New boss for DAIC

There’s a new person running the affairs of the Dominica Association of Industry and Commerce (DAIC).

Dominican Barbara Wallace has taken up the position of Operations Manager which replaces that of Chief Executive officer (CEO), formerly held by Cyril Volney.

Volney took over from Achille Chris Joseph as DAIC CEO in February 2012. However, he resigned four months later after finding himself in hot water with the DAIC board for certain public comments that he made.

Cyril Volney had been sharply criticized by some local businessmen for his response to concerns about Chinese businesses in Roseau having an unfair advantage over locals. He suggested in an interview with DNO, that these Chinese business owners were likely economic citizens and as far as he was concerned they were Dominicans like the native-born entrepreneurs with an equal right to conduct business affairs in Dominica.

Local businessmen Jerry Brisbane and Michael Astaphan both denounced Volney’s position on the matter contending that at a time when the DAIC was seeking to consolidate its present membership and expand that membership, the DAIC’s CEO’s stand on a matter affecting home-grown businesses was not encouraging.

Volney resigned in May following unconfirmed reports that he had been fired by the DAIC Board.

The new DAIC boss, Operations Manager, Barbara Wallace, last worked with Dominica Coalition of Service Industies (DCSI) and has worked in various capacities both in the private and public sectors.

She has also lived and worked abroad in the areas of foreign affairs, international trade and politics, tourism and investment. Among other positions which she previously held were Invest Services Officer with Invest Dominica Authority and Third Secretary at the OECS High Commission in Ottawa Canada.

Wallace was educated at the Portsmouth Secondary School and Université Paris Sud and holds a degree in International Relations.
