At least 200 dead, scores missing after quake, tsunamis devastate Japan

TOKYO (BNO NEWS) — A series of enormous earthquakes struck off the Pacific coast of northeastern Japan on early Friday afternoon, seismologists said, generating huge tsunamis that devastated coastlines and has prompted tsunami warnings for dozens of countries.

The initial 8.9-magnitude earthquake at 2.46 p.m. local time (0546 GMT) was centered about 130 kilometers (80 miles) east of Sendai in Japan, on the nation’s main island of Honshu. It struck about 24.4 kilometers (15.2 miles) deep, making it a shallow earthquake, according to the United States Geological Survey (USGS).

The USGS estimated that approximately 2.1 million people would have felt severe shaking, which could result in heavy damage. Another 50 million could have felt strong to very strong shaking. It is one of the largest earthquakes in recorded history.

Numerous large aftershocks struck soon after, the largest being a 7.1 on the Richter scale. One of the aftershocks, which had a 6.8 magnitude, struck only 67 kilometers (42 miles) northeast of the capital of Tokyo.

The Japan Meteorological Agency (JMA) immediately issued a tsunami warning, and large tsunamis could be seen hitting northeastern coastlines and regions near Tokyo, submerging entire cities and villages. In Tokyo, where people fled from buildings, fires were seen burning and clouds of black smoke were rising above the city’s skyline.

CASUALTIES AND INCIDENTS — JAPAN

At 3.50 p.m. local time, a tsunami surging higher than 7.3 meters (24 feet) struck Soma Port in Fukushima Prefecture of Japan, sweeping away houses and cars, broadcaster NHK reported. It said similar tsunamis struck other regions, swallowing cars and buildings.

Shinkansen bullet trains remain out of operation across most of the country, NHK said, while the Kyodo news agency said a passenger train is missing in the Miyagi area. Narita Airport in airport has partially reopened after it was closed for hours, but more than 13,000 people remain stranded. Other airports remain closed.

According to broadcaster the Kyodo news agency, at least 200 to 300 bodies have been found in Sendai city, while dozens others were reported to have been killed in other areas of Japan. Miyagi police also told the Kyodo news agency that a ship carrying more than 100 people was washed away by a tsunami, without providing more details.

Japan has also issued a ‘state of atomic power emergency’ and ordered nearly 3,000 people near the Fukushima No. 1 power plant to evacuate, although officials said there are no radiation leaks. Officials said the plant suffered a mechanical failure in its backup power generation system to supply water needed to cool down the reactor.

Meanwhile, Japan has formally requested help from the U.S. military. It is expected that other nations will also be called in to assist.

INTERNATIONAL TSUNAMI WARNINGS/INFORMATION

The Pacific Tsunami Warning Center has issued a tsunami warning for Japan, Russia, the Marcus Island, Taiwan, Yap, the Philippines (1), the Marshall Islands, Belau, Pohnpei, Chuuk, Kosrae, Indonesia (2), Papua New Guinea, Nauru, the Solomon Islands, Kiribati, Tuvalu, Vanuatu, Tokelau, Wallis and Futuna Islands, Samoa, Cook Islands, Niue, Australia (3), Fiji, New Caledonia, Tonga, Mexico, Kermadec Islands, French Polynesia, New Zealand (4), Pitcairn, Guatemala, El Salvador, Costa Rica, Nicaragua, Antarctica, Panama, Honduras, Chile, Ecuador, Colombia and Peru.

(1) = The Philippine Institute of Volcanology and Seismology (PHIVOLCS)has canceled its tsunami warning after only small tsunamis were observed, causing no significant damage. “PHIVOLCS has received reports of sea level data from the National Mapping Resource Information Authority, indicating minor sea level changes or the arrival of unusual waves in some areas,” it said in a bulletin. “The current trend of observed wave heights suggests that the threat of a hazardous tsunami has passed.”

(2) = Indonesia’s seismological agency has canceled its tsunami warning after small tsunamis were observed, but caused no damage.

(3) = The Joint Australian Tsunami Warning Center itself has not issued a tsunami warning, saying there is no threat.

(4) = The New Zealand Tsunami Expert Panel has issued a tsunami marine warning only, saying there is a threat of strong and unusual currents with unusual wave activity possible at the beach. There is no land threat.

The Hong Kong Observatory said there is no threat to its region. “The earthquake has generated a tsunami which affects the Pacific. However, it is unlikely that Hong Kong and the neighboring coastal areas will be significantly affected,” the Observatory said in a statement. “The rise in the local sea level is expected to be less than half a meter, which is much lower than the normal day-to-day tidal variation of about one meter.”

U.S. AND CANADA TSUNAMI WARNINGS/WATCHES

The West Coast and Alaska Tsunami Warning Center has issued a tsunami warning for the U.S. states of California and Oregon from Point Concepcion in California to the Oregon-Washington border. A tsunami warning is also in effect for the coastal areas of Alaska from Amchitka Pass to Attu.

The West Coast and Alaska Tsunami Warning Center has issued a tsunami advisory for the coastal areas of California from the California-Mexico border to Point Concepcion, California. A tsunami advisory is also in effect for the coastal areas of Washington, British Columbia and Alaska from the Oregon-Washington border to Amchitka Pass, Alaska.

The Pacific Tsunami Warning Center has issued a tsunami warning for Hawaii, Wake Island, the Northern Marianas, Midway Atol, Johnston Atol, Howland and Baker Islands, Palmyra Atol, Jarvis Island, and American Samoa.

Small to medium-sized tsunamis were affecting Hawaii by 3.30 a.m. local time and continues hours later, but there were no immediate reports of damage and the threat appeared to have mostly passed.

In San Mateo County, California, officials ordered to evacuate all beaches and low-lying coastal areas. “If possible, leave the coast,” a county alert said. It said four shelters had been opened to receive evacuees.

In Oregon, Governor John Kitzhaber said he is in regular contact with the state’s Emergency Management staff. “I am closely monitoring the situation and urge Oregonians along the coast to heed Tsunami alarms and follow instructions from public safety officials about heading to higher ground,” he said, adding that his thoughts are with the people of Japan.

The Provincial Emergency Program of British Columbia, Canada said it believed a “low level tsunami” could affect its coastlines. “[It] could impact marinas and other coastal infrastructure or create strong currents in harbors and isolated coastal areas. Local governments in these zones are advised to activate their emergency plans and to immediately evacuate marinas, beaches and other areas that are below the normal high tide mark,” a statement said.

Meanwhile, the Pacific Tsunami Warning Center has lifted the tsunami warning for Guam. Guam Governor Eddie Baza Calvo has reopened local roads and has canceled evacuation orders for residents of low-lying areas.

“Public beaches will remain closed until an assessment is made and completed on the beaches. The assessment will start at day break. The beaches will remain closed pending authorities’ clearance and further notice,” a Guam government statement said.

“I want to thank everyone for their patience tonight. We are so blessed no tsunami affected our island. But, our neighbors in Japan were not so fortunate,” Calvo said.

INTERNATIONAL RESPONSE — UNITED NATIONS

At the United Nations in New York, UN Secretary-General Ban Ki-Moon offered his “deepest sympathies and heartfelt condolences” to the Japanese people. “The world is shocked and saddened by the images coming from Japan this morning,” Ban said.

“Japan is one of the most generous and strongest benefactors, coming to the assistance of those in need the world over. In that spirit, the United Nations stands by the people of Japan and we will do anything and everything we can at this very difficult time,” he added.

Ban added that the UN’s Humanitarian Coordinator’s office would assess the situation and mobilize humanitarian assistance and disaster risk reduction teams as soon as possible.

INTERNATIONAL RESPONSE — QUEEN ELIZABETH

Queen Elizabeth II, in a message to Japanese Emperor Akihito, said she was saddened to hear of the “tragic loss of life” caused by the earthquake. “Prince Philip joins me in extending our heartfelt sympathy to Your Majesty and the people of Japan. Our prayers and thoughts are with everyone who has been affected by the dreadful disaster,” the Queen said.

INTERNATIONAL RESPONSE — UNITED STATES

U.S. President Barack Obama offered his and his wife Michelle’s “deepest condolences” to the people of Japan, particularly those who have lost loved ones in the earthquake and tsunamis. “The United States stands ready to help the Japanese people in this time of great trial. The friendship and alliance between our two nations is unshakeable, and only strengthens our resolve to stand with the people of Japan as they overcome this tragedy,” he said.

He added: “We will continue to closely monitor tsunamis around Japan and the Pacific going forward and we are asking all our citizens in the affected region to listen to their state and local officials as I have instructed FEMA to be ready to assist Hawaii and the rest of the US states and territories that could be affected.”

According to Japanese media, Obama had a telephone call with Japanese Prime Minister Naoto Kan. Details were not immediately released, although Obama is expected to address the issue during a news conference later on Friday.

U.S. Secretary of State Hillary Clinton said the United States is “closely monitoring” the tsunamis that may impact other countries. “The U.S. Government has offered immediate disaster relief assistance, and we are working closely with the Government of Japan to provide additional help,” Clinton said. “Our consular officers in Japan and in the United States are working to gather information and assist U.S. citizens in Japan who may have been affected by the earthquake.”

She added: “The United States is an unwavering friend and ally of Japan, and we are committed to helping Japan respond and recover. Our thoughts and prayers are with the people of Japan during this difficult time.”

Meanwhile, in the European country of Moldova, U.S. Vice President Joe Biden said America’s thoughts and prayers are with “our friends in Japan” who suffered a “mega-earthquake.” “We, the United States, stand ready to do anything we can to help our Japanese friends as they deal with the aftermath of this tragedy,” he added.

In addition, the U.S. State Department has issued a travel alert for Japan in wake of the earthquake. “The Department of State strongly urges U.S. citizens to avoid tourism and non-essential travel to Japan at this time,” the alert said. “Tokyo airports are currently closed; other airports in Japan may be closed or have restricted access. Public transportation, including trains and subways are closed in the Tokyo area, and service has been interrupted in other areas. Many roads have been damaged in the Tokyo area and in northern Japan.”

INTERNATIONAL RESPONSE — UNITED KINGDOM

British Foreign Secretary William Hague said the UK government is in contact with the Japanese government. “I have asked our Ambassador in Tokyo to offer all assistance we can as Japan responds to this terrible disaster,” Hague said in a statement,

“Our Embassy and Consulates-General across Japan are in touch with local authorities and making contact with British Nationals to provide consular assistance. We have set up a crisis centre in the Foreign Office to co-ordinate our response and offer advice to anyone concerned about relatives or friends in Japan. We are not aware of any British casualties at this time,” he said.

He added: “Following tsunami warnings across the region our Embassies and Consulates are preparing to provide assistance. Rapid Deployment Teams are ready to travel immediately to the areas of most need.”

Meanwhile, UK Prime Minister David Cameron has asked the British Government to look at how it can help those affected by the earthquake in Japan. “Everyone should be thinking of the country and its people and I have asked immediately that our Government look at what we can do to help,” Cameron said in Brussels where he was attending an emergency summit of EU leaders to discuss the crisis in Libya.

INTERNATIONAL RESPONSE — EUROPE

European Parliament President Jerzy Buzek offered his “deepest condolences” to the people of Japan and to the families and friends of the victims. “We stand by the Japanese people and government,” Buzek said, calling it an “unimaginable tragedy.”

He added: “I am convinced that thanks to the high standards of buildings and infrastructure as well as the preparedness of the Japanese people damages and casualties have been minimized.”

The European Council also expressed its “great concern” upon learning about the earthquake. “We express our condolences and support to the governments and the people affected. In addition to national responses, we have asked the High Representative and the Commission to mobilize all appropriate assistance,” it added.

Meanwhile, the Organization for Security and Co-operation in Europe (OSCE) extended its condolences and solidarity with Japan, said OSCE Chairperson-in-Office, Lithuanian Foreign Minister Audronius Ažubalis. Japan is an Asian Partner of the OSCE.

“I was shocked at the news of the massive earthquake and the subsequent tsunami which struck north-east Japan today, resulting in hundreds of people killed, many injured, and causing major material damage,” Ažubalis said. “I extend my deepest condolences to those who have been affected by the terrible natural disaster, and offer my sympathies to the Japanese people and the Government. The victims, their families and the people of Japan are in our thoughts.”

INTERNATIONAL RESPONSE — RUSSIA

Russian President Dmitry Medvedev has declared a state of emergency for the Kuril Islands and the Sakhalin Region of Russia and said in a statement that “we are ready to come to the aid of our neighbors and assist them in the disaster relief effort following this major earthquake.”

He added: “The authorities there must take all necessary measures to prevent damage and, above all, protect people’s lives, because we know that large tsunamis have already struck and in part have reached our shores too, and so we all must be as prepared and united as possible now. I instruct the Emergencies Minister to file for my approval the disaster relief assistance proposals.”

Medvedev also sent a telegram to Japanese Prime Minister Naoto Kan, saying he was saddened to hear about “the natural disaster that has befallen upon Japan.” “Please convey my sincere condolences to the bereaved families and my words of support to the victims. Russia is ready to render any necessary assistance to Japan in overcoming the consequences of this tragedy,” the Russian President said in his telegram.

INTERNATIONAL RESPONSE — AUSTRALIA

The Australian Government has expressed its deep sadness and condolences to the Government and people of Japan. “Australia stands ready to provide Japan with whatever assistance required,” the Australian Department of Foreign Affairs and Trade (FAT) said in a statement.

DFAT said there is no major damage to the Australian Embassy in Tokyo or the Australian consulate in Sapporo. “We can confirm that all embassy and consulate staff have been accounted for and are safe,” DFAT said.

It added: “There are 45 Australians in these regions who are registered with the embassy but the actual number of Australians in the area is likely to be substantially higher. We are attempting to reach registered Australians to confirm their well-being.”

The DFAT crisis center has been activated in Canberra and the embassy in Japan has activated its crisis plan.

INTERNATIONAL RESPONSE — CHINA

Chinese Foreign Ministry spokeswoman Jiang Yu said the country is ready to send rescue and medical teams to Japan, the state-run Xinhua news agency reported.

INTERNATIONAL RESPONSE — IRELAND

The Irish Department of Foreign Affairs has activated its Consular Crisis Centre to deal with public queries relating to the earthquake in Japan and associated tsunami. The dedicated call line is 01-418 0233.

INTERNATIONAL RESPONSE — NEW ZEALAND

New Zealand Prime Minister John Key said he watched “with horror” at the scenes of devastation in Japan. “Japan responded to New Zealand’s own tragic earthquake with enormous support, and we are ready to help our friends in Japan at this time of need in whatever way we can,” he said in a statement. “Our deepest sympathies are with those who have been caught up in this most terrible event.”

Meanwhile, New Zealand Foreign Minister Murray McCully has expressed deep concern and sympathy to the people of Japan following the earthquake. All New Zealanders are concerned to learn of this major quake which has caused extensive damage. Our thoughts are with the people of Japan at this moment as they endeavour to respond to this disaster,” Mr McCully said.

He added: “Japan has stood by our side in our time of need in the weeks following our tragedy in Christchurch. Our hearts go out to our friends in Japan.”

The New Zealand Embassy in Tokyo said it is checking the whereabouts and safety of New Zealanders thought to be in the four most affected prefectures of northeast Japan. New Zealanders who have concerns about family in northeastern Japan can contact the New Zealand Ministry of Foreign Affairs and Trade on 0800 432 111 or overseas from +64 439 8000.

INTERNATIONAL RESPONSE — THE PHILIPPINES

Philippines President Benigno Aquino III sent a letter to Japanese Prime Minister Naoto Kan to express his condolences. “It is with great sadness that we learned of the massive earthquake and tsunami that devastated Japan a few hours ago, causing a great deal of loss and damages,” the letter read. “The Government of the Republic of the Philippines and the entire Filipino nation join me in expressing both our most profound condolences and sympathies, as well as our solidarity with Your Excellency and the people of Japan, as you strive to cope with this tragedy whose devastation, it pains us, are still unfolding.”

Aquino said the Philippine Government is standing ready to extend any support and assistance within its capability. “Please accept, Excellency, the renewed assurances of my highest esteem and consideration,” he added.

Meanwhile, Rear Admiral Alexander P. Pama, the Flag Officer in Command of the Philippine Navy, said that it has put its Disaster Response and Rescue Teams (DRRT) on alert status. The DRRTs are prepositioned around the country and can be deployed to help the Japanese government.

INTERNATIONAL RESPONSE — CHILE

Chilean President Sebastián Piñera appealed to people to stay calm while Chile remains on a tsunami warning. He added that the priority is people’s safety and to maintain the normal functioning of society.

“President Piñera has expressed his solidarity with the Japanese authorities and the Japanese people, noting that the Chilean government will provide all possible assistance as Japan did for our country in the aftermath of the earthquake on February 27 last year,” a government statement said.

INTERNATIONAL RESPONSE — PAKISTAN

Pakistani Prime Minister Yousaf Raza Gillani has sent a condolence message to the Japanese Prime Minister, saying he was “deeply disturbed and shocked” to hear about the loss of life and devastation in Japan. “The people and the Government of Pakistan stand in full solidarity with the Japanese people and Government at this hour of grief and tragedy. Our profound condolences to all those who lost their loved ones,” Gillani said.

He added: “We stand ready to help, in any manner, to alleviate the suffering and assist our Japanese friends to overcome the effects of this terrible natural calamity.”

INTERNATIONAL RESPONSE — SRI LANKA

Sri Lanka President Mahinda Rajapaksa, in a message to Japanese Emperor Akihito, expressed his sympathy and said “we pray for solace for those affected by the disaster and for the rapid recovery of the Japanese people and nation.”

“Along with the rest of the globe, the people of Sri Lanka and I have been watching with sorrow and anguish the destruction brought about in Japan by the earthquake followed by a tsunami,” Rajapaksa said in his message.

He added: “We are aware that due to their nation being located in an area of the world especially vulnerable to this kind of natural phenomenon, the Japanese authorities have taken the maximum measures to prepare for and mitigate the consequences of such a disaster. We also know that the Japanese people possess incredible resilience and courage, which has enabled them to overcome always the greatest of destruction and continue on the path of national progress.”

His message concluded with: “Japan is a very close and dear friend of Sri Lanka. At this moment of challenge, our thoughts are with Your Majesty and your people. We pray for solace for those affected by the disaster and for the rapid recovery of the Japanese people and nation.”

    It was with sadness when I awoke and heard the news on CNN, one of my favorite news channels. An earthquake of that magnitude spares very few people. Obviously, there will be hundreds, if not thousands of death. Those who are destined to vacate the world will vacate it. It is beyond their control. Their time was up.
    My heart went out to those Japanese people as I pray for them. As of now, we do not yet know if any foreigners died or were injured.
    Imagine going about your business, be it in your home and such a thing occurs, people being struck, properties damaged, destroyed, numerous injuries and death ensue. This is no easy matter to see, experience and bear. The aftermath is bad enough.
    It was something to see how the tsunami – water, thick with mud, debris and material objects, houses, vehicles and other moving slowly and taking everything in its path. It is like it looked natural and normal, working its way slowly and taking its good old time as if it owned the area and is something which it does consistently. This one was surely different.
    The other tsunami a few years ago came rolling and roaring swiftly with huge waves and also devasted the low-lying areas in those countries. It destroyed and damaged buildings with loss of lives.
    Years gone by we heard of earthquakes but not tsunamis at the time of earthquakes or after. It leaves us to wonder what is going on? What is happening in the world and to the world?
    As much as the government prepares nationals for these disasters and houses are constructed to withstand them, I doubt that when such disasters strike those buildings will be able to withstand the pressure. It is humanity against disasters. Disasters are stronger than human beings.
    Last year in June, Toronto experienced an earthquake which originated from Quebec, Canada to Toronto and wound its way to some parts of the US. It measured 5.0 on the Richter Scale. This is the strongest earthquake which I felt in Toronto.
    I was alone indoors, in front of the kitchen sink and had just finished making a salad. I thought that I will clean and peel some carrots, mince them and place them in the salad (I love carrots). All of a sudden I noticed the wall and sink moving/swaying. I wondered what was going on. I looked behind me to see the fridge and stove moving; also a stand which I had in the hallway. Somehow I got the inkling that it is an earthquake. I got scared and began praying especially to Our Lord Jesus Christ, The Divine Mercy. Later it subsided. Thank God!
    My plan was to go out later. I stayed put, as the saying and listened to the TV news. I did not go out until late afternoon. The following day and next day I was somewhat nervous and shaky from this experience.
    The TV was on CNN as President Obama was talking. I quickly switched to a local TV Station to see people being interviewed. They were talking about the earthquake, where they were when it struck and of their experience.
    This is not the first time since I resided in Toronto that earthquakes occurred. It is the 4th time. I thought that I am residing in an earthquake zone. The earthquake always originates from Quebec. I am wondering if another occurs it may be more forceful. God help us.
    I thought, is there a safe place in Toronto or Canada for that matter or elsewhere in the world that is protected from such disasters? In winter we could have blizzards/snow storms, high winds, flooding and some bad ones with power outage.
    Montreal has had its fair share; likewise east and west Canada. Those storms could be really bad.
    In summer there are tornadoes.
    A few years ago in summer there was a tornado in a suburb of Toronto which destroyed many beautiful homes. That area is a relatively new one.
    There was a lot of rain and high winds which commenced late afternoon with thunder and lightning. I have heard some type of thunder and seen lightning, the likes of which I never saw in Dominica. They are strange. People have died during those storms specifically if they are outside. We are advised to stay indoors during thunder and lightning.
    The clouds turned pitch black that evening. Outside a Pizza outlet the light standard caught fire and the firemen had to be called.
    I was out in that weather and got caught in it. I had gone to the grocery store that early evening. I was leaving the grocery store when the rain was pouring, thunder peeled, lightning was flashing with high winds, I quickly returned inside the store and waited until everything subsided. Umbrellas turned in that type of weather and were destroyed. This occurs in other parts of Canada and the US.
    My conclusion is to pray to God to protect us from disasters and no exception wars.
    Some people are living without God and without His blessings and graces. Some do not ask Him to protect them. Some of them do not recognize God. There is a price to pay for this.
    Nevertheless, we are in the world and we are to pray for those who experience disasters and to help them if we can. This is what God expects of us. After all is said and done, we leave all in His hands. He has the answer and He knows why those disasters occur.
    May God protect us all from such disasters.

      Fool indeed! :twisted: You will be in it too. Bringing/calling down harm on your country and its nationals including yourself. Sensible people do not make such a naïve statement. Never make that mistake again!
      You should know what is contained in Holy Scriptures pertaining to what Our Lord said: “On the Day of Judgment, people will render an account for every idle word they speak…” and state.
      Should this occur where will you run to, and hide? Keep in mind that Dominica is mountainous and is made up of volcanic action. A few years ago I heard rumblings were felt in Dominica.
      On occasion there is a smell of sulphur. Consider when the Boiling Lake dried up and then filled up again. Is this not strange? Think of all the sulphur springs in Dominica.
      Think of the ashes which emanated from the volcano in Montserrat and which blew to Dominica and other islands. Have you forgotten that? Did you consider what could have occurred then?
      How quickly do some people who appear to have short memory forget.
      St. Paul said: “When people are wishing each other peace and security, disaster sets in.”
      Such things occur when we least expect them.
      Our Lord said: “Pray that your plight will not be on a Sunday and woe to pregnant woman at that time.” I have interpreted the latter to be that since some women will be with child it will be more difficult for them and uncomfortable to even run to a place of safety, if it were possible.
      Yes! Pray to God that Dominica will be spared.

    Hope all the Dominicans in these affected areas are safe, and that the casualties on a whole will not be as devastating as that of indonesia a couple years ago. Stay safe people.

    to those peeps who always ready n willing to bash the u.s.a whenever an article arise,,, i want to ask if u all see venezuela libya n those other rogue states in the fore front of rescue efforts,,, china who is near by isn’t at the forefront like them,,,, over 30 int’l rescue teams on the way to japan headed by the u.s.a,,, not forgetting they also have hawaii to worry about n the western seaboard of the u.s not forgetting the california basin is a earthquake zone/territory,,, if dominica in a calamity right now is the u.s first that will come to aid,,, so stop the u.s bashing

        no it isn’t but dont forget that the caribbean and north american tectonic plates rub against each other,,, it is quite possible this can happen,,,, ice land have major volcanic activity that also can cause it,,, the ice in the arctic pole are breaking rapidly,,, this can trigger a mega tsunami,,,,please sweetie do i have to take u to geography class,,,,,,,i believe my previous posts have give some the opinion that MOTS is a ‘fool’ but the funny thing is u n others don’t know me as i don’t know u,,, so please do ur research b4 trying to prove me wrong,,,, but i forgive u for u don’t know,,,,, have a great day
