It is with deep concern that the Dominica National Council of Women (DNCW) has learnt of the increase in sexual offenses against minors as young as six years.
The DNCW strongly condemns such atrocities against our children. At such tender age they are extremely vulnerable and so are taken advantage by their own relatives in some cases. They will definitely be affected physically, emotionally and even socially throughout their lives. In such situations they can be exposed to and affected by sexually transmitted diseases thus creating greater physical and social problems.
It is apparent that parents and guardians are not as vigilant as they should be and the community has let down its guard in term of adhering to the old adage, “it takes a community to raise a child.”
Parents and guardians must take their responsibility more seriously and get involved in the life and upbringing of their children. With breakdown in the family structure there is the possibility that such ills can occur. This social ill is a development problem which must be dealt with urgently by engaging all sectors of society including first and foremost the family, school, church, youth groups, men’s organizations, women’s organizations, among others.
We also call on the perpetrators to please stop this brutal attack against our children, the country’s human resource, and future; allow them to enjoy their youth.
Again the DNCW calls on all concerned to treat this as a social crisis and act urgently to rid our society from such ills. The family and the children must be central to any possible plan of action. The very future of our families, communities and country demands that we all condemn this evil and work towards solutions to eliminate it and protect this very vulnerable segment of our population.

As a victim of rape when i was six years old in DA, when reported to the police we were told that it is a family affair and we had to deal with it due to a family member raping me. I am 30 right now and it is sad to see that it is still the same way. Our children are the future of dominica and if we keep brushing them to the side and don’t change laws pertaining to them being hurt where are we going as a country? Once a child can relay an incident more than once with very few differences chances are he or she is not lying.. We need to stop trying to say kids are lying just to protect what we believe may be or bread and butter. I cannot tell someone what I will do if he or she were to molest my daughter. There are greater penalties for harming a dog than children in the US. My 10 cents worth. Check and listen to your children. check their bodies. talk to them. Keep them away from an adult friend or relative by themselves. When the child tells you something believe them. Observe for sudden changes in behavior – sucking their thumbs,sad, depressed,wetting the bed, masturbating, seductive behaviors. Report the matter to the authorities, do not back down, do not accept payment from the offender. Find help for you child. Gather a group of concerned people and protest; expose the offender, no matter if he is someone with money or influence. Stand up for your children.

This behavior is atrocious and must be condemned. The Child Welfare Department must train teachers, nurses, the police, clergy and social workers as mandated reporters. The moment they hear of suspicious sexual activity against minors, they must contact the Welfare Department so that an investigation can be initiated. Perpetrators must be brought to justice. Parents who neglect their children must also be held accountable. We need to implement stringent measures in order to curb this evil in our society.
