Dominican child molester gets 11-year sentence

BRITISH VIRGIN ISLANDS – Dominican national Camillus ‘Jim’ Parris is now serving 11 years and three months behind bars after he was sentenced by High Court Judge Indra Hariprashad-Charles on Friday.

Parris, 54, who was found guilty by a nine-member jury on March 30, 2011, was slapped with 10 years for rape and 15 months each for the two counts of indecent assault. The sentences run concurrently.

Parris will begin serving his sentence from May 2010, the time he was incarcerated.

The jury comprised eight females and one male. Their verdict was unanimous.

BACKGROUND

It is reported that between January 31 and December 31, 2007 Parris sexually assaulted one of the virtual complainants (VC) who was nine at the time. The VC came home from school and while watching television was asked by Parris to enter his bedroom. When she did not heed to his request Parris is alleged to have taken the VC into his bedroom, take off her pants and underwear then proceeded to insert a finger into her vagina.

It was during Child Abuse Month, April 2010, when an officer was speaking to students about the types of abuses children can report on that the VC went to her guidance counsellor and told her what had happened to her. A report was made to the Family and Juvenile Unit and Social Development Department prompting a swift and thorough investigation.

Meanwhile, the other VC, who was seven at the time, was encouraged to go into the defendant’s bedroom and when she refused he allegedly held the VC, taking her into the room. BVI News understands that the VCs are related.

The court heard that Parris removed his clothing then the VC’s and proceeded to forcefully have sex with the seven-year-old girl. According to Crown Counsel Hanely, the VC began to scream pleading with the defendant to stop but it was not until she bit his shoulder Parris ‘got off of her’. The act was committed sometime in 2008.

Also during 2008 while the same seven-year-old VC was watching television, it is alleged that Parris pushed his hand up the minor’s skirt and began rubbing her vagina. It is alleged when she told him to stop Parris told her she could get a $1 if he did. Again the VC told him to stop to which he complied. Again it was during Child Abuse Month 2010 when an officer was speaking about what to look for as possible signs of abuse resulted in the VC going to her guidance counsellor and reporting the matter.

When examined by a doctor at Peebles Hospital it was discovered the VC’s hymen was ruptured.

In light of this, Parris was cautioned on suspicion of rape and indecent assault on May 12, 2010 and was officially arrested and charged the following day for the three offences.

Ironically, the Dominican national is married with three children – all girls. He resided in Carrot Bay and stated his occupation to be an auto body mechanic.

Parris’ trial began in the High Court (HC) criminal assizes in October 2010.

He was denied bail and remanded into custody as he has no ties to the Territory and was considered a flight risk.

Senior Crown Counsel Christlyn Benjamin represented the Crown and attorney Patrick Thompson represented the defendant.

    this is just disturbing there are too many child molesters in D/ca.they not getting Justice until they show there bad ways abroad where there is real justice and now it comes back to bite them in there face.This is to the Government of Dominica (“DO NOT” take these cases lightly deal with the matter promptly and seriously ).Give them the full extent of the Law.

    11 years alone for that monster?? and then we expect other molesters to take example?? 11 years is by no means a deterrent for that kind if crime and when he get’s out at 65, let’s just say that he serves a full sentence, he’s still quite able bodied and capable of molesting again.

    i think our justice systems are just too lenient when it comes to serious crime, they really don’t provide a sense of security and that is why lawlessness is so rife in our communities and when our children don’t feel protected by the system set up for that purpose, can we blame them for taking matters in their own hands later on and will we ever be able to effectively break the cycle of crime that plague us??

    Your justice system sucks! He may not even serve his full time behind bars.

    He is a married man, he should be killed! When these people are not executed they get another chance to molest little girls when they get out. Kill the cancer, don’t treat it half way for it to grow!

    He’ll be out in time for his retirement 65 yrs.is that the age you retire in the BVI? Will there be benefits for him then or has he forfieted them? lol! LMAO yo should have received 46 yrs behind bars.You get my drift when will he be eligible for release? (99 or 100)

      u all need to listen to the news inorder to understand. he was sentence to 2yrs for drugs and gun charges.

      the other charges have not been heard. the P.I in this matters will be later this year, these are high court matters.

      Look you are the second person I have heard raise this question. I bet you base it on pre-judged (prejudiced) assesment of his complexion as seen in the news photo. This man is a Kalinago whose family were in Dominica when it was called Waitukubuli. So he is deeper roots Dominican than any of our ancestors who came here a mere 200 years ago.

      I remember when we joined Taiwan and there was an upset about having Chinese here, a Kalinago woman was cursed up in the Roseau market because she was mistaken for a Chinee.!!

      The man is born and raised Dominica Dominican and it is very very unfortunate that this happened, not only for the children first, but then in the wider context we get the bad name in the BVI.

        The reason why i asked is because his last name Parris does not appear on the phone book and it does not sound Dominican. Further more we all want to know because we are talking about such a distasteful act. we would all love to ear that he was not from Dominica Owuldn’t you. So iot is not on pre-judged prejudice because I am as light skinned as he is an dso is my family. I am not that shallow. It is about knowing more a bout a situation as a mum which could in the future harm my kids or any kid in general.

    After his 11 years he will be deported and sent to Dominica.Then he will start all over again,making up for time he lost in prison.Then he will start doing it to his little relatives,and it will a hush-hush thing……………,then,somebody should be armed to castrate him and leave him to die.I mean when a big woman says no,it is no…….. when kids say no,let it be NO.Stop destroying our children.Later in life we will not have good wives,but demented young women who have to live with these stains for the rest of their lives.I honestly pray they deal with him in jail.Nasty-a*s man.I am so angry now,that my feet are cold.Maybe i can go the BVI and ask them to give him another 20 on it,so by the time he is out,he will be a useless old man.
