Salisbury man accused of causing death by dangerous driving; granted $25,000 bail

A Salisbury man has been charged for the death of bank employee Grace Joseph, stemming from a three-vehicle collision over the weekend.

Keith Bougouneau, who is charged with causing death by dangerous driving, was granted $25,000 bail with two sureties when he appeared before Magistrate Evelina Baptiste at the St. Joseph court this week.

The accident took place on the Les Pointe public road on Friday evening.

Police Public Relations Officer Claude Weekes reported that Brian Roberts, accompanied by Joseph and her co-worker, Giselle Jno Baptiste, was driving his car from south to north, while Jefferson Guye of Morne Daniel and Bougouneau were driving in the opposite direction when the accident occurred.

All the vehicles involved were extensively damaged.

Bougouneau, the driver of a Toyota pickup, was unharmed.The injured victims were transported to the Princess Margaret Hospital (PMH), where Joseph succumbed on Saturday about 3:30 a.m. This week Jno Baptiste was flown to a Barbados hospital for medical attention.

Roberts and Guye have since been discharged from the PMH.

Bougouneau’s bail conditions are to report to the Salisbury Police Station every Wednesday; surrender his travel documents, and not commit any other offense while he is on bail.

The preliminary inquiry for this matter is set for August 10 at the St. Joseph Magistrates’ Court.

    This is a tragic story and sadly there are no sides here. This is a lose, lose situation for all involved… Forgive me for straying off the main topic… But I cannot believe that Dominica has one of the best Medical Universities, yet can’t treat its own critical condition people within it’s borders. My family had to medically evacuate my brother from Dominica. After many appointments & over a month of waiting for his biopsy results from Barbados, my brothers leg was amputated at the age of 23 & the cancer he later found out he had, had spread to his lungs. Thank-God he survived, but that’s because we were able to get him out of there. My main point is I was 13 when that happened, I’m in my thirties now & cannot believe Dominica is still sending patients to Barbados. Come-on D/A people, all you ponto whatever political party you represent, stop calling each other names & make your politicians whoever they are work for you. These are the things you should be fighting for. I am pissed because I had forgiven this system for taking my bro’s leg, but I wasn’t aware that this practice was still going on. What are you people doing there. Medical attention is a basic right!!

      i cant belive those chinese build a stadium, in a country where we could not accomodate all those tourist to watch a big international match, the money from all the nonsense skeritt doing with oil refinary and roads that dont happen, in our hospital.

      i know people who die in dominica from illness and injury that would be treated easily in any other country…..

      can you imagine the sort of hosoital we would have here if all that money skeritt recive went to PMH, it would be top of the range, there would be no excuse for people to die and for de poor doctors and nurses to stand by after they do all they can and watch the peopel die cos they have not got the equipment they need………..

      a young beautiful fresh girl that have love and life in front of her, prehaps if we had better she would be here with us.

          problem is dominicans think they can drive, they cant,,,,, if any dominican had to go to the US or espeacilly england,,,, they would know then they can not drive.

          i worked for an english woman here in dominica and she used to collect me from my home, and by god that womman drove brisk and safe, de amount of time dominican nearly cause accident, if she had not been driving i say today i may be dead…..

          we need to get better driving tutition, a better driving exam, i do not drive as i have not the confidance, but i have seen some dominican woman drive so bad, and men the same.

    Yes Prissy no one leaves their home with the intention of causing an accident. But, when you decide to overtake, isn’t that intention? When you decide to overtake without taking saftey precautions, isn’t that intention to go into a dangerous situation?

    You mentioned that you do not know anyone involved in the acident and maybe that is why you cannot sympathize. Is always the innocent people going about their merry. good, clean lives that get afftected by the inconsideration of another person…

    Well Well well it is all good and well to say that no one leaves their home to go out and kill on the road. But when they drive with such speeds and over take on blind bents it is a bad as going out with a loaded gun and just shooting at rundom. They need to be lock up and throw the key away.
    Bikers riding on the back of a bike know what risk they are taking if their driver over takes on blind bends. It is the innocent driving around that blind corner not knowing that someone is aproaching on the wrong side of the road while they are over taking that will suffer or die. The answer is if you cannot see the road straight ahead DO NO OVER TAKE. We need to follow some road laws or pay the price in jail.

    I do not know any of the parties involved in this accident but we need to pray for all the families . This is a tragedy no matter how we look at it. Instead of criticizing let us all offer a word of prayer for all involved whether wrong or right.
    No driver leaves his or her home with the intention of killing anyone. As we all know accidents do happen. We all need to pay more attention when driving.
    Some of us act like we own the road and have no respect for the other drivers or pedestrians.

    Its understandable that some of you are hurting and obviously not responsible for your words. How can you live a life and say God has nothing to do with that? Are you serious? I can’t believe you could take God out of something/anything….

    …How come I never heard anyone saying send the bike riderz to jail for killing there passengers or persons who driving cars quickly and killing their passengers.

    And for those of you who are going to reply to me contemplate checking your background, number of times you have touched/ bounced a vehicle, the number of times you have fought with someone, number of times you may have lied, number of times you hurt someone. Because their are alot of consequences for wrong doing and just one of them is death. The biggest consequence to wrong actions is loosing your soul. Who is more likely to loose their soul: you or someone in an accident? You be the judge.

    Keith has achieved much more than you all ever will in your whole life, by clean actions and hard work and he derserves the respect for that. God bless him and the other families who are hurting.

      So because a man has achieved something in his life it’s OK for him to kill another for no apparent reason? That gives him an excuse to hurt so many people? Keith is not the only one who has achieved something in his life so don’t get into irrational debates that you cannot substantiate with logic (that is so typical Dominican to use accomplishments to bolster your argument as if it m… He may have been a great guy… DId you see the damage to the cars? That was no 20 km an hour colision… We are humans and yes we all make mistakes. I can’t speak for anybody else, but I own up to my mistakes when they are apparent and my actions have never caused the death or another. If you want to argue this on a religious basis, then I can find multiple passages in the Bible to back me up.

      This is a call to action to prevent this from happening again.

    My deepest sympathy goes out to the family of Grace. May God grant you the strength that you need to go though this tough time. Giselle, I don’t know you but pray that you will pull through this.

    This accident is just a warning to all of us drivers … It’s something that we do often and needs to stop. We can be saving a lot of lives in that way.

    D/ca to the Bone you need to stop! There is nothing that can be done to bring back this poor girl and countless other poor girls and boys who die needlessly on our streets. But if the law comes down hard on this man it will deter the next idiot who decides the road is for him only. Do you understand that? If this man is sent to prison for a substantial amount of time and if he is made an example of, perhaps it wont be your sister or your mother the next time, or my nephew, or somebody else’s child. Do you get what I am saying. This Christian nonesense is making some of you people senseless. We have laws for a reason. They should be observed so that we don’t continuously bury our children. Period! We need to demand better from our citizens, not give them carte blanche to do as they please while we greive for our loved ones. NO!

    It is a very sad situation when we have so many young people involved in a tragedy… The other fact is that one other young person has lost her life and another is fighting. We express our condolences to family and friends and more importantly, we reserve judgement for God. It is not up to man to decide the fate of others.

    For the ones who continue to be judgemental, it is wrong. The reason it is called an accident is because it was not intentional. Try to focus on people who commit intentional crimes like robbery and murder. They walk away from the courts scot free. I have known Keith all my life. It is very unfortunate becasue he is a hard working gentleman who has achieved a lot in his young life. He chose to walk the straight and narrow path. He stayed away from drugs and violence. It is very sad.

    Keith, be strong and look to the heavens. Get a good lawyer and pick up your life. Keep walking with your head high.

    I am sorry for all those involve – If grace was a child of GOD then celebrate with her- she is in the bossom of her LORD and lives forever more. Giselle, i speak life to your body – i pray that the LORD’s hand will just touch her right now and i come against the spirit of death over her in Jesus’ name.
    Others who are involved, i pray that the hand of the LORD will be upon you to do you good and that you will become a better person as a result.

    With that said, when things of this nature occur don’t be quick to condemn. If any of you on here is HUMAN, then you are susceptible to like situations, whether deliberate or accidentally. Instead of passing judgement and wishing the worst on people involved, you should pray for them and for your family. For you have mother, father, sister, brother, children etc whom you love who are not immune to CAUSING accidents etc. So pray God’s protection upon them that they don’t end up in similar situation instead of judging others because your own judgment might just emerge from your own mouth – let your words be tools and not weapons – for tools are used for construction and weapons are used for destruction. If you can’t edify, don’t crucify.

    One man is on remand at the DSP for “buglary” where he illegally entered someone’s house without taking anything for it is alledged that he was caught “red handed”. Bail is set for him at $24,000 with reporting conditions and that he SHOULD NOT commit any offence whilst out on bail. How on earth … almost the same amount? It’s either somebody is not doing his/her job or somebody is REALLY OVER DOING IT!!!!

    it is a very sad situation for everyone involved. i cannot understand where is someone rushing too at that time of the morning… what was the rush, his house was not on fire; the airport was closed, so it was not a travel emergency; it was not a police chase… so where the heck he was rushing too?

    it is time drivers approach the road with caution. look now one person is dead and another is in Barbados fighting for survival. to all the families involve, seek God, trust Him and find comfort in Him. He does not make mistakes and He said He will never leave us nor forsake us! Trust God and be strong!

    giselle we are all praying for you asking God to protect you and help you pull through. My deepest condolences to Grace’s family. Grace was a very nice person loved to laugh she will be missed dearly. She was a child of God and i believe she’s happy in Heaven!

    To the driver i pray God’s mercies on you and you should not be given the opportunkity to drive another vehicle in your life. but God knows why things happen and why.

      Are you a driver? If so, then your license should be revoked. Are you saying that you drive dangerously sometimes?     MY FEELINGS TO THE FAMILIES OF THE YOUNG LADY WHO PASSED AWAY IN THAT TRAGIC ACCIDENT. ALSO THE REMAINING SURVIVORS.

    I have noticed that for the past decades, injured or sick Dominicans are flown to places like

    Guadeloupe, Martinique, Barbados and even Antgua. It’s time that we have our own fascilities to

    accommodate us down here instead of traveling to these islands. Let them come to Dominica instead. I pray that this will happen some day.

    Let Me Just ask! Is there such a thing called a deliberate accident? Could any of you who posted on this matter answer this!

    I mean I really can identify with the hurt that comes with what happened and I am so sorry that it did. The accident may have been a result of recklessness. But if there has been anyone of us who at some point in life has not acted recklessly then keep casting the first stones.

    I mean I am terribly sorry as I am sure this Bougouneau guy is. I would not like to be in this situation on either end. It is just an ugly situation. I am a driver to as many of you posting comments may be.

    I have at times made errors in judgment on the road through lapse in concentration that could have easily resulted in an accident were it not for the Good Lord.

    The situation is what it is “An Accident”. And I don’t think that there is something called a deliberate accident.

    The guy must be hurting and regretting to. So if it’s just by his frailty as a human that he made this mistake, then even through the hurt that it brought to so many including myself, let us nevertheless be humane and not condemn this man with no forgiveness in our hearts at all.

    I see it as an accident. Perhaps a careless one, but an accident nevertheless.

    In one way or the other an accident can happen to any one of us.

    God Bless the family of all those involved, may he give them grace to carry through and may he help the victims themselves according to his abundant love.

      maybe he wish he could have turn back the hand of time, but only in cartoon and soaps we see these things.

      in deathe what can u say to the relatives on the other end? hmmmm! on all sides its sad. this young man has a family who is about to lose him if we dont stop dose stupid comments, one in hospital and one in the morgue.

      enough already u people! ask the Lord to give u all a heart of flesh to forgive him. to all the family and friends of grace who are grieving. and release this young man. you will all feel better.

      If she has given her heart to the Lord, i know she doesnt want to come back in this sinful earth. she is in a better place and i know her mum and dad is certain of dat.

      you said careless..and that’s exactly it… How many more vehicular accidents have to occur before people start being accountable for their actions. And I’m not saying he did it on purpose, I am saying that we should stop doing what we want on these roads, which by the way are, as we know, are filled with windings and corners. So do you think that people should keep driving carelessly on the road and not be held accountable when an accident has resulted from that carelessness? I think not. It’s not fair, not when we are losing so many of our young people because of it.

    What happened to being innocent until proven guilty? Everyone deserves a fair trial. Wake up people…don’t be so quick to judge. I personally know quite a few of the individuals involved in this unfortunate incident and I sympathize with all. It is a tragedy, but let’s give the judicial system a fair and unbiased chance to run its course.

    May the family and friends of those involved hold on strong.

    it is really amazing. Right away them people in authority arrested and charged the guy from Salisbury, and he is out on bail….and people have guts to say justice in being served. Come on.
    Oh boy,,,i wonder why some people who caused death by dangerous driving on more than one occasion are still out there walking free.
    Name sake…is who you know and who know you…..that is how our justice system working.

      what amazes me is that someone can walk into a club and shoot someone point blank in the head and he gets the same charges as someone who were involved in a car accident> who are we to say that Bougouneau was the only one driving crazy cause i have driven on that road in the past and for the most part they all drive insane on that road.

    Are you serious? why grant the man bail after he killed someone my driving reckless… Dominica judicial system is really a joke man people get killed,rob,etc all the courts do is just grant bail and postpone cases…I wouldn’t be surprise if Mr, Bougouneau get vindicated of those charges…

      i dont believe this young man left his home with de intention of going to kill Gracie. (still cant believe she’s gone).

      if we say we must be more careful and eliminate our careless driving i can understand u.

      but trust me! i want have no idea who this young man is, but i want to believe that he must be going through a tough time.

      yes we are grieving over her loss but whatever the law states for this type of accidents justice i hope will prevail.

      but please! the guy family is reading and for his peace of mind i hope he not reading dese comments.

      lets not CONDEMN but realise none of us deserve to be on this earth. Can u believe Christ who is GOd didnt even come to earth to condemn. Man heart is so wicked He says, yet still we look at our fellow-men and condemn every move.

        The lord has nothing to do with this. Don’t you guys out there realise that driving a vehicle means 1. being responsible first to oneself and being accountable to others? Isn’t it high time that measures are put in place to ensure the safety of the citizens of Dominica? What is the traffic department doing? Are they just being paid salaries at the end of the month to be complacent? Where are the speed limits? Where are the road SIGNS? Where are the sanctions? My GOD, Dominicans please wake up!!
