‘Dangerous’ escaped murderer captured

An escaped prisoner who had managed to elude the police for close to four years and who was described as dangerous, has been captured by lawmen.

The police have confirmed that Steven Alphonse was caught in Rosalie on Saturday.

He was serving a 40-year sentence for the brutal murder of a young woman.

He escaped on January 27, 2010 when prisoners were engaged in extracting coal from a coal pit between the hours of 8:30 a.m. to 5:40 p.m., with time off for lunch.

Prison officials noticed that Alphonse was missing when there was a change of shift and a head count was conducted.

He was initially sentenced to death in 1993, but appealed the case and in 2007 the sentence was commuted to 40 years.

In a previous escape, Alphonse made his way to Guadeloupe where he stayed for some time before he was deported to Dominica.

Police had described him as ‘dangerous.’

    The police were not looking for this DANGEROUS man in Rosalie, they only go Rosalie area looking for Marijuana. In looking for that dangerous thing they just happen to find this DANGEROUS man that only murdered someone, is not Marijuana he had which is what would cause them concern in Dominica. smh

    I recall reading about that man. I thought he was hiding in the bushes of Dominica. After recently reading a relevant article on DNO, this man crossed my mind. He had the nerve to travel to Guadeloupe?
    Prisoners cannot be trusted, obviously. How did he manage to escape the custody of the Wardens? Did the Warden not have his eyes on those prisoners?
    No one saw him in prisoner’s attire or did he arrange this escape with someone who aided him?
    The Guadeloupe authorities knew he is a D/can. They should have escorted him into the custody of the D/ca police. He should not have been allowed to travel by himself.
    Let us hope he never escapes. Who knows? He may be planning another escape, this time never to be caught. Prison authorities, Keep strict supervision over him.

    Only in Lovely Dominica. He’s either too cunning, sleek and crafty, or we are turning a blind eye. Come on. This time it is not the police but the prison authorities, customs, the pilot. Where is his ticket, passport, customs form, suitcase, id…..Wow,,,Who are his relatives? who is feeding him. Did he swim to get off DA? There are more questions than answers.

    Is he really that dangerous ” he’s been out for close to four years and hav’nt heard of him hurting anyone , I think the man committed the crime and he doesn’t want to serve his time but I don’t think he’s that dangerous, I knew him well he’s a nice guy and there were a lot of irregularities surrounding that murder, but all in all i’m happy that he’s caught he needs to serve his time

    Hello and good afternoon my people. Why didn’t the Police just shoot him and say he attacked them as they tried to arrest him. He shouldn’t be on work release because he has forfeited that previllage by escaping rather he should be given one hour a day to socialize with the other prisoners.

    They should send the prison officers to look for him whenever he escape.. I saw what he did to this young girl. This is not the first time this has happened. What are they hoping for.. “FOR HIM TO KILL AGAIN”.

    Prison is a place to reform prisoners and not a place to punish people. If a prison officer mishandled a prisoner it is the same as the police beating up a criminal. The prisoner Governor detailed the shift. A man bruttaly murdered another and had the death sentence overturned on appeal. The fact remains that, this man did not kill by accident, he willfully,maliciously and felonious kill a women and allow to walk in and out of prison as he likes. The Prison Governor should resign

    the prison officials need serious training , you don’t put a man like that on out-side work detail he should be lock up 23hhours a day and one hour for exercise,, any one working on an outside work detail should be of a low crime offense, not a murderer , or a rapist or and arsonist , who is running the prison,?? the prisoners should be screened , there history should be documented, before the go on an outside work detail come on who is running the asylum, who ever it is need his , or her head check. come Dominica it is 2014. wake up and spell the coffee mr warden this is all on your watch.

    If you read DNO of 2 Feb,l 210 you will see that according to the Prison Chief at that time Alphonse escaped on three previous occasions, not two. It makes interesting reading and questions why they let him out on an easy working detail like that., knowing that he was convicted of brutally murdering a woman.

    This man did something very bad ;nonetheless i do not think that he was as dangerous as the police stated.Please try to understand what or where i am coming from…if a prisoner is a very dangerous man as the police stated concerning this man ,why should they take a risk to talk him out side of a prison cell to put people’s life at risk? i might be foolish but i would only put a dangerous prisoner in solitary confinement to make sure that other prisoners ,prison workers and the public are safe,,,
    if there was no other prisoner as dangerous as he was ,why didn’t the police focus their attention on him more than the others and by doing this with a gun and bullets ready incase he makes the first move to freedom? my my my dominica police is a case>>.

      Hello and good afternoon my people. I agree with most of your post except for the last sentence because you are blaming our Police Department. This criminal committed a vicious Murder and he was arrested by the Police and successfully convicted. He was remanded to the Correction Department where he escape three times(if you read prior articles) but you are blaming the Police rather than the Correction officers. The Correction Department should have a Swat Team to look for any escape prisoners so stop blaming our Police. I hope he is placed in solitary confinement with one hour a day to exercise.

    Did the French authorities not know about him? How was he deported and not handed over to authorities? I would imagine if he was deported he would come in through the designated ports..Did he slip unnoticed? There are more questions than answers

      It is likely he did not carry a passport or other ID and therefore there were no documents to run through the system.

        It is simple, utilizing their common sense. The Guadeloupe authorities knew he is from D/ca. They could have taken a picture of him and sent it to the Police authorities in D/ca. who, in turn would check their records and inform the Guadeloupe police about him. They would have caught him right there and then.
        If the Guadeloupe authorities had done that, the D/ca authorities could have sent a police to Guadeloupe to escort him back to Dominica and straight to prison. There, shackles should have been placed on his legs. He would never be able to escape again.

        He was caught in Rosalie. So thats after he was deported from the french island. If he was deported and the authorities there had his picture and profile (as they should) then they would have been able to verify who he was and no.2 when deported he must have come through a legal port, not backdoor on his own. Again, no one was able to identify him as a wanted man after he was deported and landed?

        He was deported back to Dominica from Guadeloupe on a PREVIOUS escape, i.e. BEFORE the last one where he was caught in Rosalie.
        He was handed to Dominica Authorities THEN. He spent time and escaped AGAIN (but not during the deportation exchange). He has been on the run for almost four years and found in Rosalie.

        Nowhere does it say he went back to Guadeloupe or deported without supervision.

        Read to understand!

    Good job guys! Now put him in an area with high security! Don’t allow him to go out and do assignments with the others. If that man can escape and end up in another country there is another chance he escapes and we will never find him again.
