Gov’t concludes wage negotiations with teachers, police

The government has said that it successfully concluded wage and salary negotiations with the island’s teachers and police for the 2009/2012 triennum.

The Dominica Teachers Association and the Police Welfare Association have agreed to the conditions of the negotiations.

Negotiations began on December 2009 with three public section representative bodies including the Dominica Public Service Union in keeping with with Part IV of the Public Service Act Chapter 23:01 of the Revised Laws of the Commonwealth of Dominica, the government said in a release on Tuesday.

The benefits which will form the Collective Bargaining Agreement for the triennium include inter alia:

•    Increase in wages and salaries – 3% for 2009/2010, 1% for 2010/2011 and 1.5% for 2011/2012
•    Increase in allowances and introduction of new allowances
•    Grant of duty free concessions on purchase of vehicles to traveling officers
•    Contribution to tertiary education and health and wellness programmes of the unions
•    Allocation of housing lots to Police Officers
•    Free medical attention for teachers injured on the job at Government institutions locally and at private institutions locally and overseas
•    Access to low interest mortgage loans

In the 2006/2009 Triennium, Government said it approved an increase of 6%.

It also said the increase for the 2009/2012 Triennium is 5.5%, notwithstanding the declining global fiscal and economic conditions which have affected both developed and developing countries alike.

The Job Evaluation Review Exercise which commenced in February 2012 has been concluded and the Government is awaiting the final report of the consultants of the Caribbean Centre for Administration Development (CARICAD).

The first Job Evaluation and Classification activity was conducted in the Dominica Public Service in the early 1990’s.  Since then, a review has not been undertaken service-wide.  Therefore, the findings and recommendations emanating from the exercise are important for effective and sustainable human resource planning and budgeting.

It is anticipated that the report will form the basis for discussions with the unions for the 2012/2015 Triennium which has already commenced, according to the release.

However there is still a stalemate as it relates to negotiations with the Dominica Public Service Union.

Prime Minister Roosevelt Skerrit said on Tuesday that if both teams cannot come to an agreement later this week, the provisions of the constitution will be invoked.

 “I hope in the next few days we can get to a solution with the DPSU. If there is no agreement in the next few days, then we will have to invoke the provisions of the law and appoint a tribunal to deal with the matter,” he said.

He said it is governments hope that the matter will not have to reach that far.

“That will cause money, times….and if we can avoid this then we will but if we can’t, then we will have to go according to the law,” he said.

    Joe, be wise. Think of what is being asked before you use your mouth. How can teachers who are at the same level get more money than the other sinply because one is represented by DAT and the other by DPSU. So what you saying does not make sense.

    what about the gov’t assisted schools there is nothing for them. We do not qualify for the mortgage loans, we get no gratuity and the money for tertiary study we still don’t get. All i see is the union getting for infrastructure and so called activities not the teachers . what a shame teachers are crying.

    i honestly would not give them police raise……. all they do is run women, mash up the government vehicles, drink rhum, sit down police headquaters and play dominoes and cards. and they asking for 9%??????? not in this world they would get any raise… when they start working raise will come.

    i hope people realise that the low mortage rates only benifit teachers who just started working and have not serve dominica where as the people who have been there working for the country all their life has no benifit i still pay 7.5 percent for my mortage where as people with a few years of service are paying 4 percent IT CAN NOT BE FAIR

      that’s not true mam. u need to go to ur bank about this. i been in the system just a few years and i paying my long 7.5% on my mortgage.

      these new teachers most of them are not interested in a mortgage at this point of their development.. I am not a teacher. I have worked as public servant for more than twenty years. At my stage the 4% interest would be of great benefit

    I think it was a fair deal for teachers they didnt get more money but i really like some of the benefits they are getting are pretty awesome. lets hope the government actually grant them low interest mortgage loans. which is by the the most attractive offer, not forgetting the free medical for person injured on the job….. both local and overseas.

    This agreement still does not amount to a net increase in civil servant’s salaries. The %% over the years will be absorbed by increase in local prices and Gov’t taxes. So dont make them fool you .

    All public officers get the same increase so unless DPSU agrees then noone gets anything and the govt cant agree to give one group of public officers 5.5% for the 2009-2012 and give another group a lower or higher increase. All public officers get the same amount.

    What is the matter with the DPSU? I hope it is not holding Public officers to ransom for its’ Executive’s own obvious agenda? i applaud the DAT and the PWA for letting common sense prevail. i want to see what the PSU will do now. Letang DPSU is a trade union, not a political party, so if you want to play politics go into the arena and stop using public officers

    So should public servants see a new salary next month. What have all the unions agreed to? On would appreciate the fact that there are teachers who a members of the DPSU and not the DAT. So if teachers accept a lower offer that the DPSU, what will happen to the teachers who are DPSU members? Will they get the increase that all teachers are getting or will they get the increase that the DPSU negotiated for? Please advise anyone.

      You really PATHETIC the Teachers who the DAT negotiate for will get their increase and those DPSU negotiate for will get theirs COMMONSENSE that we you do not need a degree to know that!!!!

      If DPSU get them more money i guess those in DAT will move towards the DPSU… what would you do Pathetic if you was in the DAT??

      Letang has no choice but to accept because if the smaller ones accept he has alot more public servants negotiating for so it will cost the Government more money …… He has to stop that foolish politics he playing with people life!!!
