Cabinet to meet on issue of rising crime

Acting PM Reginald Austrie

Cabinet will meet next week to address firearm legislation in an effort to improve and impose stiffer penalties for perpetrators of gun-related crimes.

This is according to acting Prime Minister Reginald Austrie.

The meeting is part of a strategic approach to curb the rising crime rate on the island. Dominica has recorded six murders in two weeks.

“The Cabinet will convene a special session to further discuss this matter and develop a detailed program to deal with this unwelcomed and undesirably blot on the Nature Island,” Austrie said.

Also, Austrie has called on religious leaders to lead “their congregations on Saturday 2nd and Sunday 3rd October in a serious prayer against crime, violence and murder.”

    the government are all hepocrits, you all stayed by when the Chief Magistrate humiliated Magistrate Tiyani Behanzin in the press, then Mr Peter, the President of the Bar himself attacked Behanzin because he esposed the conspiracy with the Bar members, now he comming and give big speech about not attacking the judges in the press, This is the hardest working Magistrate in this country. Then Baptiste’s friend heads the Court of Appeal team of three who attacked Behanzin personally, then the government again did nothing. You all continue to harrass the man, reducing his time in the Roseau Court 11 days a month, to now two, one day on criminal matters and one on traffic, I was surprised that the same government did nothing and said nothing about his victimisation. The Chief Magistrate has been releasing a number of dangerous criminals on bail on their own recognizance, particularly in the portsmouth area. Well you don’t have anything to do now but all you balling because all you too wicked! All you deserve all what all you getting, all you silence the only fearless voice against crime!!!

    This whole violence business has gotten out of control. What is going on all of the sudden?
    The church leadership isn’t going to solve the problem by praying. Action needs to be taken. People have to be responsible for their own behavior toward others.
    Don’t stand idlely by while someone is beaten to death for no reason.
    It is this failure to get involved, to remain disconnected, that is leading to the increase in violence.
    People, take stock of yourselves.
    We have to be community, not islands in the sea.
    We want a peaceful island.
    We don’t want to be like Jamaica or the U.S.

    Prayer in any language is good. Discussion with a noble objective, and without preconceived conclusions is helpful. However, a myopic view of the situation will never bring about a solution of what is clearly a deep-rooted problem. Historical evidence will show that where there is strong, honest National Leadership that promotes a culture of reconciliation and peace, this attitude is transmitted to the general population. The language of politicians in leadership in Dominica today has been so inflammatory, that the followers can only emulate what the politicians speak and encourage. When this is combined with serious unemployment and a poor economy as is evident in Dominica today, the problem is magnified. The hopelessness that is reflected by the comments I read and hear coming from the people of Dominica who a prepared to accept the truth about the situation is reflected in the rage, intolerance and violence that our fair country is stained with today. Every Labor government has perpetuated serious economic and social problems in Dominica. Patrick John and the conditions created by his government gave rise to the DREAD era. The Freedom Party under the astute Stately leadership of Dame Eugenia cleaned that and the total destruction of successive hurricanes up. After Julious Timothy and the UWP destroyed the economy and every successful institutions which the Freedom Party built, including the banana industry and the Dominica Electricity Services, Labor continued the down-slide and this is what we have today.
    Prayers are great, but God helps those who help themselves. The action has to start with Leadership. “Where there is no Leadership, the people perish”. This is the root-cause of all the problems with which Dominica is faced today. This includes the current frustration, hopelessness, anger and crime.

    When concerned Dominican citizens express their views re, crimes, criminal activities, the frequency of those crimes, or secret deals while in public Office by authorities, they are ridiculed, sometimes cast aside as too old to give advice or to share their knowledge, or it is said they are just criticizing Govt. Dominicans seemed surprised that the country is now plagued with crimes of all sorts? Because of a significant section of people condoning, agreeing to criminal acts especially from the top, it filters down to the lower class in society. The thinking might be if they could do it and escape justice, i could do it too. But strangely the poor, lower class people get caught, are jailed for serious crimes and also for the pettiest of crimes, while the ‘Elite Class’, with influence, money, power wealth, evade justice.

    Dominicans must realize that crimes are not only stabbings, or shootings. Crimes also involve money-laundering, fraud, theft from a country’s Treasury, drug dealings, gaining huge wealth through secret deals and through controversial means. In many countries, there are numerous examples of ‘Whit Collar’ crimes, as well as Public Officials engaging in all sorts of criminal acts against the laws of the land. In the US, and other countries, we hear all the time of ‘BIG MEN,’ Public Officials, being prosecuted for involvement in all sorts of crimes, Pyramid Schemes, Money-laundering, embezzlement of private and public funds etc., etc., etc., We are not serious in Dominica and lack the political will to deal effectively with crimes, especially those crimes done by the ‘Elite Class’ or people ‘in power.’ So do not be too surprised that crimes and criminal acts are on the rise more and more. It is business as usual. More prayers, without the will to change from the TOP, will certainly not be effective. Trust me.

When vigilante justice begins and those affected respond we will not only see the SSU but regional forces employed even Chavez may lend a hand the chinese( which will be camoflaged as protecting Chinese interests on the Comm of DA) to quel the up rising. Then colonalism will be re-established.

    We need a foreign Phd to come to Dominica to tell us that with this crime situation there are two distinct issues: One is about cause and effect. What could be the possible causes of crime in this country and what can we do to control and Two, how do we deal with crimes when they are committed, which is of course after. So to put it in infant language, one is before the crime and the other is after….
    The Government Minister, the Mayor of Roseau and a few others seem to accept the “level” of crime and declare unrepentantly that the solution is stiffer penalties…thus after the crime.

    I’m not even calling on the Government, niether the opposition to do anything. The Onus is on the LAW OFFICERS to execute strategies and protect the innocent. Police are supposed to be on the patrol in all villages night and day shift.

    Murderers should be given lifetime in prison or should be executed.
    other offenses are to be doing hard labor in certain chores:
    Cleaning Gutters
    Working on Farms
    Digging Trenches
    Landscaping, planting flowers along roadsides

    In that way we will have alot of cheap labor in Dominica, rather than putting them at Stock Farm Resort having a three course meal on the nation.

As much as I think his head is bigger than his shoulder, Blackmore is the minister better suited to work with the police on crime control. He need a criminologist, psychologist and hangman on his team working hand in hand with the police.

    These people are so out of touch its pathetic. After ten homicides that is when you want to address crime? This Government clearly does not know what they are doing. They wait for a crisis and then they respond.

    Now is time for bringing minds together in a national effort to come up with serious plans and program to deal with this serious monster (crime) which is devastating the fabric of our society. We need the Government, the Oppposition, Religious, civil society and the youths to come together in a massive effort to first find out what are the root causes and put serious mechanisms in place to stamp out that beast from our society. We should now be place on red alert.

    Cabinet has failed to respond so this rush to have cabinet to look at gun legislation is nothing but placation. We are fed up with crimes and we want serious well thought out long lasting solutions

    Yeah while that’s a good idea with the government calling for prayers against the high crime rate “presently.” I do believe that he should ask the nation to partake in prayers also for the cabinet in order to execute some well deserved stiffer and appropriate measures and laws for the perpetrators.     Prayer is NOT the only solution!!!. We can pray from now till the world end, and if we don’t do our part then nothing is going to change. It’s not all about just calling on the religious leaders to do some “serious prayer”. How about asking the lawmakers, prosecutors, and all involved in putting these criminals away to do their job effectively!! In recent years too many murderers have just been set free while people going to jail for petty crime. How about instituting hard labor or community service for these petty crimes?? We need to invest more money in the crime fighting, so that our police officers and other law enforcers are better able to handle these crimes. We can be fighting crime with the same where that we did 30,40 ,50 ,60 years ago!! I think we have genuine officers who work short handed, with the limited resources that they have!

    GOD BLESS DOMINICA!! God help those who help themselves…..so let’s do our part!!

    Do they have some for-knowledge that these people would commit these heinous acts?

    The Dominican in me, lets me remember that many of us react faster than our cognitive side of our brains.

    All over people blame governments.

    I am not in the government blaming business and don’t want them meddling any more than they already have to. Think of it, every time there is an issue a new law is enacted, sometimes to outlaw a law they recently passed.

    People need to let things go, work it out, focus on reaching an agreement instead of picking up Kool Wosh and Cutlass to hurt each other.

    No one wants to compromise, no one wants to settle, is all or nothing or death.

    It starts at the top and filters through……

    Imagine a man being beaten to death by his own flesh and blood, while his children and wife look on being unable to help….What exactly can the PM or Government do about that?

    What happens is the attorneys come to court well prepared and well paid ready to defend their clients and they win. The Judges are scared of certain attorneys and cave in.

    Anyone remembers ‘U Follow”?

    why is there such am obsession with GUNS –what GUNS got to do with it?– we don’t really have a major problem with guns related crimes in Dominica. It does not have to be a shooting for it to be deadly – whats the difference between using a Gun or using a cutlass to commit a murder? The knife and the cutlass are more readily available and these are the weapons we need to look at (stop ignoring the statistics) — I think when a man uses a cutlass on another the charge should be “ATTEMPTED MURDER” if the victim survives –the court should not just charge him EC$2000 to be paid in 6 months– but when ever a fire arm is involve everyone is screaming, shouting and demanding that the charge be “ATTEMPTED MURDER”. The urgent need in the context of Dominica is not for fire arm legislation but for knives and cutlass legislation. Mr Austrie crime does not mean GUNS — We are asking our leaders to address the issue of crime not just run to the house to create an impression. Part of addressing the issue of crime is for the government ministers to stop feeding that spirit of lawlessness that is given free reign in the land.

    I think stiff penalties need to be put in place for violent crime period. (Armed robbery, kidnapping, rape,murder, molestation etc). We need to stop making these criminals walk away. In the past few years more than half the murders go unsolve. There is a blatant disrespect for the law, law enforcement and the justice system.

    Some time ago, Dr. Severin as a concerned citizen and sociologist, expressed honest concerns about the increase in crimes, not just stabbings and shooting, but crimes in general. Dominicans, do you remember what happened? Right in a session of Parliament, before the last one, the Minister of National Security gave the man blows with his tongue, Ridiculed, chastised the man, saying that he was only criticizing Govt. and as Director of UWI was doing nothing in the development of the country. All heard the assault on Dr. Severin for expressing his humble opinion on a matter that was tearing the country apart. All the Cabinet members were there listening, but certainly must have applauded the Minister for the attack on the UWI Director.

    Cabinet should also seriously discuss the burning issues and actions of some members of their own Cabinet. BIN BOBOL, FERTILIZER BOBOL, other secret controversial deals, almost $200,000.00 owed to our Treasury because of bad deals, BAD GOVERNANCE, DERAILING the ‘INDEPENDENT ELECTORAL COMMISSION’ etc. etc. etc., refusal to release the money to the Commission for Provision of Voter ID cards that they are recommending for seven years now, are all having a serious blot on the Nature Isle. Those actions in the public’s eye are against the laws of the land and have taken Dominica to the gutter.

    Dominicans know quite well about those actions. Stabbings, shootings are not the only crimes that are being committed in Dominica. The ‘WHITE COLLAR’ crimes also have caused much harm and are unwelcomed and undesirable as well Mr. Minister. Those in authority refuse to answer questions asked about those criminal activities done by people in public Office. There are numerous other examples. Has cabinet ever decided to deal with those? The Minister ask people to pray for what kind of outcome? To continue condoning such wrong actions or to stand up against them, denounce them and find solutions? Pure double standards. Those guys lack the political will, the moral and ethical fiber to discuss, deal with, and allow the justice system to take its course. Another knee-jerk reaction Mr. Minister. Business as usual.

The issue is that there is blatant disregard for human life on the island and gross intolerance which is unprecedented and persons seem not keen or observing the rule of law in this land. The issue is we are witnessing a decadence in our society that is alarming and we talk about “gun law”. Has it occured to you sir and the cabinet that about 80% of the homicides/murders concern knives? We need to revist the laws concerning: quarrels and those persons disturbing the peace, about people who brandish knives and cutlasses in the public, threats and the like. The country must provide incentives for mentorship programmes, more life skills and drug education across the nation. Put more resources into wholesome programmes and move away from sponsoring activities that somehow promote violence in our society. We need to see the involment of all the nation leaders in programmes/activities that promote family values in this country. I humbly suggest that we bring a cross section of the nation together to discuss the causes of this level of criminal activity and explore the viable alternatives. I am truly saddened by this and really see it as a spiritual problem, one that trickles from the head. The bible teaches that if the head is sick then the entire body become sick. It says further that if God’s people will humble themselves, pray and turn from “evilous ways”, he will forgive us and heal Dominica. I am not pointing fingers at any particular group when i say head but wish to suggest that head speaks to ALL those in authority or headship which includes the politicians, pastors/preasts, community leaders, teachers, policemen, fathers etc….. We are to darn proud and arrogant in this country. It begs the question in what way am I as an individual contributing to the state of affairs of my country? This is a question for every single Dominican to ask. Are we in any shape or form facilitating either by our actions or the lack thereof, any ill in our land……. ASK YOURSELF PEOPLE.

    It is hoped that this time the Government will really take the necessary steps to pass or change laws or the constitution to deal with this terrible situation of rampant homicides in Dominica, because the last time when the Prime Minister spoke about rising homicides, he said “We still have capital punishment in the books” (or words to this effect). What we have now, is that we deny bail for non-homicide cases and give bail to those who commit homicides. Right now there are about a dozen killers out on bail mixed into the peaceful and law-abiding community.
    The cabinet should not do a band-aid job. Cabinet must do something that would have the approbation of all the people. If there is not prison space, build more prisons. Put teeth into any new laws or amendments. Give policemen the rights and equipments and manpower that they require to do their job of law enforcement. If the Constitution requires amending, then do it. The Government has the kind of majority to permit them to make amendments to remedy this malady of crimes and killings in our peaceful of Dominica. Whatever you have to do, act quickly and do a thorough job.

    While i do respect everybody’s opinion, I must say as a Dominican I am
    indeed disappointed at some of the comments about this article. Some of these
    crimes are in my opinion ‘crimes of passion” some people do not know how
    to channel their anger. I sense the same passion and hatred
    in many of the comments that are being written. Everybody seem to be jude and jury
    not enough compassion is being expressed. Whether u are for or against the present
    administration we have to assist and help Dominica. Clearly there is an increase in crime
    if the Minister calls a session to find solutions that to me is a good thing.if he ask to pray
    for Dominica that is also great…..infact that is what we should do. if the Gov’t
    did nothing to attempt to resolve the problem we would say they do not care. So I ask what do we want as Dominicans I sense so much hate and anger in these articles . we all have to come together

    You listen to all high profile case in Dominica, and Judges letting criminals off easy because they claiming the laws are not adequate to deal with them new crimes there and all you man not hearing that and just sitting on all you boom boom and doing nothing.

    The law of the land suppose to be the biggest gangsta and the baddest mafia in any society and all you law makers so soft all you cannot even address rising tide in crime and then you come in here talking nonesense as though gun alone that killing people in Dominica.

    I wish that this session of prayer would be done in one wide public space, and that the objective of praying would not be to put on an impressive show, but to allow God’s Holy Spirit to speak through those who prayed, as they humbly, obediently, and faithfully, spoke those words aloud; to call out to God Almighty of Holiness; asking Him to do His work of cleansing in the hearts and minds of the people of Dominica.

    Every one of us needs to undergo the surgery of our minds and hearts, regardless of whether we are priest, pope, or bishop, as God trains and disciplines us to take heed of His control in us, by our practice to live the Life of Love. For it is only through practice that we become perfect. But instead of becoming perfect murderers, thieves, drug dealers, lovers of money and material assets, slanderers, and what more; we can become perfect doers of God’s Word by the command of His Love in our lives.

    As some people have already said, unless this is the kind of prayer we are aiming at–which I wish was being done in one public place and said by anyone of a distinguished character, not just religious leaders, as the acting prime minister is depending on–our intention is already useless before God.

    We need to stop depending on particular persons, organizations, or institutions for our development in Life. The training and practice begins at home; in the mind and heart of every individual. Then perfect training and discipline can be bonded through ONE MIND AND ONE ACCORD, for the glory of our God and His Grace to us–His blessings of Love in our lives.

    The problems of Dominica can turn around, but Dominicans will have to choose to allow God to turn their hearts and minds around by their faith, and through the guidance of His Holy Spirit. Until then, the problems will remain, and can even get worse; because, God of Holiness cannot tolerate the attitude and conducts of pride, arrogance, and haughtiness. He will turn away from us, as we continue to exist by the control of our human minds, which only process and produce worldliness–the futility that passes away like smoke in the wind.

    I trust that one of the measures the government will seriously discuss with the aim of enforcing it is the death penalty for the crime of murder. Putting measures in place to deal with gun-related crimes is not sufficient as it only addresses gun wielding criminals. Innocent persons are killed with other equipment such as knives and cutlasses.

    The death penalty ought to be the ultimate punishment for murder and it’s enforcement serves as an effective deterrent to the crime of murder.

    We talk about the bible and we preach rightheousness and we speak of evil and wrong doing but isnt this the same bible that tells us that in the latter days this is what to expect? Quite frankly I think that Dominica is doing just fine if we have to look at the ratio of murders per capita. We record 10 or 11 murders a year out of a population of just about 70 000 people. Come on now, thats terrific. Nothing to be concerned about if you ask me. Crime is on a rise worldwide and Dominica is no exception. So lets give thanks to God for the 10 and 11 murders we have every year.

    Murder has a stiff penalty and see how many murders are walking the streets. Imposing stiffer penalties and not imposing are still the same. The whole things boil down again to our legal system. It is to be blamed somewhat for many of the crimes being committed.
