A Dominican, who is a senior police officer in the British Virgin Islands, is dead following a vehicular accident.
Media reports in the BVI indicate that Sergeant Joseph Toulon died late Friday afternoon when the vehicle he was driving overturned in Spooner Estate, Tortola.
Dominica News Online understands that Toulon, 49, is from Morne Rachette.
According to BVI News Online, Toulon drove his pickup to Spooner’s Estate to deliver plywood to a family member when his vehicle got stuck on a steep hill and may have developed mechanical problems.
It is reported that when he attempted to start the vehicle, it tipped over the cliff plunging some 100 feet. Toulon was ejected during the fall while another occupant of the vehicle managed to get out unharmed.
Toulon was discovered bleeding from the mouth and nose but conscious, and was rushed to hospital, according to BVI News Online.
He died a short time later.

I did not know him as Joseph. We went to primary school together and I knew him as Emmanuel Toulon.
This is the guy I fought with the most in primary school, but later we became friends.

We have lost a true patriot a man who has helped built Dominica in many ways even in playing tourist, yes always here for every fete. The news came to me so shocking that it brought tears to my eyes especially since my tears don’t flow so easily. I knew this man for atleast ten years and it was a pleasure knowing him.
