
Minister for Finance, Economic Development, Climate Resilience and Social Security, Dr. Irving McIntyre has announced that the Climate Resilience Execution Agency for Dominica (CREAD) will come to an end on December 31, 2023.
He made the announcement during the Seventh Meeting of the First Session of the Eleventh Parliament on Thursday.
CREAD leads and coordinates strategic initiatives across sectors in Dominica to make the country the world’s first climate-resilient nation. It also acts to bolster the ability of the business community, public services, and social sector partners to build strong and resilient communities, develop adaptive infrastructure, accelerate economic growth, strengthen institutional systems, enhance Dominicans’ capacity to respond to the local impacts of global climate change and set an example for the rest of the world on how to respond to the challenges of a changing climate.
“CREAD was established in 2018 and continues to play a critical role in Dominica’s resilience agenda,” he said. “Over the past four years, CREAD has enhanced the capacity of the public service, business community, and social sector partners to foster the development of a robust economy, inculcate a collective consciousness, and leverage Dominica’s national assets. Strengthen institutional systems, build resilient infrastructure, and develop resilient communities.”
CREAD, he said, has served as a model for the international community and its success story has been told globally.
“Just recently the work of CREAD was featured in a white paper which was published by the United Kingdom government,” Dr. McIntrye stated.
He continued, “As CREAD life comes to an end on December 31, this year I again thank our main partners, the Government[s] of the United Kingdom and Canada who provided financial and supervisory support to CREAD throughout its life.”
Dr. McIntyre added, “We thank the staff of CREAD and the other partners who have contributed to the success of CREAD.”
The British Government has ended its financial aid support for CREAD June 2023 and the Government of the Commonwealth of Dominica seems unable to fund and support the Agency without foreign aid, hence it is being dissolved or washed-up as in Roseau under the Roseau river during a hurricane!
Which begs the question, is the Government of the Commonwealth of Dominica broke of dollars and bankrupt of ideas?

CREAD was created with the sole intention of enriching diehards of the current, ruling Taliban political party in Dominica. Nothing else!

The whole government talks as though they are marksmen when none of them can shoot straight. They always miss their targets.
A booming agriculture sector they have fired at and missed badly. They gave tourism, manufacturing, climate resilience, feeder roads, employment opportunities, replanting of a million trees, they gave a shot at but inevitably missed all their targets.
CREAD was a fictitious organisation to create favourable headlines and to get great reviews and donations from regional and international green agencies and organisations. No surprise CREAD has met its demise.
I have repeated this statement one thousand times and have been proven right every time. Everything Roosevelt does change to coal dust. The man is a FAILURE extraordinaire.

So I guess this means that we have achieved “climate resilience” whatever that actually means. BTW are there actually any concrete examples of the success of this made up institution? Seems to me like all the things they mentioned are just what a government should be doing in the first place and I don’t see the results of any of those policies.
Other than setting an example for the rest of the world, mention in a UK white paper, and various publications, it would be instructive to know what impact CREAD has had on the ground here in Dominica.
Judging by the disruptions caused by the recent moderate rainfall – which was nothing out of the ordinary – it would appear, not much.
What achievements have CREAD accomplished? Really interested to know.

Am wondering what will happen about the tools and supplies awarded to farmers almost 3 years ago to help them recover from Maria but then that CREAD never delivered. Will this still much needed aid disappear with CREAD or have arrangements been made to otherwise make good on the promise?
