This was only caused by SPEED and DARK TINTS! The driver never slowed down because he never saw the child. There is video footage of when the vehicle stopped some 100 feet away (approx.) at a high speed! The actual impact was not caught. The darkers on that vehicle is also too dark. (By the way, the authorities have yet to collect the video evidence from what I have heard)

When drivers heading north on that road leave the speed bump by Icho, they always speed up until they have to slow down by Sea Moon. So that stretch of road is like a race track: even overtaking happening there when this is a no overtaking zone.

The authorities should put a speed bump right there by the playing field.
