Constable in alleged incest case granted bail

breaking newsA Special Constable of the Dominica Police Force, who is facing an alleged charge of incest and who was on remand at the State Prison, is now on bail.

Bail was granted by the High Court on Friday in the sum of $40,000 with two sureties.

Conditions of bail require that he report to the police three times a week and surrender all travel documents.

He must also stay 100 feet away from all ports of entry and departure in the country and stay away from witnesses.

The constable is charged for allegedly having sexual contact with his 13-year-old daughter.

    Why doesnt the article say the “Special Constable’s” name? if it was a regular person on the street, his name and picture would have been posted. Why isnt this man’s name and picture posted in this article? Is it because he is a high ranking officer or because u just dont know his name or have a photo of his face? In the US and other countries sex offenders are publicized and their pictures are posted around the neighborhood where they live..this should be done here also.

    i listen to some of the questions that are asked and one of them is why DNO did not publish the name of the special constable. well Dno explained why they cant publish the peoples name when they are charged because the law stated that u can publish names after a person is convicted of a crime not when they are tried, so it is not DNO who is doing as it likes but they are abiding what the law states. secondly what if dno was to publish the name of a person who is charge and then the person is found not guilty u dont think that dno has put their selves in a position of a law suit of defaming that persons name or character so we must think before we hold notions about why dno dont do certain things,

    Hello my people. The second sentence say that he was charged with “incest”. Now incest means that he engaged in sexual intercourse with his daughter. If so he should also be charged with rape because a thirteen year old cannot give consent. Now the last sentence say he was charged with having sexual contact with his daughter. If that’s correct then he should be charged with sexual abuse which is different than Incest. This is a very serious allegation against this Officer and it doesn’t look good for our Police Department but we must also remember that he was arrested by our Police Department. I have investigated and supervised many cases which involved such allegations and many were proven to be true. There were also quite a few which were proven to be untrue so we must wait and see the court process and final disposition because we don’t know his relationship with this child mother . People have all type of motive to make such allegations. We must also remember that bail is to guarantee that the perpetrator return to court and it shouldn’t be used as punishment. I must also say that certain types of crimes shouldn’t be bailable crimes and incest falls into that category of crimes.

        Hello. I don’t know that this behavior is common in Dominica and I find it very difficult to believed that its common. I certainly dont have anything to hide but rather am a concern Dominican who cares about our country and citizens. I condem anyone who engaged in such criminal behavior and they should be arrested, tried and if convicted then they should be severely punished. This isn’t an everyday or weekly occurrence therefore it’s not common. Please show me the crimes classification of all crime reported to the Police on a yearly basis . Then if the statistics don’t support my opinion then I will agree that it’s common. Thanks.

      This behavior is not just common in Dominica, it is all over the world, and remember a police officer is a man/woman is uniform, there are there to uphold the law and protect people but, at the end of the day, hiding behind the uniform is a person who will behave un-lawful while he hides behind the uniform, they have done so for years and gotten away with it.
      am not saying this one in question is guilty or not,that is for the court to decide based on the child’s evidence/statement, and the evidence discovered during the investigation. Everyone in our society also have to potential to be a child abuser, Teachers, Doctors, Priest,Ministers, Fathers, Grandfather, uncles, brothers,and not forgetting some women also. As parents we need to start speaking to our children from a very young age,about their rights, and what people are not allowed to do to them and why it’s wrong. Too many children lives are messed up through sexual abuse. Disgusting, depraved behavior.

    I think as a people we need to be more wise. Here we are faced with a very serious situation (one in my opinion is a major problem in our country) incest, sexual abuse, and we here arguing about the picture of the alleged.He is just one of many. Let us discuss ways of nipping this problem in the bud.What would trigger somebody to engage in such perverse behaviour? How do the victim function thereafter? What measures are there to help victims of sexual abuse, what is the chain of command if any?

      You should also add that the victim is a minor. Publishing the rapist name in this case is like publishing the victim’s name. Be mindful of that.

    I agree with quite a few of the comments posted to this broadcast…..there have been many times that persons were caught for whatever reason and their names and pictures were published….So is it because that the Special constable knows a little bit of the Law that others in Dominica do not that you are not supposed to publish the name nor photos of anyone unless they are proven guilty of a crime…..If it happens then that person can actually sue DNO for not having permission to publish their pictures online?

    Yes there is crime everywhere,but the guys down there can do much better than what they are now

        he has the power to arrest and also special constables are doing duties as police officers, they just did not do the training like police but can do police work. they are under the same roof wearing the same uniform but without a number. He represents a POLICE.

        That goes way back.if you look at police history in DA they had the most children.Everywhere they were station they would leave a few heads behind.
        In the black power days they were low in that regard then they emerged in the 80’s again stronger in the 90’s they even had a sexy commmissioner who would baptise all the female officers who could pass with a slight push.
        There were many complaints by jr officers who would be demoted denied promotion if they mal parle the commish.He was in a state of mind that he was it.There is a famous joke that a jr officer’s girlfriend or baaby mother came in to see him on complain of child suppport. He ended up telling her she had sex eyes and would love to see them under candle light over some wine and lobster.loltalk about smooth hahaah. He also had an american -English accent someone once wrote in a news and the longest he ever stayed away from DA was in the 60’s six(6) months training to be a cop in B/dos.One would expect god blind me tremendous, etc and stuff like that but our boy had this strange hybrid accent.
        I guess like everything else he is history maybe just reminencing of the good old days as not even the little blue pill works anymore.

    The effects of a sexually abused child is endless and unbeleivable. from peety things like not gettign pleasure in sex or not being able to have a normal relation ship to becoming over sex-active to havign thoughts of suicide and more and more and more and the thing that hurts the worst is that we judge plenty young adults for thier “ways” but God alone knows what use to happen to them when they were younger. Bougois go down to pauper, they does molest those children and majority are kept a secreat for a life time. it is a shame that it is a police officer but it is a shame overall for a father to do that to his daughter.
