PM annoyed at NBD

nbdPrime Minister Roosevelt Skerrit says he is frustrated and annoyed at the National Bank of Dominica (NBD) because of the slow pace at which it is moving to effect systems to help business owners in the island.

“I am not going to sit silent and allow unnecessary advantage to be taken of you,” he said while addressing DLP supporters at a mass rally earlier this week.  He told the large gathering “I met with the directors  of National Bank of Dominica and told them of how frustrated and annoyed I am with the pedestrian pace at which they are moving to effect systems to help business owners in this country.”

The Prime Minister said he offered the NBD $10 million three years ago to assist small businesses in Dominica but said, “not one dollar has made its way to the small business”.

“I have said to them, I need that money on the people businesses to help them create more jobs in this country,” he said.

    as far as I concern a role of bank is to manage the risks…if there are risks in economy the prudent bank shouldn’t make loans. new jobs and revenues are not created thru banking loans but thru spotting and exploiting opportunities which stimulates business expansion and creates new jobs…now the same thing in other words: NBD is normal bank providing normal services – but in such ill environment it would be suicidal to issue new loans and give more money on the streets…pity that PM finds scapegoat and blaming them..

      Do you know what a reasonable amount of time is ? Why is this coming out now? because records of last fiscal yr recently were published.

      And $10M is not just to give away. People have to qualify, the issue here is that new loan procedures and options are yet to be established. Yes the Bank continue to issue loans as normal but no new Loan products has been designed for the small business.

    People commenting on here but I dont think any of you all know how difficult it is to start a business in D.ca. Banks treat you second maybe even third class when trying to source capital. They send you on what seems like a “witch hunt”, going all over the place for seemingly worthless documents just so they can turn you down. Trust me I know first hand because I’ve tried. We have so many people out there with brilliant ideas and because they lack the necessary financing can’t make them a reality. The notion of Dominicans that Government is suppose to hire or create jobs for everyone is far from true. They should only be facilitators in the process, ensuring that the process of entrepreneurship and job creation is not hindered by rigid rules and we dont possess markets with unfair competition. If the PM gave NBD financing and it has not enabled this process then there is one word for it and that is ‘WRONG”. We need to stop looking at Colours in Dominica because it affects our objectivity. We constantly forget the MESSAGE and focus way too much on the MESSENGER.

        President Obama came out publicly and pressed Wall Street. In many speeches he express dissatisfaction her Wall Street after Millions were issued in Bonuses after Fed. Govt Bailed Out the banks.

        He challenged the Senate to tighten rules and bank regulations. He publicly stated those numerous times in addresses to the nation.

        How is that any different from SKerrit publicly expressing dissatisfaction with a Banking Unit?

        Let the man say it. And if it is not true, then they can has its methods in which they can let us know. Just as Wall Street let us know why bonuses were still paid out in Millions even after huge Bank Bail outs.

        So don’t be so quick to respond, lets see what come airs out in the coming weeks…

    Mr. Skeritt This is not a time to blame but to make things work.

    Dominicans this money was given to boost Agricultural Business and Tourism. So basically if you don’t have a business that target this two sectors you are not qualified to get the loan. So when the PM says small business he means tourism and agriculture. I got 25000 from this product and I had to deposit 2,500 as security. I questioned the bank lady this loan product should not be just for this sectors. We have young women that are interested in Arts, Computers, Nails business, Store owners, Bars,etc. they would not be eligible to get this loans. How many young boys in Roseau want to come for loan from Bank to buy land for Agriculture(after all u kill banana) or How many young people want to come and get a loan to support tourism? Mr. Skeritt if i was a stupid Dominican you fooled me but I am a former agriculture student at college. I was happy to get this loan to organize my Green house but my sister was not able to get a loan since she wanted to open a hair salon. Don’t blame nobody, I talked to my PalRep to try to have this stipulations removed and allow young people to come and get a loan to make a business that support there skills.The BANK TOLD ME THIS MONEY WAS GIVEN BY THE GOVERNMENT FOR TOURISM AND AGRICULTURE SMALL BUSINESS. I will not be ungrateful because it help me to buy my Green house and help me organize my farm but it was not given for all small businesses. I hate when all u play with people, i am one of your supporters but don’t blame just CHANGE THE LOAN stipulation to include any business that a young person want to startup and you will see the turn around in how much people that will come for it. Domincans is a good product I have it, the interest good and the security is 10% of the amount you want but you must take over 25000 i think. Skeritt you have a good product just make it available to everybody instead of finding why it don’t work, work around it. Thank you..But I STILL Love my PM…just set that up better for us young people. Go to the Bank and let them open that to all.

    hmmmmm ,So he is frustrated about the bank moving slowly but what about Mr.Emmanuel’s case (Isidore 41 charges and fierbombing) that is even moving slower or probably not moving at all , then Mr. Emamnuel must be ultra frustrated . The Pm should realize what goes around comes around. So what you give is what you get . Start doing the right thing sir and everything else will fall in place.

    Banks all over the world are required to adhere to strict prudential guidelines in their lending policies.

    It is not the business of any member of the political directorate to dictate to any bank, regardless of the source of funding to whom to lend or not.

    It would be interesting to hear from the ECCB on this statement from the Honourable.

    PM Skerrit i am completely shocked and appalled that you would bash the NBD, our only indigenous bank on island, the same bank that YOU THE GOVERNMENT have majority shares in. furthermore, if it were a case where the money was to be distributed then why doesnt the ministry of finance just do it themselves through another scheme! you jolly well know that NBD is a BANK that has REGULATIONS just as any major financial institution! we never try these stunts with foreign organizations but we will always try to bring down our own!

    Well my PM. If you want to start talking why don’t you educate people on who would qualify for the loan. Cause I tried to apply for one of those but the condition set my the government is ridiculous that small businesses really can’t qualify for this loan.

    I would have loved to get my loan. But be honest with people. Really can’t blame NBD if they have to give the loan with these conditions. Don’t you think they would love to be making the interest on these? smh

      Very brilliant idea. A place for new small businesses to operate their business from at a much lower rental fee. Renting in Roseau for business is extremely high, even in Portsmouth as well. I guess that won’t happen with the government, we can’t put everything on the government. A wealthy business man should consider that idea to make it happen, or a group coming together to make it happen. Take this idea whoever is able to provide such a facility to our new entrepreneurs and make it happen for us.

        My team has an idea and working to Identify property. But at the pace the registry is working on our first business land registration. We still can’t get the land registered, its almost a year. Frustration! I am sure many others are experiencing the something.

        They really make you want to run around town like Papi with a loud micro phone calling them out.

        And everytime I visit the registry, employees are texting, chatting (punning beef you call it) . their efficiency at that agency is affecting the country future development.

    My opinion, if thats really the case, Mr “PM” take the money from NDB. and allocate it to another bank or institution that will do what you expect them to do. NDB is not the only bank in Dominica. As the saying goes you cannot beat a dead horse. I hope there are not other reasons as we might hear later for this fiasco. Waiting for the other side of the story!!!!

    NBD is more prone to invest into technology than their very own small businesses around the island. The bank has a huge disconnection from its’ business customers and rely on board meetings to approve the simplest things like OD extensions and LC. The bank management system is not aligned for 21 century business and the challenges existing today in our economy. I believe the banks in Dominica , is a huge catalyst negatively affecting businesses and the Dominican wider economy.

    This is laughable , poor governance…..you dont have a clue.

    I am of the belief you are trying to score political mileage with the small business people because you really dont care about small business…
    If you did, your GOVT would not be collecting VAT from small buisness at the custom before they sold their products because the GOVT is tieing up sizeable dollars of small business operational cash.(They should be given 2-3 months to pay VAT on imports).
    Also charging VAT on staples like milk,flour and sugar on poor folks in a poor economy should be discontinued.

The Peter Wickham’s Cadress poll claimed that unemployment was the key problem in the country so after 3 years its only now he complaining about the failure of the NBD.     Well Mr PM this is the tell tale of your managerial skills. You offered the bank $10 million dollars and there s no accountability. What system is or had been in place to walk this thing through. You need to stop blaming others and start learning t take responsibility when things go wrong. If you were really interested in BJ creation you and your administration would immediately get the ball rolling right after the money was made available.
    The question is what happened to that money if what you are saying is true. What did NDB do with the money for three years and why it s the government allowed it?

    The government / minister of finance has considerabe control of the bank and the unemployment situation has been really bad for the last 12 years yet supposedly people who are charged with creating the mean and ways to stimulate job growth are sleeping or rather growing their own private economy.

The calypsonian was right,everything is inside out outside in.If a statement like that was made by any CEO of any major company,not only the CEO would be fired but everyone that works in the account department.We live in Dominica, when Skerrit says jump,the cabinet will ask how high,Sir.

      it is much easier and if you not working and can not show how you paying back the loan should we give it to you. things are getting harder all over the world and getting more difficult because of us who get loans and do not pay them, so the youger ones behind suffer more with the terms and conditions. Some ppl get loans they making the money, paying rent for woman and doing all kind of shit and then not paying back the loan. what you think the bank have to do after that……..
      I must say that all are not the same and there are some ppl who set there priority straight, but we are the ones to blame for our dishonesty which cause terms and conditions to get harder.

    The Pm must understand conditions have to be met by customers for money’s to be disbursed. If customers are not able to meet this conditions they can’t get a loan. I guess the bank will have to return the money to the Government and people will get the money at no interest and then everybody will be happy . Including the Pm.

      Your first question should be what is the conditions for this loan. If the government gives a bank all this money for loans why is it not being distributed from a bank that is giving more loans than the competitions combined? Maybe its because the conditions are so ridiculous most young people don’t reach it. 2. What sectors were this money given to support? Well based on nbd website it was given for Agriculture and Tourism. 3. How many young people want to buy agricultural land for farming or stock? my guess is not much. How many want to buy a bus to run tour guide or setup tourism arts an crafts stores? my guess is not much. So common sense would say this is why all the money stayin in the bank. give me a loan as a young man to help my skill not for a skill you think I should have. I am a Mechanic from college and I heard about this loan came to the bank and was disappointed to know i cannot get it cuz i not a farmer or I have tourism business Ideas…thank you my PM, I will not be a mechanic again an be a Farmer or a tour guide from now on..

    I agree with the PM – why is the bank moving at such a pedestrian pace with setting up systems that would allow local businesses to access these funds? We need to get the economy moving. The PM should ensure that those in charge of the process at the bank are clear on his vision and that they are not just blowing smoke up people’s butts, slowing down the process.
    Get moving National Bank people – get notices out to the public informing us of the loan application process. You are killing the development of the small business sector, and then you will see that growth is slow.
    If after 3 years they are still dragging their feet, then should be fired and replace them with more competent folks.
    Poor performance? 3 write ups, then suspension, then termination..show them the door.

    Three years ago, 10 million dollars made available to the bank yet, no action in the direction for which it was intended, according to the PM. So, i ask: What has happened to the money? I also ask: Has anyone in the bank been called to account for the non-implementation of initiatives along the lines for which the money was intended?

      Tom, this assumes that the money was actually handed over to the bank, when in fact the P.M. claims only that an offer was made. He did not state the terms of any such offer. The Govt. still being the largest shareholder of NBD it would be very hard to believe that they would have been dithering over such an offer for three years if it was in the interest of its shareholders. We need to know all the facts before passing judgement but one thing should be made abundantly clear. No politician,, the P.M. included, can be allowed to run the bank by proxy.

    way to go mpm the masses are with you not only the big businesses help groth but the small also some ppl run this banks as if its their mother and fathers business always pressing the small man its time the banks directors take up the mantle. give ppl incentives lower the interest rates on this loans in that way ppl will be able to invest in the economy grow up directors and remember its not a family business kudos to the pm

    This is very true… I have been trying to start a small agri business in Dominica for over 5 months now, NBD refuses to give me the time of day under the productive sector loan. WHY is the money there if NBD is not willing to work with small businesses and most importantly YOUNG educated people who returned to Dominica to make a difference.

    Mr Prime Minister,
    That is the first time I am hearing of a 10 million dollars given to the NBD for Businesses. The blame game has started and I am sure this wouldn’t be the first or the last time we hear these sorts of utterances from you.

    The PM blames everybody and everything for his government failures except himself as the Head of Government. He does that because he knows no one from the bank will come to the public and set the record straight.

    Are we to believe that the NBD have 10 million dollars given to them to be invested and they have done absolutely nothing about pursing that investment? Wasn’t there an Annual General Meeting last week or so? Mr PM if the Board of Directors and top management of the NBD are not following your directions and performing then you have the powers to fire them ( make heads roll) . I will be the first one to support you and only then I will believe what you have said is true.

    I would like to ask the PM some questions about that loan:-
    1. Did the PM bring this in Parliament for approval?
    2. What were the conditions of the loan?
    3. At what interested was that loan supposes to be lent out to the businesses?
    4. What type of businesses was the loan meant to help?

    I can also feel a sense of desperation and get a sign of political trouble on the side of the PM.

      Smartest comment I have read since. I hate when my PM say them things cuz he mean well but he don’t have a way with words like an Obama or an intellectual leader. I got one of this loans for my Green house agriculture the lady in the bank tell me is only for Tourism an AGriculture. So is not for all small business. funny ting is half of the country not interested in farming so all the money stayin in the bank..

    Hmmmm! I guess the results of the recently concluded Wickham survey is starting to bite. When a “majority” of people are concerned about employment and food on the table, we cannot keep dishing out pittances at the red clinic and hope it will silence the masses. What works for Venezuela is not going to work in Dca except in the area where beggars will remain beggars. Further, in a country where in excess of 25% of the people are unemployed creates a “pressure-cooker” situation. What happened to the “All Shall Eat” slogan of Rossie et Al?

    However, blaming NBD is farfetched, reckless and a blatant attempt to blame someone else for the DLP’s short sightedness and incompetence. I smell the FIRING of some or a very Senior NBD person in the air. Who will it be???? Only time will tell……….

    Sometimes Roosevelt Skerrit sounds so much like a mental patient, I hope power hunger is not causing him to loose it.

    This guy lacks creativity and I can’t say that he is out of ideas, because he never possessed any to begin with, but he is absolutely clueless of how to run this country.

    The banks, the banks???? Stupes. If you want $5,000, they want $5,000 security! What foolishness. If you had the money you would not be going to them in the first place. The banks need to change their policy and become a little more liberal in theor borrowing to enable growth. The PM is right, but the banks don’t care.
