CARICOM investigators in Dominica to conduct probe into death of man in police custody

Three investigators from CARICOM’s  Regional Investigative Management System (RIMS) have arrived in  Dominica to begin investigating the death of Kings Hill man, Kerwin Prosper.

Prosper, aged 36, died in police custody over the carnival weekend whilst assisting the lawmen with an ongoing investigation.

Earlier this month, Acting Chief of Police, Lincoln Corbette, revealed that the Commonwealth of Dominica Police Force had requested assistance from the CARICOM Implementation Agency for Crime and Security (IMPACS) in their investigation of Prosper’s death.

According to Corbette, Proper complained of feeling unwell while in police custody in the morning of Monday, February 15, 2021,

“He was taken to the Dominica China Friendship Hospital where he was examined and released back into police custody,” Corbette stated.

The Acting Chief further reported that later that evening during the course of the investigation at police headquarters, Prosper became unresponsive and was again transported via ambulance to the Dominica China Friendship Hospital where he was pronounced dead by a medical doctor at 11:40 p.m.

“That same evening, I appointed [the] Acting Assistant Commissioner of Police to investigate the circumstances surrounding the death of a Kerwin Prosper. On February 18, 2021, an autopsy was conducted on the body of the deceased by the government pathologist, Dr. Alarcon,” Corbette revealed.

According to the Acting Chief, upon receipt of the autopsy on March 2, 2021, and having considered “all things,” he advised the Minister for National Security, Rayburn Blackmoore, that external assistance should be requested to strengthen the investigation process.

He said that, as a matter of urgency, the Minister made the request on March 2, 2021.

In a media statement today, March 19, Corbette reported that upon the arrival of the three investigators, they were  sworn in as Special Constables and will commence their duty following a five day quarantine period.

“As Special Constables, they have all the powers and privileges as a police officer in Dominica. The MOU, as agreed upon, is for an initial two weeks, but there is nothing barring an extension of the time,” the police said.

Corbette is of the view that the independent investigation by CARICOM  will strengthen the investigative process and will  ensure that it is conducted in an “impartial and transparent manner, whilst supporting the police force in maintaining its “professional conduct, credibility, public confidence and trust in [the] handling of  the investigative process.”

    With a Dominica police force controlled by a gang of political mercenaries acting as rogues, prosecutor, judge and executioner there is no need adopt platitudes recommending the retraining of police officers in areas of ethics, respect for the rule of law , service to state not politicians etc. In order to restore faith in the Dominica police organization the leadership within the police force, Corbette, Valerie, Valentine and the rest of the political mercenaries and Maniku Gang must be dismantled and discarded but it would be hypocritical to pretend that the cleansing of the police force is remotely possible with the corrupt Roosevelt Skerrit administration still in office.

    so, why has the results of the autopsy not given? this would’ve determined whether or not slobby was killed. but had he died of natural causes then there would’ve been no need for outside assistance. this shows just how corrupt and unprofessional our police is. they should state what the results of the autopsy is hence establishing whether a crime was committed or not but they have refused to do this and seems to be using their friends in caricom to protect one another!

    What is all this thing about having Carricom investigate the death of someone who was alive and taken into custody by the police. The post mortem will determine the cause of death. Therefore why is the police complicating the issue, why not release the results of the post mortem to the family and the public? This will provide confidence in the process. I suspect the police have something to hide and are looking for allies. The greiving family is more important that the reputation of the police which they are trying to shore up in this matter. Do the right thing and release the post mortem findings.

    Clearly the man was murdered by Investigating Officers of the Commonwealth of Dominica Police Force (CDPF) interrogating the man.

    Why should these CARICOM Investigators be installed as Special Constables of the same Police Force, CDPF, in investigate the murder of a prisoner by officers of the CDPF.

      The reason for having the CARICOM investigator be sworn in as Special Constable is due to the fact that they would not have the legal authority to perform the duties as law enforcement officers (investigators) in Dominica’s jurisdiction. Having them sworn in as special constables means, that they are assuming the posture of members of the CDPF with all privileges and responsibilities, and can then investigate as arrest culprits

    That investigation cannot be shallow and i hope they look into the operations and management of the police force. The death of Joshua Ettiene was never properly handled and adjudicated why we are where we are today with this case. One officer cost the state over 400k another over 100k and they were still allowed to continue. There has been stories of rampant sexual harassment of our female officers and recruits from the very top that are either swept under the carpet or killed. There is rampant misconduct that is covered depending on which leader you support. If this investigation does not look into the real cause of the problem this will be nothing but a pappy show or a sham. If the police is under investigation then one of the first things that must be looked at is the culture within the organization. What is the management policy and oversight in place to prevent and is it the first time. No where is stealing punishable by death. Heads need to start rolling.

    A perfectly healthy young man was taken into police custody and in less than twenty four hours he was lifeless.

    No amount of carefully packaged statements by the Police Chief to sway public opinion can convince anyone with even a modicum of common sense that Sherwin Prosper was not murdered by a gang of THUGS (the police).

    In Dominica, there is a tendency for such a horrific occurrence to be short lived. This incident should be kept on the front burner until the perpetrators (criminals) are brought to justice.

    This could have been any other citizen or resident residing in the country. It has to stop as this very incident is history repeating itself. It has happened before, no one was held accountable, and now it has happened again.

    How much longer will Dominicans remain silent in face of these atrocities. Dominicans, Arise! Stand Up Against Brutality! Take the country back!

    Hmmmmmmmmmm. This police force, from the top to the bottom, is an embarrassment. It lacks proper leadership and training, plus the recruitment process most likely needs to be revisited.
    Didnt Caricom investigstors hired to Dominica by Skerrit, to investigate Lennox Linton’s involvement in a coup d’etat which took place in Skerrits own deludional head? The coup involved a stalled truck with musical speakers on Kennedy Avenue.
    Where is the result of this investigstion, almost 6 years later?
    Will we ever get a report from this investigation involving Prosper if the police is incriminated?
    I don’t think so, especially if it involves those idiots and semi illiterates in the Manicou gang!!!!!!

    Whilst on island..they should investigate Corbette himself and of his own case involving the shooting and unarmed civilian and how he could even hold the office that he does …corruption!

    So when the man was arrested he was well. After hours in the hands of a very brutal Skerrit police force, they say that he complained of feeling unwell and was taken to the China / Skerrit hospital where he was examined and discharged that same evening according to the Skerrit police force. No time was given. However, he became unresponsive and he was pronounced dead by the doctor and this time the Skerrit police said it happened at 11:40 pm that same night. So Corbette and his boys cannot tell us what happened, the doctor apparently didn’t find anything medically wrong with him so he released him just to go and die in the hands of the Skerrit police? Well before CARICOM was called both Corbette, his deputy, all officers that were present and even the doctor should be placed on special leave pending the investigation and then and only then would I trust the so called independent investigation. Since none was done I can already see the cover-up
