Calibishie man shot by police while resisting arrest

police do not crossA Calibishie man has been admitted to the Princess Margaret Hospital after sustaining a gunshot wound.

20-year-old Marlon Telemacque was shot after becoming violent with police officers who were conducting a search of his premises.

“On the morning of November 19th, 2013 police officers stationed to the Calibishie police station conducted a search on the premises of Marlon Telemacque. He was wanted by the police with respect to investigations into a series of burglaries in the Calibishie area,” acting Police PRO Richmond Valentine told Dominica News Online.

He added that during the search a number of items liable to seizure were found. However, Telemacque became violent during his arrest, Valentine said.

“Marlon violently resisted arrest and the officers were armed at the time and in the process Marlon sustained a gunshot wound. He was transported to the Princess Margaret Hospital where he was admitted,” Valentine said.

Valentine added that investigations into the matter are ongoing.

    My guys knows the rules of engagement, so just use it in accordance of the law and everything will be alright. The police still had a level of mercy he is alive and well to stand and give evedice and not 6 feet.

    Respect for the rule of law and for the Officers who enforce the law is the foundation of a civilized society. According to the report, this young man repeatedly broke into the homes of his neighbors (maybe while they slept)and stole there property to be sold for his own gain. When caught red-handed by police he resisted so violently that officers considered themselves to be in danger and took action.

    The message has been sent: The police investigations are serious business! My prayers are with Marlon and the officer.

Mr. PRO was at any time was the police were in danger and fear for their lives? Who fired the gun and wonded the suspect? Was it a senior officer or a rookie and how many years does that office have on force? If you cannot cannot these question in a satisfactory manner and way then this is a case of extrajudicial justice or your officers are not trained properly.It might alo be a case where police can arrest and brutalize poor people and that’s it. Mr. PRO if your force is a professional one then you need to explain to the public what occured and wht the poor fellow was wonded by your officers. I am also sorry for hte officer as well-he is much as a victim as the poor fellow who is at the hospital.

    Hello and good afternoon my people. Well its very sad to hear that a young man is shot and a specially by the Police. Now I must say that I am a supporter of our Police Department but we also need accountability therefore I hope this incident will be investigated by the Police Department Internal Affairs Bureau/ Office of Professional Responsibility. Once this investigation is completed then we will know the circumstances surrounding this incident. One can resist arrest or become agitated but if that person isn’t arm with a deadly weapon or a dangerous instrument which posed a mediate threat to the Officers then the Police should be able to restrain that person without using deadly physical force.

      Tony Police in Dominica does investigate police. As a matter of fact, even when they are involved in a crime, they are neither suspended, fired nothing.

      Remember a Telemaque from Wesley was arrested, after a high powered police rifle was found in a motor vehicle he was driving. Well, we know that a police stole that gun, however, he remained on the force to this very day, he never cease to be a police for one day, since the incident.

      So, if you expect anything to develop from this un-call-for shooting of an accused, I suspect all the rivers, and sea which surround Dominica will first turn to blood before you see a single police officer held accountable for his/her criminal activities, and behavior

        Hello and good afternoon. Well its not only in Dominica that the Police investigate themselves. I was a member of NYPD for twenty four years and I spent three and a half years in Internal Affairs where I investigated allegations of corruption made against Officers and civilians. The head of internal affairs is a Chief but he is also an assistant Inspector General therefore he submit his findings to the Police Commissioner and Commissioner of the Department of Investigation which is responsible to investigate corruption within any city agency.

        wow i am surprised that you are actually thinking towards the police in dominica being investigated,you recently supported the [police actions]in caring out the dread act which was illegal in terms of making peter pay for paul,when all right minded people thought that the police as a investigative unit,their duty was to seek out the people of interest and apprehend those who were responsible for the kidnaping and and murder of ted honeychurch,which sparked the outrage and subsequently brought about the implimentation of the dread act,the lives of the inocent young men which were cut down,has never up till this day been recognized,you spoke about a few young men that were trouble makers in your village,which if those were true,then the police should have aprehended them,not go about shooting tom dick and harry,this was not justified policeing,a man is inocent untill proven guilty,that is the law of protect and serve,this ignorance was a massive error,i was very much taken back,by the so many so called inteligent dominicans,who’s point of view,was in favor of the police actions,as directed by their superious,the government reacted in panic mode and out of control,and lent no thought to how dangerous this law was,to put into the hands of law enforcement men,the right to shoot and kill at will,this is not how the civilized world works,you first investigate and seek out and aprehened,the responsible parties involved,that’s why the man said,dominica has to fix its past,in other to go forward,and that is why you are looking for an investigation now,for the telemaque case,which will never be,because it was never there in the begining,dominicas fertile soil has drank inocent blood,that is karma,this is why dominica is unstable,the politics volatile,unpredictable governments,and those who want be,i wish you all the best,till you see the error of you all way.

    You want crime to stop but everytime the police try to do their jobs you make excuses for the criminals. I say the country to free we NEED a dictator because we dont know what we want. How about the police that peacefully went to investigate a report and the man throw alkali in his eyes? Now he has to wear glasses and shades and he has partially lost sight, doctor bill will never stop coming since he has to do regular checkups? If he had used brute force he would not have that problem so I dont feel sorry for any criminal at all. Oh dont forget the officer who got slashed on his head with a cutlass and years after he is still on the strongest pain killers which will destroy his liver and stomach walls soon, but he has no choice. How do you feel about that?

We should be crying for proper police work to ensure that criminals pay for their crimes and not walk free after months remanded at our expense.     Mac, I do not believe that the case Fenton Telemaque vs Government of Dominica; and et, al., has anything to do with this latest event.

    After all if he was implicated in a crime of thief, and he was investigated, and found to have stolen property within his residence, the police had every right to search his residence with a search warrant; and I doubt that in a case which involved search, and seizure, only a single police office would be sent to search his place, and make an arrest if anything was found in his possession.

    With that said I believe some police brutality is involved here, and brute force was used to arrest him. Only an idiot would resist an number of officers armed with guns: What happened to him to my mind is nothing more than a show of force, a show of power; nevertheless, I will not narrow it down to a point and say his arrest has something to do with Fenton Telemaque prevailing over the Government.

    That could be a probability; however, I refuse to believe that at this time.

    Now as for the Telemaque Klan, and our welfare, I doubt we have anything to worry about, nothing to worry about or look out for. Since if we are talking about a race of people, let it be known that we are a people who originates in a place called Dakar Senegal in West Africa, and our name “Telemaque” still exists among the Wallop tribe, and we are also found on the Ivory coast!

    If the suspect was unarmed and even if he resisted arrest, this is not probable cause to use deadly force. Officers are taught to utilize various levels of force before escalating to deadly force which is always the LAST resort if your life is in imminent danger.

Why shoot the man? There were “OFFICERS!” possibly more than two; and they could not hold down the man and arrest him, then add “resisting” arrest to the charge? We should not accept everything that these police officers do; because tomorrow could be your turn or my turn. There is no reason whatsoever to justify these type of Cowboy style policing in Dominica. That one who pulled the trigger should be should be arrested for attempted murder. If we allow these type of things to go unchallenged, woe be unto our Children.

The laws on self defence, which states that the force used should be commensurate to the perceived danger, applies to the police also. Is only when it happens to us or our relations we find things wrong and want others to have sympathy for us.

The matter is headed to the court and you cannot claim the man was violent without an attribution.
