Local Government authorities get funding

Dominica stands to benefit from financial resources earmarked to develop local government authorities in the Caribbean.

The Caribbean Association of Local Government Authorities (CALGA), of which Dominica is a part, is currently pursuing projects designed to enhance and strengthen local Government in the African, Caribbean and Pacific (ACP) member states.

President of the Dominica Association of Local community Authorities (DALCA), Yoland Jno Jules, who represented Dominica at CALGA’s executive meeting held in Belize in May last year, was elected as Public Relations Officer of the Caribbean Local Government Association.

Jno Jules, in his new capacity, has been able to use his influence to negotiate ARIAL financial support for Dominica. The ARIAL support programme is an EU funded assistance programme being implemented by VNG International based in Holland.

“I can say that since I became a member of CALGA’s executive, Dominica has benefitted. Presently we are being given assistance to fully equip the DALCA office and to employ an administrative officer and a field officer who will move around the various districts to assist the Dominica Association of Local Authorities (DALA) in strengthening village councils in Dominica,” Jno Jules said.

Meantime an executive meeting of Caribbean Association of Local Government Authorities will be held in Dominica from May 24-25th.

Jno Jules is delighted that such a high level meeting will take place in Dominica, as members of the organization will have an opportunity to learn from Dominica’s experiences in local government activities.

“Apart from Dominica having a profound local government system, the only other country that can come second to Dominica is Trinidad. Belize, Dominica, Jamaica, Trinidad and the Bahamas are the strongest local government bodies in the Caribbean and they all are part of the Executive,” he said. “One of our plans as an executive body, according to Jno Jules, is to branch out to countries that do not have local government systems and to advise them about the importance of implementing local government in their respective countries”.

CALGA’s executive meeting in Dominica, he said “will also seek to plan the way forward for the Caribbean Association”.

The Dominica Association of Local Community Authorities incorporated (DALCA) is complimented by seven satellite district council associations and 42 local authorities around the island.

    Plea tar plea twiss. Wait and u will see what is behind all of this. People looking for fame and using local government. They killing it softly with politics. Time will tell. Ask some of the former chairmen on the north how disrespectful some of these same people are to local government.

    “The Dominica Association of Local Community Authorities incorporated (DALCA) is complimented by seven satellite district council associations and 42 local authorities around the island.”

    This means that there is an average of one local authority per 1700 residents and one district council per 6 local( village & town councils etc) authorities.

    Is it time to amalgamate several of these local authorities?

    Thats good news for LocaL Government, remain focused and ensure that local government continues to be people centered, transparent, non-partisan and that community impact remains central.
