UPDATE: Man struck and killed by motor vehicle

Samuel Alie

A man was struck and killed by a motor vehicle on a section of Goodwill Road near the port in Fond Cole on Saturday morning.

The police have identified the man as 39-year-old Samuel Alie, also known as Blanc, of Boetica living in Church Lane, Goodwill.

Alie worked as a security guard at the Public Works Corporation.

The accident occurred around 6:00 on Saturday morning.

Police report that Alie was struck by a vehicle driven by Layne Royer of Massacre, who was driving on the wrong side of the road.

The police say Royer was driving an SUV, registered PE710, when he struck Alie.

Alie suffered multiple injures to his body and was pronounced dead upon arrival at hospital.

Investigations continue.

      This is a tough situation for both the driver and the victim’s family. There is no need for this needless negative comments. Anyone could be in a similar situation at anytime. The driver now has to live with this on his heart and mind so once again watch what you say, Rest in peace to the victim and keep the faith to the driver.

    We need a committee to go round our road network to make recommendations on speed limits, road signs, traffic lights, speed cameras and markings, speed bumps railings, cycle lanes, pedestrian walkways and car parks, legislation etc

    I can remember a few years ago when that man came to me for a job.. I trained that man and i have never regretted he would come to work at anytime you call him, he wished that there was another day in the week. he would not complain and would go any where you send him… this guy would never pass you straight and he would always ask you if you ok.. I saw this man about 4am looking out onto the road as he always does and it really broke my hear to hear that sad news..

    funny enough, i was in the same with lane early that night and he was somewhat different but looked happy… its really sad.. sometimes we see people and share a joke or a laugh but dont really know whats gona happen next so lets just pray for him and my alie rest in peace…..

      The sad part is, if there were no witnesses, the Police may not be able to determine who was right and wrong. According to this article, the driver was on the wrong side of the road. Was the pedestrian walking on the road or on the sidewalk, the side of the road? This has to be determined prior to making a decision and an arrest. I hope that the Police conduct a proper investigation. You know the saying, “Dead men tell no tales.” It is sad he lost his life.

      where I live it have street light seatbelt is a must and every day you hearpeople get hit on crossing line so what that not the proble,the problem people don’t like to take their time to drive, they believe the one infront of them is not briving fast enought so that way there is a lot of accident by dangerious driving

      for some people it is so easy to play the blame game. DA this and DA that. it is common sense to know that over taking on a street like that is risky. Drivers in DA tend to forget that when they decide to drive on the streets, they have a responsibility to pedestrians. It is the obligation of the drive to be totally aware of his surroundings. No seat belts, or street lights that will stop drivers from taking over recklessly. Drivers in Dominica are very ignorant to their responsibilities and risk that they take when they are driving. Look at the bus drivers It is so sad that Blanc had to go like this. pure negligence. when are we going to learn to grow up?

    These days there are too many vehicular accidents in Dominica which lead to injuries and deaths. Is this the price which is paid for new, improved, wide roads and progress in Dominica?
    This bothers me and makes me so sad that another life has been lost due to another vehicular accident.
    The driver was on the wrong side of the road. What was the matter with you driver?
    If the pedestrian was on the side of the road, not on the street, what caused the driver to hit him?
    Dominican pedestrians, please exercise safety and walk on the sidewalk. Drivers, please drive on your side of the road and cautiously – do not speed. If this is done, many accidents could be avoided.
    The Law will decide. I hope there were authentic witnesses, not only those who were in the vehicle with him, if any.
    My heartfelt sympathy to his family. May his soul rest in peace.

        why do u think the comment was ridiculous? it is was accident; he did not willfully killed the guy. what you have to ask yourself is y was he on the other side of the street; he could have a valid reason. we are not in any position on judge Layne; it was an accident. we don’t plan mistakes. so yes give him a break. it is hard for the family of alie, but u might be surprise that it may be harder for Layne when he has to replay this in his mind as long as he lives. all we have to do his pray for the family of the deceased and pray for Layne for guidance. Layne what you have to do is go to the family; be there with them and ask for there forgiveness and also ask god for forgiveness.

      I totally agree. Drunk drivers should pay the price for wreck less driving. The authorities need to move forward on this drinking and driving issue here. Wreckless drivers do not loose their drivers license, do not go to jail….its incredible. So many accidents and the drivers go free. Time to put a stop to this. I hope the driver pays the price for taking this innocent man’s life,

        First and foremost, heartfelt sympathies to the family of the deceased. I pray that the Lord will grant you strength and comfort at this time. It is painful to lose a family member in any way. Just hold on to each other, the memories of who appears to have been a well loved and friendly gentleman.

        Second, when I visited Dominica recently, I found that even the bus drivers would have a shot of something while waiting for patrons at the bus stand. Those who would go to the country side had a longer wait and had the opportunity to consume more drinks. In addition, I also noticed that some drivers (bus and private) during the seasons would drive with their drinks in hand and literally “drink and drive”. There were also instances where police officers are drinking with them and make no big deal of them getting behind the wheel and driving unsuspecting individuals to their destinations.

        I guess what I am saying is if law enforcement does not uphold it, if it is not legislative in fact, if there is no precedence set, then absolutely nothing that will be done and more lives will be lost.I do hope though that the law or some group, agency or even the family of this young man takes this matter further than his funeral and seek some sort of justice. Not just because they lost a loved one but also because this level and attitude of inconsideration and immaturity needs to stop.

    That particular stretch of Goodwill Road is known as Tamawen, on account of the row of large tamarind tree that once lined the road. Many a life has been lost on Tamawen due to traffic accidents (Possiby the stretch of road in DA where the highest number of fatal traffic accidents have occurred; maybe second to under the Canfeield Cliff up till 1989.. the year when the authorities introduced the NO OVERTAKING Regulations and lanes under the cliff)).

    Condolences to the family of Blanc – who I do not know – and to the driver of the vehicle (and his family), all I can say is hold strong, because we talking of manslaughter now.

    So sad to hear of another senseless death. May the Lord comfort the hearts of the grieving family. My heart also goes out to the driver and his family…only God knows what they are feeling at this moment. I read the comments of many people slamming drivers and YES! daily I see lots of irresponsibility on the part of drivers and wonder what will it take to get through to us that this reckless disrespect for other drivers and pedestrians must STOP. This is not the case in this incident but pedestrians also need to exercise caution. They step into the road in areas that are so busy sometimes without looking up or looking down, yet still, the drivers always takes the blame. So, both pedestrians and drivers need to be more considerate of each other because most times innocent people are the ones who lose their lives. Again sympathies to the families involved.

    Safety is not a priority in Dominica. We seem to prefer attepting to cure than to prevent. What we need to realize is that the time, and money spent into prevention at all levels in this country , is going to save us alot in the long run.
    Personal safety is important, and hence the state should enforce it. The state will spend less in the long run.
    Let us commence with the traffic department:
    wearing of seat belts
    wearing of helmets
    speed limits
    maximum of 48 hours parking on public road for any wreck/derilict vehicle
    no littering
    and strict penalty any time the laws are broken

      Believe it or not, there is a wide median separating the two lanes. The streetlights are erected on that median. Best the driver had ram himself into a streetlight – that would be easier to understand.

      In addition there used to be markings for the waiting lane (when turning off the highway or onto the highway) but since the new paving it has not been restored. Also the median is the same level with the road, It was previously elevated however due to new road works (Which to this day I still don’t understand for that particular stretch) the road was beefed up to meet its level.

    Our Family is Holding strong.
    No one wants to lose a relative in such a tragic way. Its even worse when you consider that this could be avoided if the driver was on the correct side of the road. But we cannot change the hands of time. We can move on by forgiving the person who hit and killed him. We cannot promise that we wont seek compensation for our loss and pain. But those of use who are Christians are quite aware that this man is alive, unlike Blah, that he needs forgiveness and he needs to move on with his life. I feel for him. Knowing Christ makes a difference so I hope he finds comfort in Christ.

    Driver, I am only one family member. I forgive you and you can be assured that I will encourage the others to forgive you too.

      You should comprehend that a loss of life occurred through his negligence. No one can bring back this precious life. Therefore, at this point, it is impossible for anyone to have consideration for the driver who was driving on the wrong side of the road, probably intoxicated or that he thought the road belonged to him and since it was early in the morning.
      Let the family go through their grieving process. After all is said and done, maybe they could forgive him or others could forgive him.
      First of all, he must extend his sincere apology to the family. It is left to them to forgive him. I reiterate that a family member died due to driver negligence. For the time being expect no more from anyone.
      I do not know the departed. Even from afar it upsets me that a life is lost due to driver negligence. Too much of this is occurring, not only in DA but where I reside in Toronto and elsewhere, other countries of the world. Consider the grief, hardship of those who are left behind. If he has children, they are without a father. Therefore have a heart for the departed and the grieving relatives. You extend your sympathy to them. This is first and foremost.

    driver didnt fall asleep…there is one important factor which is missing….without this all fault is on the driver…no one can dispute that…but the young man said a vehicle made a sudden stop either to allow someone or vehicle to cut across…his first reflex was to sway away to avoid the vehicle…which would place his either in lamp pole or on the right lane where he ended up…he then hit something which he later realised with a person….

    while dominicans are ooohhhh so quick to judge….every driver can have a day like this…no one sets out to go driving to try to kill someone…but accidents do happen…heart felt sadness goes out to “BLANC” you kept everyone smilling….also to the driver lyn royer….while you must accept responsibility…i urge you to keep your sanity….i saw your condition on the scene and you need to do some praying young lad.

      Agree fully!!!!! People don’t ask they simply make statement – “he was drunk” etc. Facts at times like this answer the questions of doubt.

      I sympathize with the family of Mr. Alie as no one was expecting such news on a Saturday morning about their beloved. I also sympathize with the family of Layne, for they too did not anticipate such a dreadful position in their lives.

      May both families be able to find the strength to go through this ordeal.

        The Police should have given the driver breathalyzer test. Drivers must be cautious, whether they are stopping or driving. If the driver ahead made a sudden stop, then that driver should be held accountable for the accident and his death. On the other hand, the driver who killed him should have kept a certain pace behind that driver so as to avoid a collision and killing the man. He is deprived of his life. Is this not a serious matter to you? They drive too fast. There is no excuse.
        THIS GETS ME ANGRY! WHEN ARE DA DRIVERS EVER GOING TO LEARN TO DRIVE SAFELY? IN RECENT MONTHS MANY ACCIDENTS OCCURRED AND DEATH ENSUED.
        Let us make no excuses for reckless drivers. Know that God is annoyed/angry with reckless drivers who injure, maim and kill people. They will be answerable to God for they have taken a life. It isn’t as if the man walked in front of their vehicle. Do not think that they will escape God’s just recompense as they deserve. DRIVE SAFELY, PERIOD!!! Some of them should not have been given a driving license; they should not be driving.

What bugs me is how long the young’s man body was lying in the road before Paramedics or police showed up at the scene , after the body laid there for more than 45 mins it was moved before the police got there , How they carry out investigations in Dominica is just very sad !!

    My greatest concern for this area is that the road should never have been raised to the level of the median. As a driver, I have seen it time and time again where drivers heading in a northerly direction from Ma Boyd’s bar just turn right and head into a southerly direction, all because the median is the same height as the road.

    My sympathies goes out to the youngs man family. HOWEVER I must say as a driver I noticed that in that area by the port, it’s very easy to hit a pedestrian at nights. I am not sure what happened in this case here, but more street lights needs to be placed in dark areas such as this one. I passed this area just Friday night and if another vehicle didn’t give a reflection of the pedestrian I could be on dno too. A brighter light or some sort of traffic sign should be placed there.

    And i must say Dominicans believe because the pedestrian crossing line is there, they can cross at anytime (night or day). But that’s wrong you and the driver need to have some sort of eye contact then pass. It’s time they put some more street lights in that area or more people will get killed.

        So true about the lamp posts showing as persons at night. Maybe the lights, though solar could be brighter. That is not to say that was the case in the circumstance of Alie’s death. Whatever the reason , there is sorrow on both sides. I sympathise with both families.By the way there is supposed to be a pedestrian crossing in fron of Public Works.       Traffic light is not the issue in this case when someone chooses to drive on the opposite side of the road which is meant for another direction traffic that is just negligence. i was driving down one evening from roseau and a car took the other lane which is meant for vehicles coming up into roseau.

    please, traffic dept. place a round a bout at public works intersection and at DBMC intersection and then seal off thta pavement between the lanes. im sure we will reduce accidents in the area. Poor design of road by engineers.

      Nothing to do with poor road design my friend. Is poor driving and poor vehicle maintenance all the time. Driving instruction and getting licence in Dominica is a joke. How many instructors qualified ? How many of the “lesson” vehicles have dual controls? How many of these vehicles are in sound condition? Is there even a standard test and how qualified and independent are the examiners? Do we test drivers for eyesight for example. I’m sure there are plenty that can not see properly and are a hazard on the road.

        Give me a break! Necessary measures being in place is no guarantee of 100% success but we cannot deny that mishaps will be greatly reducd since persons will naturally be more recignisant. I very much doubt some will overtake or drive on the wrong side of the road knowing that lights are ahead. With these in place niw, we can really sanction the law breakers.     I have recently returned to Dominica and, it sickens me to the stomach how a lot of our drivers thick this is a game, (I mean the privilage to drive on the road). Well, I am asking for the police assistance and this is a plea to the Police Commisioner a man I played cricket with to have his men take action to protect the citizens of our beautiful country against the use of vehicles as weapons to inflict suffering on pedestrians. My writing today is straight and direct because I need the police to act against what I see is a dangerous patern in Dominica. Too many drivers drink excessively and drive. I mean what in the world was this man thinking to be on the North Bound Side when he should have been on the South Bound Side. I am not happy because as we say in local palance after 9 nights the dead is forgotten and I do not want us as a people to forget today is Alie, but tomorrow it can be anyone of us. In fact the police needs to have certain areas with traffic police ticketting drivers for reckless driving. I was struck today by someone asking for sleeping police in the area when clearly even government can benefit from this reckless driving from the ticket revenue as oppossed to the wear and tear on vehicles. Let us come together and lobby the government as citizens against reckless drivers endangering our lives as we go through our daily routine and consequently have safe and respectful drivers. How many more people need to die in this painful way for us to take action. It is everyone business so let us act today.

      We need not call on the commissioner of police,but on the minister of national security to help us save lives in this country.It is high time we implement field sobriety test for all drivers involve in motor vehicle accidents.It is more than time to double the number of patrol cars and officers throughout the country.Finally please establish a traffic court dedicated soley to dealing with traffic accidents and other traffic related matters.Oh by the way please increase the fine for all traffic violations by 100% and make it mandatory for anyone causing death by dangerous driving to spend a term of not less than 10 years and not more than 15 years behind bars at the state prison with hard labour too.

Drivers must follow the driving laws, no crossing solid lines, follow posted speed limits, and drive on the correct side of the road, do not drive while intoxicated, nor under the influence of drugs. Keep ourselves in check for the safety of ourselves and the benefit of other drivers and pedestrians. We shouldn’t have people whipping us to do what we know we have to do.

    There is a deeper spiritual issue with the number of fatal accidents on that general stretch of road. The many innocent Africans (Maroons) who were slaughtered and exposed in that general area from Fond Cole to DBMC building. Ask Dr. Honychurch, he shall confirm this. We need to appease the souls of the faithful who have fallen in the series of tragic moments. Until such times, the accidents will continue and innocent souls will be snatched up as embodiment of the spirits who need to rest.

What can be so important that a driver think that it is okay to take over there to get to whereever he needs to go. We need to have trafic controller positioned in certain places in DA.     We stray so much from a topic. Tnere was an accident and a man died. The person who caused the accident. The speed limit in a communty/village/town is 20mph. The speed limit on a highway is 40mph. We want to drive at top speed,and then blame everybody else for the accident. Well we need to obey the rules of the road.

    Yes… There is a need for police patrols everywhere in Dominica, because we drivers do too much nonsense on the road. Some driver actually cut across an incoming vehicle, and just slow down infront of the vehicle. These things happens like is a game in Dominica. I have travelled to different countries, and people drive to get to where they are going, and they don’t play on the road, but those very same people who travel abroad return to Dominica and form the royal a… on the street. But the will never do that overseas because they kow they will be killed or something.

    Stop blaming the government when an accident happens, and OBEY THE TRAFFIC RULES. Use the HORN to warn somebody, not to say hello to your friends. Some drivers in Dominica are too AAOGANT and it is those selfish drivers that cause more accidents. May Jehovah God have mercy on us and save us from these tragedies.

    the solution is to put roundabouts, failsafe, cheap to make and proven to produce less accidents than traffic lights or cross roads

    This area has been and continues to be dangerous and our drivers will not slow down and drive with caution. Time for the police to begin road watches and give tickets to dangerous drivers. The road from Fond Cole to Canefield is now a death trap under the cliffs with some of the craziest driving.

        I witness one guy from St Joe died there in the 60’s, he was employed with PWD this was so sad, this area need God’s intervention, too many souls wondering in this area, this area is always a death trap

    Time for traffic lights, labour just wanna see more red.
    Next level should be coming out of the dark ages.
    Check me for proper solar traffic lighting system controlled from police headquarters.
    Plus there was an accident there yesterday.
    Cmom Dominica open your mouth and say your own life, I bet this individual wished we had.
    I have the solution to traffic problems at lunch time, not to mention the head on collisions under canefield cliff that will arise.
    We Dominicans have talented and educated individuals here, don’t send money to another country when it’s here already.
    Only a smart financial officer would know that suicide.

      But, but what is wrong with you people. do you have to involve politics in everything? street lights where? if they put street lights and the place get congested then i’m sure you going to scream politics again. ever stopped and think of WTH the driver was doing there? when the road broke into a one lane a few seconds ago. Dominica drivers playing stunts on the road, switching lanes like mad. we need help in this land, each and every one of us need to inspect our self and stop blaming every body else…, and stop coming on dno and post foolish comments, if you have nothing good a valid to say shut up. there are people reading these pages. if you want to embarrass yourself do so and leave Dominica out.
