PM on official visit to Azerbaijan

Prime Minister Roosevelt Skerrit is on official visit to the Republic of Azerbaijan to enhance Dominica’s relations with the territory.

He left the island last Saturday and is accompanied on his trip by Vince Henderson, Dominica’s ambassador to the United Nations.

Dominica and Azerbaijan are seeking to explore ways they can together enhance global peace and security. Dominica also stands to benefit in agriculture, education and trade with improved relationship with Azerbaijan, Prime Minister Skerrit said.

He will also make a stop in Turkey while he is overseas, to establish a cooperation agreement on tourism, investment, and education among other areas.

Minister for Public Works Rayburn Blackmoore is the acting Prime Minister.

Azerbaijan is a country in the Eurasia continent.

    wow what made mr.skerrit disclose his whereabouts. all we heard before was the PM was out of country and at times we never know when he’s in or out. he’s desperate right now. libya’s gadaffi is on the run and chavez is busy reading healing psalms they have no time for writing big checks so mr PM having no tax increase in last budget has to shed some crocodile tears some where else. was anticipating a follow up trip morrocco but it seems the first was not futile enough. one thing i know he’ll be able to make a good cry down….and i hope the head of those hard liners will be listening especially at present when the world’s financial ship is really sinking and the waters a not shallow but ready to swallow. lets keep our hands crossed for good result.

    The Azerbaijan Democratic Republic, the first democratic and secular republic in the Muslim world, was established in 1918, but was incorporated into the Soviet Union in 1920.Azerbaijan regained independence in 1991. Shortly thereafter, during the Nagorno-Karabakh War, neighboring Armenia occupied Nagorno-Karabakh, its surrounding territories and the enclaves of Karki, Yukhary Askipara, Barkhudarly and Sofulu.     More contacts may mean more development prospects for Dominica. I hope that whatever deals we get can be meaningful and serve to help develop Dominica. It is one thing to get projects, but if these projects are not done properly and are not self-sustainable then they become a drain on the limited resources of Dominica. A good example is the stadium: just a few after it was built, you will notice there there are huge rust stains all around the top. There are more repairs that need to be done… to the tune of $500K… that’s a lot of money. If this project was done properly, and if it was self sustainable, these repair funds would definitely not come from the government. We need more projects that can generate income, and as a result contribute to the positive growth of the country (increase tax base, contribute to GDP, reduce imports, etc). The west coast highway ‘rehabilitation’ is another project needing serious reconsideration. The roads are simply being repaved and no serious rehabilitation is taking place. If we get aid from foreign countries, we must set the agenda for development – we can’t just take what they give and a few years down the road be stuck with severe repair and rehab bills. We can’t sell the soul of Dominica for a few dollars.

    Although the Government of Azerbaijan consists of three branches, Azerbaijan has a strong presidential system in which the president dominates the legislative and judicial branches. The executive branch is made up of a president, his administration, a prime minister, and the cabinet of ministers. The legislative branch consists of the 125-member parliament (Milli Majlis). Members, all of whom are elected from territorial districts, serve 5-year terms. The judicial branch, headed by a Constitutional Court, is only nominally independent.
    Azerbaijan declared its independence from the former Soviet Union on August 30, 1991, with Ayaz Mutalibov, former First Secretary of the Azerbaijani Communist Party, becoming the country’s first President. Following a March 1992 massacre of Azerbaijanis at Khojali in Nagorno-Karabakh (a predominantly ethnic Armenian region within Azerbaijan), Mutalibov resigned and the country experienced a period of political instability. The old guard returned Mutalibov to power in May 1992, but less than a week later his efforts to suspend a scheduled presidential election and ban all political activity prompted the opposition Popular Front Party (PFP) to organize a resistance movement and take power. Among its reforms, the PFP dissolved the predominantly Communist Supreme Soviet and transferred its functions to the 50-member National Council.
    Elections in June 1992 resulted in the selection of PFP leader Abulfez Elchibey as the country’s second President. The PFP-dominated government, however, proved incapable of either credibly prosecuting the Nagorno-Karabakh conflict or managing the economy, and many PFP officials came to be perceived as corrupt and incompetent. Growing discontent culminated in June 1993 in an armed insurrection in Ganja, Azerbaijan’s second-largest city. As the rebels advanced virtually unopposed on Baku, President Elchibey fled to his native province, the Azerbaijani exclave of Nakhchivan. The National Council conferred presidential powers upon its new Speaker, Heydar Aliyev, former First Secretary of the Azerbaijani Communist Party (1969-81) and member of the U.S.S.R. Politburo and U.S.S.R. Deputy Prime Minister (until 1987). Elchibey was formally deposed by a national referendum in August 1993, and Aliyev was elected to a 5-year term as President in October with only token opposition. Aliyev won re-election to another 5-year term in 1998, in an election marred by serious irregularities. A presidential election that took place on October 15, 2003 resulted in the election of Ilham Aliyev, the son of Heydar Aliyev. The election did not meet international standards. Ilham Aliyev assumed the office of president on October 31, 2003. Heydar Aliyev died December 12, 2003.
    Ilham Aliyev won re-election on October 15, 2008, taking 88.7% of the vote in an election boycotted by the major opposition parties. While the presidential election marked progress toward meeting Organization for Security and Cooperation in Europe (OSCE) commitments and other international standards with regard to some technical aspects of election administration, the election process failed to meet some OSCE standards, according to the final report of the OSCE/Office for Democratic Institutions and Human Rights (ODIHR) election monitoring mission. In December 2008, the Azerbaijani parliament approved a measure calling for the abolition of presidential term limits. After limited public debate, the measure passed in a March 18, 2009 referendum on constitutional amendments. Observers noted serious shortcomings in voting procedures, and in the counting and tabulation process.
    Azerbaijan’s first parliament was elected in 1995. The present 125-member unicameral parliament was elected in November 2005 in an election that did not meet a number of international standards. A majority of parliamentarians are from the President’s New Azerbaijan Party. The parliament also includes up to 10 opposition members and a sizeable number of nominal independents. Many of these independents are believed to have close ties to government, while as many as 20 others are business leaders whose political affiliations are not clear. Under the 1995 constitution, the speaker of parliament stands next in line to the President. However, constitutional amendments approved in a flawed process in August 2002 included a provision replacing the speaker of parliament with the prime minister in the line of succession to the presidency. The parliament remains a weak body with little real influence. Parliamentary elections in November 2010 did not meet international standards. They were marred by a deficient candidate registration process, limits on freedom of assembly and expression, a restrictive political environment, unbalanced media coverage of candidates, and problems in vote counting and tabulation. No opposition parties were elected in November 2010.
    The human rights situation in the country remains poor, with backsliding in some areas, especially media freedom, religious freedom, and political participation. Restrictions on freedom of assembly, expression, and religion continue, as do arbitrary arrest and detention, and the imprisonment of persons for politically motivated reasons. Over the last few years, political space for opposition voices has become more limited. Arrests and detention for unregistered religious activity continues in some localities. In recent years, authorities have also destroyed or closed a number of mosques. Corruption remains pervasive, as does the lack of accountability for torture of individuals in detention, violence against journalists, and excessive use of force against peaceful demonstrators.

    USA have diplomatic ties with Azerbijian, so I see nothing wrong with Dominica having diplomatic ties with the Azerbijians.

    This should not come as a surprise. On 4 March of this year. our permanent representative at the U.N., Vince Henderson, signed an agreement with Agshin Mehdiyev, Azerbaijani ambassador to the U.N., establishing diplomatic ties between Azerbaijan and Dominica. I am not aware that GIS issued a press release on this. One can only surmise that in return for our vote, supporting Azerbaijan’s claim on the territority “occupied” by Armenia (Nagorno-Karbakh) we stand to receive benefits from Azerbaijan. There would be little other reason for such a move. What is of concern is that Azerbaijan also has close, “fraternal” ties with Iran.

      No where in the Wikipedia piece that says Obama VISITED Azerbaijan! Can you people stop being devious for one minute? Stop looking at what America does, Dominica is a dot on world stage. The diplomatic situation between America and other counties is not the same with Dominica and other countries. America has to pretend to be friends with these people for intelligence and strategic reasons in the fight against terrorism. See how they dissed Mu-barrack when the people turned against him and he was no longer of any use t them? Can Dominica play those kind of high stakes games? Skeritt and the gang has shown that they are not doing too well in negotiating those dubious alliances, what do they have to put on the table? But slaves? Many of these independents are believed to have close ties to government, while as many as 20 others are business leaders whose political affiliations are not clear. Under the 1995 constitution, the speaker of parliament stands next in line to the President. However, constitutional amendments approved in a flawed process in August 2002 included a provision replacing the speaker of parliament with the prime minister in the line of succession to the presidency. The parliament remains a weak body with little real influence. Parliamentary elections in November 2010 did not meet international standards. They were marred by a deficient candidate registration process, limits on freedom of assembly and expression, a restrictive political environment, unbalanced media coverage of candidates, and problems in vote counting and tabulation. No opposition parties were elected in November 2010.

    The human rights situation in the country remains poor, with backsliding in some areas, especially media freedom, religious freedom, and political participation. Restrictions on freedom of assembly, expression, and religion continue, as do arbitrary arrest and detention, and the imprisonment of persons for politically motivated reasons. Over the last few years, political space for opposition voices has become more limited. Arrests and detention for unregistered religious activity continues in some localities. In recent years, authorities have also destroyed or closed a number of mosques. Corruption remains pervasive, as does the lack of accountability for torture of individuals in detention, violence against journalists, and excessive use of force against peaceful demonstrators.

    Azerbaijan is a rich oil production, that is one plus…looking for use to get some more energy distrubutors so that we have more options..more options creates competition, competition creates decrease energy prices. 2) That country is currantly in need to do more foreign investment in the non-energy sector hence the reason they increase trade with Turkey and the nations of Europe…we could benifit from this our products need a market.

    3) Azerbaijan’s GDP composition by sector is
    agriculture: 5.5%, industry: 61.4%, Services: 33.1% (2010 est.) if the PM goes there on an OIL for Food deal so we could provide produce to them that would be great…cause clearly at 5.5 they do not produce their own food at a high quantity

    Why does Skerrit insist on going to these odd countries that virtually nobody has heard of? Azerbaijan is almost broker than Dominica is, so how exactly are THEY going to help?

    Agriculture? How will Dominica benefit from that please? Does he REALLY expect some bananas, coconuts, plantains or oranges from Dominica to last ALL THAT WAY to Azerbaijan? I don’t know how long the trip would be, but I would imagine a good 3 or 4 days. If he wants them to last, then they need to pick those plants while they’re still as green as the Dominica country side so by the time they reach that nation, they won’t already be half rotten.

    Azerbaijan’s main crops appear to be rice, cotton, grain, grapes, among the other obvious things such as fruits and vegetables. Most of that can be grown here with the exception of rice, grapes, cotton and certain types of grain. I don’t see what exactly Dominica could give them back in return for that.

    Education? I don’t even know what all that could be about.

    Now as for the “trade” part in general? What products does Dominica have and what products does Azerbaijan have that could benefit both nations? The country’s biggest export, or at least the foundation of their economy, is oil. This is to be expected since it’s a Middle Eastern/Asian nation, where virtually all of the oil is. Now that being said, if Dominica was to get oil out of them, what could we give them in return?

    Another thing, how can 2 nations as small as Azerbaijan and Dominica, ESPECIALLY Dominica which is just a tiny island not even 30 miles long, successfully “enhance global peace and security”?

    It seems to me that Skerrit is trying to be recognized on the big stage so he can be seen as the Prime Minister from that one little island nation that virtually nobody has heard of or been to. That one tiny little island nation that came to the UN one day and said “Hey! Look at us and look at what we have done and look at this plan of ours that will affect and change the world for the better.” Then that way he could better Dominica…or himself.

    Now I’m not AGAINST relations with other nations, oh no way! What I’m (at least semi-) against is relationships with other nations that people have never heard of, don’t know how to pronounce, or know very little about.

    He’s gone to Cuba and Venezuela and has virtually dumped them like a girlfriend. He’s also supported Libya and Ghaddafi which made just about everyone go “HUH?” What’s he going to do now with Azerbaijan?

    Right on my brother, continue to break barriers and build bridges, forge relationships and international partnerships from which this country can benefit and ensure our continued growth, recognition and positioning globally.

    Regardless of the criticisms, forward thinking dominicans do understand the concept of globalization and that dominica cannot continue to operate out of isolation nor depend solely on our traditional trading partners for our sustained growth, like them, we too have new horizons to explore and new options and opportunities to take advantage of and some of these opportunities we have to create for ourselves.
