CREAD official closing ceremony, ‘more than delivered’ says UK representative

As the Climate Resilience Execution Agency for Dominica (CREAD) tenure concludes, Prime Minister Roosevelt Skerrit said it is crucial to recognize that the journey towards climate resilience does not end here. He was addressing the official closing ceremony of CREAD held at the State House Conference Center on Tuesday.

CREAD was established in 2018 as part of the commitment to rebuild Dominica as the first climate resilient nation after the devastation of Hurricane Maria in 2017. At the end of the life of CREAD in December 2023, Dominica had many accomplishments on record.

“As CREAD tenure concludes it is crucial to recognize that the journey towards climate resilience does not end here,” he said. “The spirit and objectives of CREAD will persist as we transition its activities to various government agencies.”

He continued, “CREAD has successfully transferred many of its unfinished interventions to sections inline ministries while the government has established a climate resilience execution unit and a major capital projects office to continue the strategic interventions of the CREAD and ensure its successful implementation of major capital projects respectively.”

Skerrit added, “Today we reflect on our accomplishments with a deep sense of pride and a hope for continued success in our mission to increase our resilience against the mounting challenges posed by climate change.”

According to him, the global community has taken notice through the country’s collective efforts and Dominica stands as an example of what can be done and achieved when countries and leaders act decisively to address the persistent challenges of our times.

“CREAD is a proud achievement for all of you who lend your professional expertise, your passion and your commitment to actualizing the vision of climate resilience,” Skerrit stated. “It is a proud achievement for me personally as Prime Minister of Dominica, because it embodied the bold pledge I made at the United Nations in September 2017 to work from that day forward to shield Dominica from the severity of climate change impacts.”

Granted that Dominica has not yet reached all its benchmarks for climate resilience, “we can all agree that we have developed an impressive template for further action in our continuing fight.”

He therefore congratulated CREAD and placed on record the gratitude of Dominica to the Government of Canada and the United Kingdom (UK) for their work and many accomplishments in such a short space of time.

He  further stated that under the leadership of Ambassador Francine Baron CREAD became a symbol of resilience and innovation, bringing people, communities and governments together in a united front against climate change.

“When I announced to the world that Dominica would become the first resilient nation in the world eyebrows were raised, especially here at home in Dominica,” Skerrit remarked. “Afterall, it sounded like an impossible task, but the mission was clear to rebuild Dominica, not just as it was but stronger, better and more capable of responding to disaster events and recovering from impacts.”

In this regard, the Prime Minister believes that CREAD has met its mandate.

“I will not list the organizations’ many achievements in this forum, but I will note that CREAD has been particularly effective in its development of policy to guide the country’s recovery following disasters,” he noted.

He pointed out that the National Resilience Development Framework, the National Resilience Development Strategy and the Climate Resilience and Recovery Plan are policy documents that all should be proud of.

“These documents outline and define key initiatives to achieve our climate resilience,” he explained.

Furthermore, Skerrit pointed out that the most recent move to establish a sperm whale reserve in Dominica waters contributed to climate change mitigation and speaks loudly of the country’s resolve and its willingness to make bold, groundbreaking moves in the global fight.

He stated that the challenges of climate change are forever present and hurricanes and dry spells are becoming more frequent and severe.

Meanwhile, based on reports Representative of the UK Government, Richard Carter said  he is proud that CREAD “more than delivered” over the past 7 years.

“We are confident based on the report presented by Ambassador [Francine] Baron, based on what we have seen through our membership of the supervisory committee, based on our entire experience over the past 7 years we are confident that CREAD has more than delivered,” he said.

He mentioned further that CREAD has delivered to the degree that when the United Kingdom presented its international development white paper there was a section focused on the Dominica story.  This white paper,which was developed on the assistance of their new minister for international development, covers the entire world in which the United Kingdom operates.

“I insisted that it be part of the recognition in that paper of what climate resilient development means and it is there as a repository for all international development that the United Kingdom delivers to demonstrate what can be done in support of a nation,” Carter revealed.

    CREAD Dominica climate resilient – look in your communities and villages – the ravine or gully still fills up when it rains and you still cannot go past it – it is not even a hurricane. CREAD is operating in which community? Are we only focused on building climate resilient homes for people who already had their “boute chambre.”

    Oh how convenient! It would take less than a minute to describe just 3 of their greatest achievements – but we don’t have time for that? Maybe the reason why they don’t want to do that is because CREAD has achieved literally nothing.

    Rebuilding structures up to modern construction standards is something that had to be done regardless of the climate “resilience” policy. All those “documents” and “whitepapers” are useless until we can see tangible effects, and there is NOTHING that has happened since the establishment of that organization, that can be specifically attributed to its policies.

    But then again this is all based on the climate change hoax so it stands to reason that the organization created to address is another hoax.

    The Greek myth says that anything that a certain King Midas touched turned into gold. Political theorists are now advancing the Sadim touch, the opposite of the Midas touch. It turns things to the opposite of gold, whatever the opposite might be. It’s should not be too difficult in Dominic to think of a few synonyms for the Sadim touch. Go figure!

    Oh how convenient! It would take all of 10 seconds to list 3 of their biggest acheivements but we don’t have time for that.

    Maybe it’s because this organization has acheived literally nothing. Rebuilding structures up to modern construction standards is something that had to be done regardless of the climate change nonsense.

    All those “documents” and “whitepapers” are as useless as the paper they are printed on (if they are even printed since using paper is antithetical to the climate agenda). Only thing that matters are the tangible effects of the policies, and there are none that can be specifically attributed to the organization’s policies.

    But then again this is all based on the climate change hoax so it stands to reason that the organization created to address is another hoax.

    CREAD: Climate Resilience Execution Agency for Dominica is now defunct. It’s goal was to “lead, coordinate strategic initiatives across sectors in the Commonwealth of Dominica with the goal of making the Commonwealth of Dominica the world’s fist climate resilient nation.” This begs the question, has the mission been accomplished and is Dominica now in Guinness Book of World Records as the first climate resilient nation in the world? Asking for my resilient friend.
