Dominican accused of molesting girls considered a flight risk

The case involving a Dominica man accused of molesting two young girls and raping one of them at their Purcell home will be heard in the High Court (HC) criminal assizes, which is expected to start on October 5, 2010.

BVI News was informed that Senior Magistrate, Valerie Stephens had the matter sent to the High Court through a paper committal.

Camillus “Jim” Parris is facing one count of rape and two counts of indecent assault.

During his first court appearance, Crown Counsel Jude Hanley alleged that the defendant, who formerly lived in the girls’ house, performed the acts sometime in 2007 and 2008. At the time, the girls were ages seven and nine.

It is alleged that between January 31 and December 31, 2007 Parris sexually assaulted one of the virtual complainants (VC), who was nine at the time. The VC came home from school and while watching television was asked by Parris to enter his bedroom.

When she did not heed to his request Parris is alleged to have taken the VC into his bedroom take off her pants and underwear then proceeded to insert a finger into her vagina.

According to Hanley, the VC told her school’s guidance counselor what had happened to her during Child Abuse Month in April 2010, following talks to students by an officer about the types of abuses children can report.

A report was made to the Family and Juvenile Unit and Social Development Department prompting a swift and thorough investigation.

Meanwhile, the defendant tried to encourage the other VC, who was seven at the time, to come into his bedroom and when she refused he held her and took her into the room. BVI News understands that the VCs are related.

The court heard that Parris removed his clothing as well as the seven-year-old girl’s own, and proceeded to forcefully have sex with her. Crown Counsel Hanely said that the VC began to scream, pleading with the defendant to stop, but it was not until she bit his shoulder Parris ‘got off of her’. The alleged act was committed sometime in 2008.

Also during 2008 while the same seven-year-old VC was watching television it is alleged that Parris pushed his hand up the minor’s skirt and began rubbing her vagina. It is alleged when she told him to stop Parris told her she could not get a $1 if he did. Again the VC told him to stop to which he complied.

The virtual complainant also reported this alleged incident to her guidance counselor during Child Abuse Month 2010, after an officer held discussions with students about the possible signs of abuse.

When examined by a doctor at Peebles Hospital it was discovered the VC’s hymen was ruptured.

In light of this, Parris was cautioned on suspicion of rape and indecent assault on May 12, 2010 and was officially arrested and charged the following day for the three offences.

The Dominican national is married and had with three daughters. He resides in Carrot Bay and is employed as an auto body mechanic.

Crown Counsel Hanley objected to bail citing Parris has no ties to the Territory and is considered a flight risk. Senior Magistrate Valerie Stephens agreed. She told the defendant, “The allegations are serious and extremely compelling.”

Parris is on remand.

    we need to comence investigating catholic preists in dominica for similar crimes. our people sometimes seem oblivious and do not understand how damaging this is to children.

    That pedophile should be locked up for the rest of his miserable life. It's a shame that those poor kids had to suffer at his hands. I hope he has a wonderful time in jail! I feel bad for his wife and children to be associated with a pig like that….

    What hurts me most is that these sexual offenders are sometimes married with daughters. It so so shameful!! If he is found guilty i hope that he gets the maximum sentence!
