Chinese contracts with Dominica have reached half a billion dollars as of 2020, China’s state-run news network CGTN has reported as the two countries celebrate 20 years of diplomatic relations.
The network also reported that as of 2023, trade volume between the two countries topped $70-million.
“Dominica is an important country in the Caribbean, and also a good friend and partner of China in the region. In 2018, Dominica signed a memorandum of understanding with China to cooperate on the Belt and Road Initiative. As of 2020, the value of China’s contracted projects in Dominica reached $500 million,” CTGN reported over the weekend.
Dominica and China established diplomatic relations in March 2004 under Prime Minister Roosevelt Skerrit. One of the hallmarks of the relations is Dominica’s stance on the “One China Policy.”
Since ties were established both countries report they have enjoyed tremendous mutual benefits.
“Since the two countries established diplomatic ties two decades ago, the relationship between China and Dominica has enjoyed steady growth and become a fine example of mutual respect, equality, mutual benefit, common development, and win-win cooperation between countries of different sizes,” Chinese Foreign Ministry Spokesperson Lin Jian said last Wednesday.
It was a point that was highlighted on Saturday when Chinese President Xi Jinping and his Dominican counterpart, Sylvanie Burton, exchanged congratulatory messages.
Xi stated that Dominica is an important partner of China in the Caribbean region and his country attaches great importance to the development of bilateral relations and is willing to work with Dominica to deepen cooperation in various fields, jointly build the Belt and Road Initiative with high quality, and create an even better future for bilateral relations, according to Xhinhua, the official Chinese news agency.
For her part, Burton said that the Dominica-China relations are strong and fruitful. She said Dominica cherishes the friendship with China, appreciates China’s support and assistance, and is willing to deepen mutually beneficial cooperation and jointly tackle global challenges.
CGTN did not mention whether the $500-million in contracted projects was based on loans or grants nor did it give figures as of 2024.
It is unknown if the money has to be paid back however, resident ambassador to China, Martin Charles, did say over the years “China has never asked Dominica for anything.”
“China has not imposed its will on Dominica,” he said in an interview with government’s press secretary, Dione Durand-Smith. “It’s a relationship that is based on trust. So we’ve seen a tremendous relationship that evolved from 2004 to present…”
He said China is presently considering Dominica “as its closest friend in the Caribbean.”

China is not doing all this just to be generous they have other motives namely to have a military base right smack in the middle of the Caribbean in case of war with the US and other western countries. China never does anything for free. As soon as they believe there will be a war, they will start construction of a Navy base at Portsmouth where there is already a harbor. The new airport could also be part of their plans for an air force base disguised for civilian use. Why would they be doing all this in the middle of the Caribbean 12,000 miles from home just to be generous?
Whatr are the particulars of the MOU with China. What is the real situation? Or will we wake up to learn we are no longer a sovereign nation?
Always remember that’s what they telling us. To get the true amount we might have to multiply the amount revealed by four.

This 20 year relationship between China and Dominica is not mutual nor equitable. China is the puppeteer and Dominica the puppet.
The Chinese get all the no bid multi-million dollar public contracts; they flood Dominica with their cheap, poor quality foods and counterfeit goods; they export their poor and unemployed to work in the rapidly sprouting Chinese businesses that dominate the business landscape of Dominica.
The local media should try to extricate the information as to Dominica’s indebtedness to this most powerful totalitarian regime.
