AMBULANCE ARRIVED,WE NEED TO DO BETTER THAN THAT BOI. ANYWAYS ITS SAD.

What time did the curious onlookers call for the ambulance?

    • hmmmm
      January 6, 2011

but wait….the ambulance had to come from Portsmouth or what??? Silver Lake wiii you hear…just 2 mins from the hospital (ambulance speed)….. I am not one to criticize the system, but sometimes we have to ask those questions. R.I.P. my brother…..

Are you serious? Are you for real? Is that your very best? A new year just kicked-off? You are pathetic and negative and people like you lack faith.I cannot believe you would come up wirh that sorry statement.Lord i beg you to rescue my country, look upon the government and opposition with the same favour.Change our hearts of stone;remove the spirit of doubt, hatred, violence, ignorance and negativity from our land.Help us to be more tolerant and loving.Amen.I feel sorry for the young man’s family, but i pray God give them the strength to deal with this grief.

What kind of man uses his own mouth to curse his country? The only place these things will not happen is heaven and we are not there … condolences to those who are hurting. The comforter will comfort you.

My cousin Ian… I don’t want to ask why but it’s hard not to. You were not sick, you were just walking, minding your own business and got hit. You were left laying there lifeless, helpless and bleeding.. It’s hard. I will miss you.. We will miss you.. Your memory lives on FOREVER IN OUR LIVES.. May your soul R.I.P
