Compliance rate increasingly improving – Integrity Commission

The Integrity Commission is reporting a compliance rate of 96% among persons in public life who submitted declarations by April 2, 2012 for the income year 2011, in compliance with the Act.

According to the Commission, the compliance rate remained constant as for income year ended December 31, 2010.

A review of the data from the inception of the Act indicates increasingly improved performance by persons in public life, stated the report.

The Commision says in its report that it issued forty-four (44)
queries and conducted five (5) interviews with persons in public life regarding declarations filed for the year.

Of the forty-four (44) queries issued for declarations submitted for 2011, thirty-eight (38) were satisfied and six (6) remained outstanding at the end of the operational year, August 31, 2012.

The Commission has noted the difficulties that may be experienced by persons in public life in complying with sections 14 and 16 of the Act and has improved its procedures to facilitate that procedure.

With respect to calendar year 2011, six persons in public life failed to file declarations in accordance with section 16 of the Act. According to thhe report, the names of all the persons were published in Gazette No. 21, Vol. CXXXV, dated 3 May, 2012 and reports of each case were sent to the DPP.

That data compare favourably with the previous report which recorded that forty-six (46) matters were reported to the Director of Public Prosecution with respect to failure to file declarations.

Very interesting question and I think integrity should start with them. If you get compliment for something you did not deserve or achieve make it clear.

What the Commission doing about the persons who do not file? The Commission and the Act have no teeth. They exist to give the outside world the impression that the institutions in Dominica are fighting corruption and unethical behaviour. Lennox Linton is doing MUCH, MUCH more in the war against illegal and unethical behaviour in public office than the Commission and the DPP.
