Prime Minister Roosevelt Skerrit has said that the Ministry of Agriculture is its biggest enemy because it is not informing the country enough of what is taking place in the sector.

He said on ‘Focus on Government and Development’ Program on state-owned DBS Radio last week that officials in the ministry must create an avenue whereby they inform the public more about what is happening in agriculture.

“I think the Ministry of Agriculture is its biggest enemy; the staff, the Director, the P.S (Permanent Secretary), the Minister, the extension officers,” he said. “I do not think they speak about the programs that they are having and explaining and informing the country enough because there are so many things happening in Agriculture, there are so many things that continue to happen in agriculture, but the fact is there are not many people in the country that know that.”

He said the Ministry of Agriculture has made major intervention in passionfruit, ginger, yam and other root crops.

“When you look at the new technologies that the Ministry of Agriculture has introduced for yam production, ginger production and other root crops, the programs that we have for passionfruit, we made major interventions in passionfruit, major interventions in ginger, major intervention in banana production,” Skerrit said

Furthermore, he said, Dominica, as a small country, has been able to contain Black Sigatoka.

“You don’t hear many complaints, if at all. I haven’t heard complaints about the management of Black Sigatoka anymore because the issue was the regular supply of the sprays, oils,” he noted. “What we have done is that we have created a stock for several months so that we do not have a situation where you miss cycles.”

Meantime Agriculture Minister, Johnson Drigo who was addressing a handing over ceremony of fertilizer on Monday, said he agrees with the Prime Minister’s statement.

“I think the Prime Minister is actually right, I have said it to the officers themselves at the heads of department meeting that they are doing so much in agriculture, yet still they are allowing a few persons, with nothing to do to dominate the airwaves,” he said. “They are not talking about what is happening within their own department. I agree totally with the Prime Minister.”

    You are Minister of Finance! Please inform me and the rest of the curious Dominicans of the millions of dollars in passport sales that you have yet to answer or INFORM us about. It could help with the feeder roads that are in deplorable conditions, fertilizers etc….Instead you have our money living high life!!1

    The agricultiural sector has puttered along, and sadly so in a rich environment like Dominica, an abundance of water and land and a workforce. The entire country should embark on land rehabilitation, more organic practices and produce distribution throughout the island. Creation of an internal market place where every Dominican has a healthy diet of organic foods. We can then address food processing and export.

Does it take 15 years to process all the fruits we have? At the end of the day you can have a million programs if our agri export is drying, total food output cannot keep up with demand due to low supply, annual agri revenue is constantly dropping then these programs are worthless. When will Skeritt learn to use statistics when talking, instead of the constant empty talk. Skeritt talks to Dominica like is a bunch of monies he feeding. I look for results

    So you want the extension officers to do their work and still go on the radio and say what they are doing that is the ministers Job. That’s all you doing passing the blame down on those poor men and women out on the field they have to do their work and still do the minister work and those greedy farmers still will say they not seeing the extension officers. They are only interested in getting fertilizer that is all those farmers want . They are not interested in new technology in agriculture

      Who are you? Who were you when you resided in Dominica?
      Some people migrate to another country and all of a sudden they become big shots or so they try to project and to impress others as if they are more important than them.
      These also develop lack of respect for authority. If they had continued to live in Dominica, it would have been the other way around. This is what residing overseas has done to some people. They let it go to their head. I notice this a lot. Everyone is not deceived.

    One of Dominica’s biggest issues is that it’s leaders (ministers mainly) do NOT know how to run a country. The way I see it, running a country should be like running a major company, all the leaders need to find ways that they can boost revenue and the performance of the areas they manage. Besides handing out fertilizer and other little programs, where is the research into new ventures that can boost the country’s agricultural sector? The ministry of agriculture should be at the forefront of looking into this and communicating that information and conducting trainings, etc.

    Similar actions can also be taken for the other ministries.

    The civil servants of today are just not working efficiently. All the public service organizations and the administration are inept. They need a good shaking up. There are times when a leader has to use any means necessary for motivation purposes and Mr Austrie accept that. Calling out the Ministry publicly will certainly get attention.

    As a new farmer I must say the biggest problem is getting the extension officers to come to your farm. But is not their fault, there are less than a handful of extension officers to serve 100s of farmers scattered all over the place. They have to use their own personal vehicles and cell phones to contact farmer and stuff.

    If the government was serious on Agriculture they would double (better yet triple) the number of extension officers, and purchase govèt vehicles and phones for their use. Try getting in contact with the North East Agriculture District office, the phone not working in the most important farm district in Dominica!

The current administration has had at least 5 different guys as minister of agriculture. I wonder why.     Interestingly Skerrit is now saying that there is a stock of spray oil and that there are no more complaints about black sigatoka. He is now admitting that Black sigatoka went out of control because there was inadequate spray oil to control the diseases- something the farmers had been cryin about for a long time while Skerrit and his operatives were looking to blame Salisbury farmers for spreading the diseases; they also said that the farmers were not allowing the field officers to access the farms. What a bunch of liars. Never seen public officials lie so callously. Does the church still teach that when one lie he or she goes to hell- wherever hell is.

    However, I don’t take these statements seriously.. just last month I was out with an Agri. extension officer and they try their best. On his route he was whispering to farmers that they should try and see if their names on the list at the village council for fertilizer distribution..why is it the village councils mandated to distribute fertilizer? I reckon the ministry of agriculture should be at the forefront..But in a small country with small minded politics we’ll see deliberate sabotage of institutions only to secure votes..the PM just playing fool to catch wise..he know well Agriculture not always at the forefront of some of these initiatives yet turn around to blame when things ain’t bright. Results from micromanagement and technical sabotage..Things good, is me, bad is them…a sign of a Jerk boss, not a…

    The minister is paid to oversee the sector as well as the image of the sector his staff in the ministry of agriculture including the ps have nothing to do with overtly creating a ppsitive image that reaches the masses. If they are paid to do a job and they are doing it well it will result in a thriving agriculrural sector what the PM is talking about has to do with failibgs of his minister who answers to him. You want the word out on all your doing have your minister contact GIS and have them do a review of the agricultural sector and let your hard working staff get on with the hard work that needs to be done to maintain this sector choose your words more carefully Mr Prime minister what is meant as a compliment can be seen as an attack if taken in the wrong way.

    He made Dominica what it is when it is he that is the one speaking for ALL his Ministers of Government. I mean, a person would swear is only one person that sitting down in Cabinet. You go to a Minister’s office with a proposal for investment or a good idea. The Minister listening you nodding his head, “Yes, that is a good idea you know…but I have to run it by de PM first.”

    So if the Director, the P.S. the extension officers are all keeping their mouths shut, that is just an indication of the strangle-hold of power Skerritt has on this country.

    Is that not what CABINET is about to have the Ministers to discuss strategies of PUBLIC RELATIONS ACTION AND PUBLIC PERCEPTION

It means take care of your people and they will make you look good. I was recently in Dominica and what my friend went through to get 2 bags of fertilizer was a shame. We ended up buying it in some place in town near the airport.

    Drigo, this is an indictment of you as the minster responsible. In your statement you seem to be passing the blame to your staff and not owning up to your responsibility. This is not good management. You should first admit that you are at fault and then start looking at ways to correct it. Managers with backbone own up to their responsibilities and shortcomings. They don’t pas it on to subordinates.

    Disgraceful!! Agriculture minister Drigo agrees that he and the hundreds of people he leads are the enemy.He is nothing more than a puppet.How come all those things are happening in the sector and the farmers and their families, by extension the public don’t know about it.Mr Skerritt it’s about results. It’s not about spinning tops in mud but the results or lack of.Mr Skerritt is always in defense mode no wonder he sees his own minister and government employees as enemies. I ask enemies of whom or what.The work of the professionals must be respected,they are not politicians nor involved in politics when they execute the work plan and programmes of the government.The government needs to look at it’s programs and see the lack of impact it’s having on the lives of the people and the economy,this is the problem.The minister of agriculture needs to apologize to his ministry staff and resign.

    Boy, that P.M. is at it again. Divide and rule is his style. If you have the wrong people in your Ministry of agriculture you must take the blame because you appoint someone who has no clue . All you want is yes men that are afraid to open their mouth in case they upset you and may lose their precious job with no alternative in Dominica. They just hoping and praying they put enough honey around your mouth. You know you have Ministers that get an upset stomach when you call them How many of these poor people are going to vote for you next time mr. Skerrit? Just go on and blaming your own people that will surely encourage them and motivate them. . You know St. Lucia is exporting bananas to the U.K.? Where are you? Time to blame yourself P.M.

All the man had to say was that his position as minister is symbolic since we only have 1 minister (The Overall Minister) in Dominica that is incharge of a 1 man cabinet.
