DNPC prudently managed – Felix Gregiore

The Dominica National Petroleum Company (DNPC) is being managed in an efficient and prudent manner.

This is according to Felix Gregoire, Chairman of the Board of Director of the DNPC who stated that, “Dominicans have nothing to worry about in respect of business transactions between the DNPC and PDVSA (that is Venezuela)”.

Gregoire outlined the five core functions of the DNPC.

“This company was set up by the Government of Dominica to perform the following functions; make requests for petroleum products; receive the petroleum products; receive invoices and make payments for the products; enter into agreements with PDV Caribe, Dominica Ltd for the receipt, consignment, sale and distribution of the petroleum products and; maintain proper accounts of its activities, at all times.”

The Government of Dominica through the DNPC on Friday, November 15, 2013 signed a $5-million low interest loan agreement with the National Development Foundation of Dominica, NDFD.

The money will be on-lend to people seeking to develop small businesses and cottage industries. This demonstrates government’s commitment for assisting those who have a start-up business idea with the necessary capital to bring vision to reality.

Government has been able to make significant investments towards economic and social programmes through the DNPC.

Investments have been made in the areas of housing, education, agriculture, transportation, business development and water resources.

    – who are the other members of the board?
    – why do we need this company between Pdvsa (Dominica) ltd. and the consumers, which only drives up the price of fuel and directly effects the cost of our electricity supplies?

    Is Felix Gregoire not the ambassador to the OECS? Can an ambassador who is essentially a diplomat can hold other office/job while being an ambassador?

    Well this would not be the first breach of the rules and laws. It happens in Dominica and how it is being spread to the OECS.

    From my limited knowledge, an ambassador cannot or should not hold any other office while serving as an ambassador.

    Can someone enlighten me on that subject please. Always willing to learn and never too old to learn.

      This is a very interesting question. You would have to consult the “Vienna Convention on Diplomatic Relations 1961”.
      Would the same apply to Dr. Philbert Aaron, for instance, in his capacity as Ambassador to Venezuela or our High Commissioner in London, Ms. Francis Baron, who not only represents us, on a diplomatic level in the U.K. as well as the E.U. but at the same time s also heads the permanent mission of the Commonwealth of Dominica at the United Nations Office and other international organisations in Geneva.
      She also plays a role in our second citizenship programme, ostensibly interviewing applicants in Dubai, which some may consider a commercial activity.

        Dominica National Petroleum Company Ltd. Incorporated on 24 August 2005, no. 1497, under the company act of 1994 and general bye law of Dominica Nat. Petr. Co. Ltd. of 7 Dec 2005.
        Sole shareholder the Govt. of Dominica with the only Director listed as Reginald Austrie, for and ion behalf of the Government of Dominica.

    DNO Admin, I wish you had kept the comment I saw posted earlier by someone who said words to the effect that (not quoting here).. foreign aid causes dependence,..people see the need to seize power in order to control such funds etc… and foreign powers tend to use funding to control freedom. When I read the short piece, it sounded like someone of experience who knows what they are talking about, even though some may not ketch the essence of what was said. Will you please post it again. Some of us understand what was said, though the piece did not mention any alternative to foreign aid, it needs to be seen and read at least by the young readers or just your general readers. I don’t recall the writer’s name but I thank you.

    Mem bet mem pueil.If it isn’t Skeritt, it is Austrie now it is Gregoire. Skeritt first told us that everything was in order. Later Austrie tried to fool Dominicans by telling us that everything was not in order, it was as a result of the late invoicing by PDVSA that caused the request for eighteen payments. Gregoire has joint the gang and according to him everything is in order. Dominicans can trust Gregoire if they so desire, but after his alleged involvement in the Bin Boreball, I don’t trust nothing the man has to say.

    the same moneys we send back to them in profits they give it back to us in loan ,its time we open our eyes, i once was excited about PDV Caribe when the Government of Dominica said that gas prices would sure be cheaper,up till this day have not seen that,one day we will stop be fooled :oops:

    You have too many jobs, while the unemployment rate in Dominica is frighteningly high. PASS ON A JOB TO A YOUNG UNEMPLOYED PERSON.

    Then why Govt. fails to provide accurate information to the general public when it utilize DNPC fund to undertake work in the country whether it is to unlend to other institutions or simply undertake projects.
    Why give the impression that the money is coming from the consolidated funds (government treasury) when in fact it is very soft loan money the govt. of Venezular, through DNPC, allows Dominica to utilise and the Govt. of D/ca in turn unlends that money to other institutions or utilizes it for other dev. projects.
    The continued attempt to mislead the public as to everything being ok with govt. financing is the root cause of the mistrust the opposition and public at large have regarding use of petrocarib funds.
    Simpply come straight and be transparent and all of the speculations will be avoided.
    This is why we will vote them out in exchange for good and transparent government.

    Hold on – When these guys talk about investment what the heck are they talking about. Those blanket statements can only fool some people. What about the money owed to Venezuela.
