
Minister for National Security Rayburn Blackmoore has announced that police officers of Dominica’s recently established firearms task force will undergo a polygraph test.
The formation of the firearms task force to deal exclusively with firearms has been established as a mandate by law.
The aim is to identify, apprehend, and prosecute individuals involved in the possession, trafficking, and use of illegal firearms.
Blackmoore explained the move at a recent press conference, “The whole issue of confronting gun crimes. We have to ensure that members of that task force are out of the right caliber so that operations cannot be compromised, or you try to mitigate against the compromising of operations.”
The Permanent Secretary in the Ministry of National Security was given the instruction by Blackmoore, on behalf of the government, to seek assistance for the polygraphing of every police officer in that unit.
He further specified, “…if you’re polygraphing the members of junior ranks in the task force for the fire, in the drug squad, in special branch, in the various departments, the gazetted officers to whom the report has to be polygraphed also. We have to have that sense of seriousness in law enforcement.”
“As we speak, they are on island, and that is being done,” he added.
Mentioning the regional and international partners who assisted the police by sourcing professionals to conduct the various tests, he thanked them, saying: “Because that’s critical going forward.”
Meanwhile, Blackmoore explained that an anti-illicit firearms interagency investigative unit was also established.
“I want to just say that we have also established what you call an anti-illicit firearms interagency investigative unit, comprising officers from the FIU, Financial Intelligence Unit, the custom and excise duty from the investigative unit who have been providing tremendous support,” he stated. “And I want to take this opportunity because this thing… this fight cannot be fought and won by one set of people. The customs officers, especially those working in the investigative unit, are doing a tremendous job. “
Through their diligence, Blackmoore noted that firearms are continually being intercepted.
“We also have established–which I gave approval to a couple of weeks ago–a specialised unit for community policing,” he revealed.
As Captain Thomas Sankara, former leader of Burkina Faso, said, “a soldier without any political or ideological training is a potential criminal.”
Weren’t polygraphs proven to be unreliable and easy to fool, however many years ago? Why is Dominica introducing obsolete technology into such an official branch of government? What is the aim here? Who does it benefit?

That’s the problem with us as a people like to make too many wrong assumptions exposing our arrogance. Stubbornly refusing to ask a question or seek verification that might prove them wrong.

I support what makes sense and is good and true as best as I can determine. Doesn’t matter if is Skerrit, Linton or the couloo mounoo down the street that do it.
Are you a former police officer? If so, you sure did not take an exam but got in there because of political affiliation. You couldn’t even pass a test to be a dog catcher.
How reliable is that test? Has Blackmore done his research on that? Sure not!
What galls me about this guy Blackmore is that he believes when he talks, it’s a labour party meeting that he is addressing, so he can insult the intelligence of everyone.
Blackmore this is just not what you think it is. Definitely not 100% reliable and conclusive.

Blackmoore doesn’t possess the acuity, integrity, communication skills, vision and charisma to lead, inspire and motivate his troops.
On the subject of polygraph tests I think they are mostly unreliable thus the reason they are inadmissible in a court of law.
An acquaintance once told me that he was given a polygraph test for something illegal that he did on the job. He said he took two pills to calm his nerves before undergoing the test. Guess what? He passed the test with flying colours.
What the CDPF needs are the best members of society; people of integrity; ongoing training; adequate resources; the confidence and support from the whole of civil society.

Hope this bares fruit and is not just another attention grabbing stunt.
Apart from the questions of reliability about polygraph tests I cannot imagine their favored policemen and women truly being held to account if they fail the polygraph.
If its anything like what we’ve seen there is no real standard, bad cops will be protected if they align to those in power and those that don’t (good cops among them) will be victimized along the excuse of politics.
People with terrible personality types always surround themselves with those like them or the easily manipulated while denigrating or attacking those of character who would oppose them on principle. In the end politics, religion, fashion or whatever is just the avenue they use to get their way.
Our problems will continue until this is dealt with in some intelligent, meaningful and genuine way.

polygraphs are known to be open to manipulation,recruits should be vetted before becoming enforcers of the law but as we know,Tom ,dick and Harry can wear the uniform once they play the game

Every single person I know (apart from teachers and even a few of those) who take the time to point out grammatical mistakes are pretentious narcissistic @ssholes who are usually guilty of the same errors or just being petty and vengeful (Trump is a good (bad) example).
